| Exhibit - SOW | |||
| Item | Source/Area | Question/Comment | Response |
Sec 1. | Section 1 of the SOW states “The replacement shall be a linear, regulated, variable supply as further specified in the Performance Specification.” Is the Government certain that the requirement is a linear power supply? Engineering analysis based on the requirement that the power supply needs to be adjustable and regulated from 200VDC to 450VDC, it is indicated another power supply topology is required to meet size, power and heat dissipation requirement given the required dimensions. | The PRA to be redesigned has linear and switching PS design characteristics and we would like the design to remain.
Sec 1. | Section 1 states “optional production decision” does the government guarantee the awardee, after successful first article testing, the full production quantity of 21 units? It is understood that the government own all data rights to this design. Does the government reserve its rights to competitively bid the production of these 21 production assets? | No, the Government, under FAR clause 52.217-7, reserves the right to exercise the option of the separately priced CLIN for the production of the 21 units. The Government intends to procure the 21 production assets on this proposed contract. However, it would be within the Government's rights to terminate and re-solicit if deemed in the best interest of the Government.
Sec 1.1 | Section 1.1 states, “The PRA and data as requested by the contractor will be provided as Government Furnished Equipment/Government Furnished Information (GFE/GFI) but the contractor shall not hold the Government liable for any mistakes or missing information.” Is a valid interpretation of the above statement imply that the bidders will have access to the GFE and GFI prior to the bid closing? | Yes and no. The TDP from the 2017 project will be provided prior to contract award. Prior to contract award, the PRA from the 2017 project will only be available to view at Industry Day on 28 Mar. It will then be delivered to as GFE to awardee.
Sec 1.1 B. | Section 1.1 B. states “The rise time characteristic of the 28-volt triggered DC output voltage shall meet its intended DC set-point voltage in no greater than 3 seconds once the 28-volt push button /signal trigger is activated. The rise time is defined from the measured 10% to 90% points of the power supply DC output voltage.” The 10% value of the output voltage is not really required per our interpretation. Is it the government’s intention to achieve 90% of the output voltage setpoint within 3 seconds from pressing the button? | Yes, the requirement is to achieve 90% of the 28-volt triggered DC output voltage setpoint within 3 seconds from pressing the button.
Sec 3.1.1 | Section 3.1.1 states “The TDP shall include any/all Commercial or Commercial-Off-The-Shelf (COTS) Manuals and associated supplemental data, prepared as defined in this SOW and the associated Data Item Description (DID), and CDRL Form 1423, for all COTS items that are used to produce or create the design, including the Key Performance Parameters used by the contractor to select the item.” In this section, does the government expect individual drawings for all components used in the design? Example, a resistor, a transistor. | No, there will be a Form 1423 CDRL that guides the level of drawings required. However, the Government expects components should have a commercially obtainable datasheet.
Sec 3.2.1.1 | Section 3.2.1.1 states “Since existing power supply specifications are limited, the contractor shall accomplish a site visit to characterize the electronic static and dynamic performance specifications of the power supply under load conditions. Physical interfaces will also be verified.” It is understood that there are performance variables unknown to the government; however, in the SOW the government provides a specification for load regulation, output ripple and output current. At a minimum, does the contractor have to meet these specifications regardless of further test and performance findings during the site visit? | Yes, these specs need to be met. They are based on the orignal system spec that all fielded systems "should" be meeting.

| Item | Section/Area | Question/Comment | Response |
Sec 1.0 | In section 1.0 of the performance specification, it states “This document defines the requirements for a 450 (+4%) volt, 3-phase, 60 Hz, high voltage power supply.” Can the government please explain what the (+4%) means above? Do we interpret this to mean the government wants this unit to reach 468 volts? Please confirm. | Meaning the output DC voltage should be no more than 450*1.04=468V while 450V is the nominal. Nominal voltage that the government requires the unit to reach is 450V. +4% is the safe upper limit for the unit.
3.2.2 | One of the requirements includes EMI testing. Is this specification for the power supply itself or is it for the overall enclosure that contains the power supply? | The EMI requirement is being removed from the SRD. It has been determined that the next higher assembly housing the PS has sufficient EMI protection circuitry.

SOW | Is a preliminary test on equipment prior to FAT/SAT an option? The Contractor believes it beneficial to test their solution to troubleshoot/debug the PS and verify it meets requirements prior to scheduling a FAT/SAT. | Pending system schedule issues, the program office will facilitate a preliminary test at a site or Tobyhanna Army Depot. A statement will be added to the SOW. |
SOW | Is there an interface document or will the contractor be expected to identify the interface signals during system evaluation? | The MTE TOs provided will identify interface signals. However, since existing power supply specifications are limited, the contractor shall accomplish a site visit to characterize the interface signals and electronic static and dynamic performance specifications of the power supply under load conditions. |
SPS | Is EMI Testing a hard requirement? The Contractor believes EMI/EMC testing incurs significant cost that may not be beneficial to this level of effort. | The EMI requirement is being removed from the SRD. It has been determined that the next higher assembly housing the PS has sufficient EMI protection circuitry. |
SOW 3.2.1.7 | What does the final test consist of? | The site visit to characterize performance specifications will also serve as an opportunity to establish future test plans required by the Contractor. The MTE users/maintainers will be available to demonstrate standard operating procedures and mission requirements of the system. |
SOW 3.2.1.1 | Where in the schedule will the contractor have access to systems in the filed to evaluate and characterize the electronic static and dynamic performance specifications? | SOW para 3.2.1.2 states "The SRR shall be held at the contractor’s facility no later than 45 days after receipt of award (ARO). This requirement will necessitate that the site visit described in paragraph two of Section 3.2.1.1 also occur before the SRR." The Program Office will coordinate a site visit within 30 days of contract award. |
Solicitation | Will questions and attendance from Industry Day be published? | Yes, we will publish all questions and attendance to FedBizOpps by 10 April 19. |

| Item | Section/Area | Question/Comment | Response | SPO REVIEW COMMENTS |
How do we request TO's and when can we obtain them? | TO's will be sent to interested vendors prior to RFP. | |
There is a concern that the TO review process will extend past period of performance. | The TDP provided to the interested vendors includes TO change pages initiated by previous redesign contractor. Starting from this point and the fact there are relatively few areas of the TO library to address the 450V PS leads us to believe there will be sufficient time in the PoP to complete all TO changes. | |
Section L | What is the breakout in price that we will be evaluated on? | We do not weigh evaluation factors at a specific percentage. Proposal factors evaluated will be identified in Section L. |
SOW | Is a full TDP required? | Yes, we require a full TDP in order to organically repair the 450V PS throughout the 2040 lifecycle of the MTE. |
SOW | Is a Contractor Work Breakdown Structure a requirement for proposal? | The CWBS is not required at proposal; however, per CDRL requirements a draft CWBS is required prior to Contract Kick-Off Meeting. |
Section L | The proposed page count in Sec L. seems low. Recommend increasing proposal page count from 15 to 30. | Section L was updated to increase the page limit to 30. |
Section L | Propose clarifying sub factors only applicable to page count in Sec L. | Section L was updated to also exclude glossaries, charts, tables, and matricies from the page count. |
Is the PS output voltage expected to be variable from 0-450V or 200-450V? | The requirement is variable from 200-450V (+4%). This allows maintainers to burn in a new magnetron at a lower power level. | |
Will the Government accept improvements to the BIT circuitry? | All system improvements will be accepted and evaluated in source selection. | |
Will the Government accept changes to the meter hardware? | All system improvements will be accepted and evaluated in source selection. | |
To help define R016 & R017, will the contractor be authorized to install monitoring equipment to the legacy system during the initial site visit? | Yes, the contractor will be authorized to fully evaluate the legacy power supply during operation utilizing whatever test equipment is required to accuratley define the characteristics of the system. | |
Is travel expense priced/negotiated separate to the contract proposal? | It will be priced as a separate CLIN on the proposal. | |
Is the PDR and CDR expected to be at the contractors facility? How many Government personnel are expected to attend? Will the government entertain a telecon for these events? | Yes, SRR and CDR will most likely be at the contractor's facility. We will entertain a telecon, however, the government will likely want to visit the contractor's facility and tour development labs. We have removed the preliminary design review from the requirments. | |
How early does the Government need the request for site visit dates? | The government would expect a request NLT 30 days prior to site visit event to coordinate with ACC and Range schedule. | |
Is a reference matrix required for the proposal as stated in Sec L? If so, would the Government consider not including the matrix section in page count? | Yes the cross-reference matrix is required. No it will not be included in the page count because it is one of the exclusions. | |
What are the file formats required for TO changes and Engineering Drawings? What file format will the contractor receive from the Government to update. | The contractor requiremets will be outlined in the drawings Form 1423. The engineering drawings will be delivered in SGML format and the TO Changes will be delivered in CGO format. | |
There appears to be a disconnect in CDRL A017 and A018 documentation and the way they're being referenced in SOW/Spec or not being referenced. | The DRIP CDRL was removed from requirements. A017 will be the Sys Design Analysis. Changes have been made to Form 1423. | |
In the Industry Day, there was a brief disussion about T1 step-up transformer and it was stated that the contractor would have to source or make their own equivalent T1. In the TDP that was released I don't believe the T1 drawings were there. Our request is to please add the T1 drawings/parts list to your next TDP update release for the RFP. | The Government will deliver the T1 engineering drawings before RFP. | |
It was also agreed that the Government would release the TOs as part of the TDP release update. These 10 TOs are listed in the table shown in SOW Section 2.2 AN/MSQ-T43(V) Technical Orders. These TOs will be important to our Engineering and Tech Pubs for their RFP reviews and eventual scope estimating activities. Do you know when these might be released in a solicitation update? | The MTE TO's will be sent to interested vendors prior to RFP. | |
