QUESTIONS AND ANSWERS # 6

SOLICITATION FA8224-12-R-0016

1. Specification para.7.11. We would expect that the test stand is going to need calibration at HAFB prior to or as part of acceptance testing or test stand training. Our typical approach would be that calibration of the test stand will be performed using HAFB PMEL staff and equipment as part of on-site training. Please confirm or otherwise clarify expectations.

Question 1 answer

Para. 7.11 refers to the contractor shall provide all their own tools/equipment to unload from the truck, locating test stand in the building, running power, etc... HAFB cannot supply any forklifts, personnel, scissor lifts, etc...

Para. 4.9.4 a PMEL will not calibrate any OEM equipment installed prior to test runoff. This should be verified and validated by the contractor.

2. In general HAFB says they a supplying the hydraulics and N2 for the test stand and that they will provide the controls to set the pressures. However, it isn’t clear if we need to provide pressure displays on the test stand or if HAFB is going to attach existing instruments to ports that we are providing on the test stand. Please clarify.

Question 2 answer

HAFB has their own Nitrogen and Hydraulic pressure supply units and calibrated pressure indicators to put the correct pressures into the shock strut.

The spec is asking for a stand to actuate the shock strut before / after the pressure have been applied.

Para. 8.0 The contractor is responsible to supply the needed nitrogen and hydraulic pressures inside the shock strut only during the buy off at the contractors facility.
