About this file

This is a Questions and Answers document for a snow removal services contract at Hill Air Force Base. The document addresses three key contractor inquiries regarding FA8222-25-Q-12928, a solicitation for snow removal services supporting the 309 Software Engineering Group (SWEG) buildings.

The Q&A clarifies critical operational and billing requirements: contractors must use the WIDE AREA WORKFLOW (WAWF) system for invoice submission per DFARS 252.232-7003; the contract structure is Firm Fixed Price with a unit price per push, estimating 39 pushes annually, allowing billing after each push or in batches; and snow removal requirements specify clearing accumulations of 0.5 inches or greater between 6:00 AM and 5:00 PM Monday through Friday (excluding holidays), with overnight accumulations exceeding 0.5 inches to be cleared prior to 6:00 AM. The contract includes a base period with 39 pushes plus four option years, with the Department of the Air Force Materiel Command Air Force Sustainment Center as the contracting agency.

Snow Removal Requirement Question and Answers:

1. During the period of performance what system will the awarded contractor use to submit invoices?

The contractor shall utilize the WIDE AREA WORKFLOW (WAWF) System to submit invoices. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.

1. Is the awarded FFP amount to be invoiced after March 31 for the entire season once performance is complete?

Contractors may bill after each push, for a total of up to 39 pushes.

This is a Firm Fixed Price (FFP) contract with a unit price per push. We are estimating 39 pushes for the year. We expect you to provide a quote with a Firm Price per push. You are able to bill the FFP unit price after each push, or you can wait and bill multiple pushes at a time. This is FFP not Time & Materials (T&M)

1. PWS paragraph indicates that “If snowfall continues to persist during these hours, the contractor shall continue to remove snow when it reaches an accumulation of .5 inches or greater IAW Appendix B.” Is there an expectation of how long the contractor will have to remove ongoing accumulation?

The Contractor shall remove all snow when accumulation is .5 inches or greater between the hours of 6:00 AM and 5:00PM (Monday through Friday, except for Holidays listed in section 5.4 of the PWS). If snowfall continues to persist during these hours, the contractor shall continue to remove snow when it reaches an accumulation of .5 inches or greater IAW Appendix B.

Any overnight snow accumulation exceeding .5 inches, shall be cleared by the contractor prior to 6am.
