QUALIFICATION REQUIRMENTS
P/N: 162D610010-1001 Noun: A-10 Thunderbolt Advanced-Wing Kit (ATTACK) wing assembly
Application: A-10
1. QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A
QUALIFIED SOURCE
a. Prequalification Notice: The offeror shall notify the contracting officer in the appropriate government contracting office, of intent to qualify as a source for this A-10 Thunderbolt
Advanced-Wing Kit (ATTACK) wing assembly.
b. Requirements within this QR: The offeror shall provide qualification requirements that meet the intent of the ATTACK Statement of Work.
c. Facilities, Testing, and Inspection Capabilities: The offeror must certify to the government that they have, or have access to, the required facilities and equipment to manufacture, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the government.
d. Data Verification: The offeror must verify that they have a complete data package. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offeror’s possession. The offeror may also be required to produce copies of all applicable procedures, drawings, or specifications. The offeror must demonstrate the ability to maintain configuration control of product at specified effectivities.
e. Manufacture/Process Verification: The offeror must simulate manufacture of this item to conform to the government requirements as prescribed within the ESA-approved engineering/technical data package. The offeror must show compliance with Unique
Identification (UID) requirements in accordance with DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. The offeror must simulate and provide, at their own expense, data showing how the results of all quality, performance, and environmental evaluations conducted by the offeror complies with the government requirements as prescribed by A-10 System Program Office (SPO)
AFLCMC/WWA. The offeror shall identify their sources for materials and their standards for internally used processes to include:
Production process development
1. Demonstrate the presence and applicability of internal processes and procedures for the production of aircraft structure with integrated systems.
2. Provide examples of how these processes lead to certifiable aircraft structure.
Production planning
1. Demonstrate the level of production planning used to produce or qualify suitable suppliers of aircraft structure.
Tooling design, fabrication, and maintenance
1. Demonstrate the tooling requirements exist necessary to produce tools capable of sustaining the target production rates.
2. Provide examples of tooling used to build aircraft structure at these rates.
Raw materials procurement
1. Demonstrate the processes and controls exist to ensure that only aircraft certified materials are used in production.
Machining
1. Demonstrate that the necessary parts can be built either through existing capability or through qualified suppliers.
2. Outline the internal processes used to maintain production consistency or the processes used to accept parts provided by qualified suppliers.
Fabrication
1. Demonstrate the ability to support fabrication of aircraft structure of this scale.
2. Provide examples of similar scale fabrication performed for aircraft structure.
Electrical, Hydraulic and Fuel Systems
1. Demonstrate the necessary electrical, hydraulic and fuel system expertise exists to fulfill the needs of this task.
2. Provide examples of similar structure that is produced with hydraulic, fuel and electrical components as a finished product.
Assembly
1. Demonstrate the ability to perform assembly of full scale aircraft components.
2. Provide examples of such assemblies.
Auditable production quality assurance processes
1. Demonstrate the existence and procedures used to ensure quality for structures and systems.
2. Outline the process used to address rejection tags.
3. Document the Material Review Board (MRB) process.
Engineering liaison support
1. Define the role of the liaison engineering and how dispositions are coordinated for action.
2. Provide examples of how specific rejection tags for aircraft structure or systems have been dispositioned.
3. Document the Material Review Board (MRB) process.
4. Provide documentation and method descriptions on analysis methods used for deviation requests on aircraft structure. Final approving authority will reside with the Air Force. Deviation requests shall be provided with engineering analysis of impacts to the structure and shall include life cycle impact.
e. Critical Safety Items (CSIs): If the item considered is a safety critical item, contains critical characteristics, and/or is fatigue critical, then the offeror must also provide evidence in the form of a management process in which they will manage CSIs and all of the critical characteristics and critical safety processes.
f. Test and Evaluation and/or Verification: The offeror, at their own expense, shall prepare and submit to A-10 System Program Office (SPO) AFLCMC/WWA for their prior approval, a qualification test plan/procedure detailing how offeror intends to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the provided technical data package.
g. Qualification Article Verification: The offeror must provide, at their own expense, a pre-contract award qualification plan for evaluation by the government. This plan must show how the article will comply with all of the requirements of provided technical data package. This plan shall show how the article will be subjected to a form, fit, and function evaluation to demonstrate compatibility with the weapon system and to evaluate the manufacturing capability of the offeror.
h. Qualification Time Limitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the date specified for award of the contract. The award will not be delayed to provide the vendor with an opportunity to demonstrate its ability to meet the standards specified in this source qualification statement.
i. Evaluation of Proposals Not Previously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in the source qualification statement before the date specified for award of the contract.
2. SOURCE QUALIFICATION WAIVER REQUIREMENTS
Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may apply for a waiver of all or part of the qualification requirements. If a waiver is granted and the offeror is awarded a contract, the offeror will be required to provide a post-contract award first article exhibit to verify production capability:
a. QWC1: A source qualified to provide a similar or like item can be qualified to provide the required item. However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD.
b. QWC2: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, proprietary knowledge, and utilizes the original forging, castings, etc., in the manufacturing process.
