SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION CRITERIA
Section M
Evaluation Criteria
BASIS FOR CONTRACT AWARD: This is a competitive best value requirement in which competing offerors will be evaluated on a basis of Technical and cost or price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Incomplete or partial packages will not be included in the technical evaluation. All technically acceptable offers shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
1. Technical Acceptability: Initially, the government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning overall ratings of Acceptable, or Unacceptable. The proposals shall be evaluated against the following factors:
1. Purchase Specification: The Offerors proposal must meet all requirements listed on the Purchase Specification documents.
Proposal submission must meet the requirements as listed in 6.0 Requirements of the Proposal 6.1 through 6.5.
Acceptable – The proposal meets all the minimum mandatory requirements in the solicitation identified as factors and subfactors within the Technical Capabilities. Only those proposals determined acceptable, either initially or as a result of discussions, will be considered for award.
Unacceptable – Fails to meet all the minimum mandatory requirements in the solicitation identified as factors or subfactors within the Technical Capability Evaluation Standards. Proposals with an unacceptable rating will not be considered for award.
2. Price Evaluation. Next, the government shall rank all technically Acceptable offers by price, including any option prices if applicable. An offeror’s proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each. The price evaluation will document the reasonableness and affordability of the proposed total evaluated price.
Discussions:
It is the Government’s intent to award without discussions; therefore, it is imperative that offerors submit their best terms initially. However, if during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs), and the Final Proposal Revisions (FPRs) will be considered in making the selection decision B. The government reserves the right to award a contract to other than the lowest priced offer if the lowest priced offeror is judged to have a technical assessment of Unacceptable.
If the lowest priced offeror is judged to have an assessment of “Unacceptable ", the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror with a technical assessment of Acceptable is reached.
Offerors are cautioned to submit sufficient information and in the format specified in Section L.
Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.
Number of Contracts to be Awarded:
The Government intends to select one contractor to satisfy this requirement. However, the Government reserves the right to award no contract at all, depending on the quality of the proposals and prices submitted.
