This document contains questions and answers related to a solicitation for forging services. The solicitation does not specify a list of required forging houses, but the proposal must identify the selected forging house by name and CAGE code. The forging house must be approved by the A-10 engineering organization and must complete lot qualification testing with the Defense Contract Management Agency prior to production. New forging tooling requires government consent before being procured.

QUESTIONS AND ANSWERS
DATE: 28MAR2022
QUESTION#1: Does the USAF have a list of forging houses that must be used?
ANSWER#1: Read Engineering Instruction attached to the notice, specifically paragraph 9, 10, 11, and 13.
BLUF: The USAF does not have a list of forging houses that you must use nor does the forging house have to be pre-qualified as part of qualifying a new prime manufacturer. However, the forging house you select must be identified as part of your proposal. Your proposal must include the name and CAGE code of the selected forging house and whether the forging house is using pre-qualified forging or if they are procuring new tooling.
The CAGE code of the forging house must be included in the proposal to meet #11. 11. PRIOR TO PRODUCTION, FORGING LOT QUALIFICATION SHALL BE ACCOMPLISHED at the forging house by their local DCMA office. This will be a preliminary inspection in the CLIN for the production articles.
9. FORGING REQUIREMENTS: IF THE FORGING SOURCE(S) IS KNOWN, THE CONTRACTOR
MAY PROCURE FORGINGS FROM SOURCES PRE-APPROVED BY THE PROPER A-10
ENGINEERING ORGANIZATION TO BUILD THE 162D611621-5001 FORGING. IF FORGINGS ARE
PROCURED FROM TOOLING APPROVED BY A-10 ENGINEERING, ORIGINAL CERTIFIED
FORGING PROCEDURES AND DIES/TOOLING OR EQUIVALENT (E.G., REFURBISHED/RESUNK
BY APPROVED FORGING SOURCE AND HAVING THE SAME DIE NUMBER DESIGNATION)
SHALL BE USED. NEW TOOLING AT AN EXISTING SOURCE MUST BE QUALIFIED PRIOR TO
CONTRACT AWARD, THE DETAILED PART BIDDER SHALL PROVIDE VERIFICATION (E.G.,
FORGING QUOTE) TO THE GOVERNMENT THAT THE CERTIFIED DIES AND PROCEDURES ARE
AVAILABLE FOR THEIR USE IN THE EVENT THEY ARE THE SUCCESSFUL BIDDER.
10. IF THE FORGING SOURCE IS LISTED AS UNKNOWN OR THE CONTRACTOR WISHES TO
DEVELOP ADDITIONAL SOURCES OR NEW TOOLING AT AN EXISTING FORGING SOURCE, THE
CONTRACTOR SHALL ADVISE THE GOVERNMENT IN WRITING OF THEIR INTENT TO
PROCURE NEW FORGING DIES AND THE PROPOSED FORGING SOURCE PRIOR TO CONTRACT
AWARD. THE CONTRACTOR SHALL NOT PROCEED TO OBTAIN NEW DIES WITHOUT
THE EXPRESS CONSENT OF THE GOVERNMENT PROCURING AGENCY. THE GOVERNMENT
SHALL HAVE UNLIMITED USE OF THE DIES DEVELOPED UNDER THIS CONTRACT. THE
CONTRACTOR SHALL INFORM THE FORGING HOUSE IN WRITING, AT THE SAME TIME THE
ORDER FOR THE DIES IS PLACED, THAT THE GOVERNMENT HAS UNLIMITED USE RIGHT OF
THE DIES AND FORWARD A COPY OF THIS LETTER TO THE GOVERNMENT CONTRACTING
OFFICER.
11. PRIOR TO PRODUCTION, FORGING LOT QUALIFICATION SHALL BE ACCOMPLISHED AS
SPECIFIED ON THE 162D611621-5001 PART REPORT. THE PRIME CONTRACTOR SHALL ASSURE
THAT THIS HAS BEEN ACCOMPLISHED BY THE FORGING SOURCE AND RETAIN IN THEIR
RECORDS FOR NO LESS THAN 10 YEARS. THE A-10 ENGINEERING ORGANIZATION RESERVES
THE RIGHT TO REVIEW THIS DOCUMENTATION AS NEEDED.
13. THIS PART IS CLASSIFIED AS A CRITICAL SAFETY ITEM (CSI) AND SHALL BE MANAGED IN
ACCORDANCE WITH
AFI 20-106. THE CRITICAL PROCESSES AND CHARACTERISTICS ARE IDENTIFIED FOR THE
PART/ASSEMBLY AS
DETAILED BELOW. THE METHOD OF OVERSIGHT SHALL BE COMMENSURATE WITH DCMA
CSI MANAGEMENT
POLICY.
