About this file

The document is a Questions and Answers file for a Snow Removal Services solicitation for the 309 Software Engineering Group (SWEG) at Hill Air Force Base. The contract is a Firm Fixed Price (FFP) arrangement with an estimated 39 snow removal "pushes" per season, with contractors able to bill after each push. Key details include snow removal requirements of clearing snow accumulations of 0.5 inches or greater between 6:00 AM and 5:00 PM Monday through Friday, excluding holidays, with any overnight snow cleared by 6:00 AM.

The solicitation, issued by the Department of the Air Force Materiel Command Air Force Sustainment Center, provides specific operational details such as base access procedures (contractors must complete Hill AFB Form 496), equipment staging (two on-site locations provided), and invoice submission through the WIDE AREA WORKFLOW (WAWF) system. The government intends to award a base contract with 39 pushes and four optional years, with parking lot plowing explicitly excluded from the service scope. Contractors will need to provide their own management, tools, supplies, equipment, and labor to meet the performance requirements.

Snow Removal Requirement (Updated 15 Aug 2025) Question and Answers:

1. During the period of performance what system will the awarded contractor use to submit invoices?

The contractor shall utilize the WIDE AREA WORKFLOW (WAWF) System to submit invoices. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

1. Is the awarded FFP amount to be invoiced after March 31 for the entire season once performance is complete?

Contractors may bill after each push, for a total of up to 39 pushes.

This is a Firm Fixed Price (FFP) contract with a unit price per push. We are estimating 39 pushes for the year. We expect you to provide a quote with a Firm Price per push. You are able to bill the FFP unit price after each push, or you can wait and bill multiple pushes at a time. This is FFP not Time & Materials (T&M)

1. PWS paragraph indicates that “If snowfall continues to persist during these hours, the contractor shall continue to remove snow when it reaches an accumulation of .5 inches or greater IAW Appendix B.” Is there an expectation of how long the contractor will have to remove ongoing accumulation?

The Contractor shall remove all snow when accumulation is .5 inches or greater between the hours of 6:00 AM and 5:00PM (Monday through Friday, except for Holidays listed in section 5.4 of the PWS). If snowfall continues to persist during these hours, the contractor shall continue to remove snow when it reaches an accumulation of .5 inches or greater IAW Appendix B.

Any overnight snow accumulation exceeding .5 inches, shall be cleared by the contractor prior to 6am.

1. Scope Specificity – Parking Areas, could you please confirm whether snow removal services include plowing of parking lots, or are services limited to walkways, entrances, and ramps? Plowing of parking lots is not included in this requirement.

1. Push Definition - Is the term “push” defined as a single full-facility clearance (including all applicable roads, lots, and pedestrian areas), or is it segmented by zone? A push is a single full-facility clearance of all areas outlined in the PWS.

1. Service Activation Criteria - Are there specific thresholds (e.g., snow depth in inches or weather conditions) that trigger a required “push”? See question #3.

1. Site Access and Map Coverage - Should contractors anticipate any access control procedures or snow-specific entry requirements? Also, can you confirm that all areas requiring snow removal are depicted in the provided building maps?

Contractors shall complete a Hill AFB Form 496 upon contract award for base access pass. Contractor employees shall provide state or federally issued identification to access the installation. The Government will provide the Contractor with a Hill AFB Form 496.

All areas requiring snow removal are depicted in the provided building maps.

1. Storage and Staging Provisions - Will the Government permit temporary storage or staging of snow removal equipment on site during the Period of Performance?

Yes, the Government will provide the Contractor two (2) on site staging areas (north of building 1513 and south of building 518) to stage equipment during snow removal season.
