1. In the Q&A posted, the government states that an independent Government cost Estimate has been completed for development phase as well as the production phase. Can the government disclose if funding has been obligated and if so, what the contract ceiling is?
A: The Government will not disclose the results Independent Government Cost Estimate as this is a Firm Fixed Price - Lowest Price Technically Acceptable source selection to be competed among offerors.
2. The answer to question 4 in the SOW tab of the Q&A states “Yes, the requirement is to achieve 90% of the 28‐volt triggered DC output voltage setpoint within 3 seconds from pressing the button.” We would just like the government to confirm that this requirement is when a unit is already operating and turned on in the system. The system operator turns off the 28V trigger and then turns back on the 28V trigger. The power supply needs to recover to 90% of its voltage and current rating within 3 seconds.
Also, for the government to confirm that the unit can be triggered during operation multiple times, meaning the power supply would need to shut off and turn on multiple consecutive times and always be able to recover within 3 seconds of trigger on state. Can the government please confirm?
A: The answer to both questions is yes. After initial turn on the PS needs to be capable of being turned on and off multiple times to the 90% within 3 seconds rating.
3. The answer to the question regarding Cybersecurity Strategy Plan states “The Government plans on including DFARS 252.204‐7012 in the final solicitation and the vendor will be required to be in full compliance with all applicable clause parts.” Can you please explain what full compliance really means? How will the government do its due diligence to verify that vendors are in compliance with DFARS 252.204‐7012? It is our understanding that DFARs 252.204‐7012 is a continually monitored and improving process. Does full compliance mean you meet the DFARS baseline or does it mean 100% compliance?
A: This program is not an IT Service contract nor will it have any Controlled Unclassified Information (CUI); therefore, this clause will not be applicable or evaluated.
4. On CME tab of the Q&A, the answer to question 4 states “Yes, we require a full TDP in order to organically repair the 450V PS throughout the 2040 lifecycle of the MTE.” The answer the government provided states they need a full TDP in order to repair the 450V power supply. This could be viewed as just providing schematics and bill of material which would allow one to repair the power supply. From reading the SOW and PWS, it is our understanding that the government wants a full TDP which would allow the government full manufacturing rights to reproduce the unit and all materials associated which would be needed to reproduce the unit. Examples; schematics, bill of material, GERBER files, source files, mechanical files, ECT. Can the government please confirm?
A: Examples listed are accurate. In addition, reference SOW para 3.1.1, 6.3 and applicable CDRLs for proposal solution.
5. Item 17 on CME tab states “The contractor requirements will be outlined in the drawings Form 1423. The engineering drawings will be delivered in SGML format and the TO Changes will be delivered in CGO format.” Does the government mean CGM file format for TO changes and not CGO format?
A: Yes. See CDRL A013, TMCR para 6.
6. Item 7 on the Design Criteria tab states “The requirement is variable from 200‐450V (+4%). This allows maintainers to burn in a new magnetron at a lower power level.” To our knowledge, the current design operates to 450V max. in this response, the government has +4% in parenthesis.
Is the 450V max acceptable or does the government need the power supply to reach 468V at full current condition?
A: 468V is max acceptable with the need of 450V, see SRD Section 1.
7. The original design and the current PRA do not utilize fans. Can the government confirm that the use of fans is not acceptable for this design as this would limit the mean time between failure periods and also introduce additional mechanical failure points?
A: The 450V PS may use fans for thermal dissipation if the fans do not inhibit MTBF requirement of 10,000+ hrs. The SPO expects thermal dissipation to be addressed in the power supply design proposal as stated in SOW para 3.2.1.4.
8. Item 13 on the Design Criteria tab states “The SRD has been updated to define the load requirements.
The contractor will be expected to evaluate and confirm the load requirement during the initial site visit.
<0.1% into static load 10 – 95% and < 1.0 % of max V at full load current pulse. “ So as the government is aware, the original design was not a regulated power supply. Therefore, a site visit would not produce data which validates a <0.1% load regulation requirement. Can the government please confirm that regardless of the site visit, the finished product design needs to meet a <0.1% into a static load between 10‐95% of max current rating? Example; power supply when operated at 450 volts DC at an output current of 9.02 Amps cannot deviate between current load changes more than 0.45 volts DC.
A: Our system engineer concurs with the interpretation on load regulation requirement.
9. Item 14 on the Design Criteria tab states “The Government plans to include progress payments as part of the final solicitation.” Will the government consider performance based payments or milestone payments?
A: The Government plans to include progress payments at the time of award. Any discussion of performance based payments will be after award has been made, however, the Government is under no obligation to authorize performance based payments.
