About this file
This document outlines the Evaluation Criteria for Award for Solicitation FA8203-24-R-0004 for the F-15 Shimmy Damper Actuator Remanufacture.
The award will be made based on the Lowest Price Technically Acceptable (LPTA) approach. Price will be evaluated by totaling the extended prices for the basic award and option quantities. Technical Acceptability will be evaluated based on three subfactors: 1) the offeror being listed as an approved source, 2) the offeror submitting an adequate Property Management Plan for Government Furnished Property, and 3) the offeror providing a delivery schedule that meets the required timeline. Approved sources are listed, and alternate sources must satisfy qualification requirements. The resulting contract will incorporate the offeror's submitted Property Management Plan.

Note: In the event the priority of the basic award and/or option(s) is upgraded to a MICAP post-award, the Government may require the delivery schedule to be expedited. The expedited delivery schedule and any resulting price increase will be negotiated and established via a bi-lateral contract modification.
Factor 2 – Technical Acceptability Technical Acceptability will consist of the following subfactors:
(a) Subfactor 1 - Approved Source: Technical Acceptability will be evaluated by the offeror being listed as an approved source. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. List of approved source(s) is provided below.
Approved Source(s) Cage Code Moog 94697 Heroux-Devtek 36164
Alternate sources shall refer to the attached “Repair Qualification Requirements” for procedures that must be satisfied to become an approved source for this requirement. Award of the subject solicitation may not be delayed due to alternate sources notifying the appropriate government contracting office of intent to qualify as an approved source for this requirement.
(b) Subfactor 2 – Property Management Plan: Technical Acceptability will be evaluated by the offeror submitting as part of their proposal a Property Management Plan (PMP) that discusses the voluntary consensus standards (VCSs) or industry-leading practices (ILPs) that they intend to follow regarding Government Furnished Property (GFP) FAR 45.201(c)(4). The items being provided for remanufacture are considered GFP. The Government Contracting Officer (CO) will evaluate the PMP for adequacy IAW FAR requirements. The PMP will be incorporated into the resulting contract upon award.
(c) Subfactor 3 - Required Delivery Schedule: Technical Acceptability will be evaluated by the offeror submitting as part of their proposal a delivery schedule for the basic award and all options that is “on or before the required delivery schedule” identified in the “Schedule” (i.e. CLINs) of the solicitation.
