About this file

This is a Questions and Answers document for a Blanket Purchase Agreement (BPA) solicitation (Notice ID FA820126Q0022) issued by the Department of the Air Force Sustainment Center at Hill Air Force Base, Utah for portable toilet services.

The solicitation requires portable toilet rental services, including ADA-compliant units, hand sanitizer stations, and washing stations with foot-pump operation and potable water replenishment by the contractor. Hill Air Force Base maintains approximately 35-40 permanent units serviced weekly on Tuesdays, with an average of 2-5 additional ordered units monthly (seasonal variation from 0-1 in winter to 2-4 in summer). Annual service calls average 2-3 per month (24-36 yearly), with 3-4 extra cleanings annually and 2-3 emergency responses per year. Emergency response capability must be 24 hours, though historically emergency calls were fulfilled the next business day during normal business hours. Hand sanitizers are attached to each unit and serviced during regular scheduled maintenance. Wash stations and hand sanitizers are serviced the same day as portable restroom units. Contractors must provide self-contained water support for all wash station operations. The contractor will stage equipment in an outside storage area in the O-3 lot (center of base) and must obtain DBIDS, Line Badge, and Vindicator Card for gate access. Utah Test and Training Range (UTTR) support is approximately 100 miles from Hill AFB with only 2 requirements in the past 10 years, all locations accessible by vehicle. Additional cleanings occur primarily at Hill AFB on a midweek basis rather than same-day response. All contractor employees must complete a 6-hour Flight Line driving class provided by Hill AFB VCO office after award but prior to service commencement. The Safety Plan is required after award prior to commencement of services. Pricing can be adjusted for UTTR trips, and contractors should account for economic price adjustments during option years. The final day for email inquiries is 03 June 2026 at 2:00 PM MDT.

Current Document Status: Live Document as of 27 May 2026 at 08:00 am MDT Final Document: 03 June 2026 at 2:00pm MDT

Estimated average monthly quantity of portable toilets, hand sanitizer stations, and washing stations/sinks historically required o Monthly average is 35-40 “permanent” units. All units have hand sanitizers. 2 Hand washing stations.

Estimated annual service call volume o Annual service calls are 2-3 per month/24-36 yearly average.

Historical usage data for emergency response requests o Emergencies 2-3 per year. This would include water line breaks, plane crashes, etc.

Whether ADA-compliant portable restroom units are required within the scope o ADA units are required at every unit function. Picnics, Summer concert, MPOY (person of the year) ceremony, Change of Command, etc.

Typical rental durations for standard task orders o Most tasks are daily or weekly needs.

Estimated servicing frequency beyond standard weekly servicing requirements o 3-4 times annually will have “extra” cleanings needed at some locations. Windstorm tip-overs are covered by current contractor at no additional charge and will respond in 24-48 hours.

Expected service locations outside of Hill Air Force Base and UTTR o In the last 5 years, UTTR has needed units 2 times.

Any off-road, restricted-access, or remote delivery locations contractors should anticipate o There are multiple areas with dirt road/pad locations. But all are accessible by vehicle.

Any Government-furnished staging or storage areas available for contractor use o Outside storage area in O-3 lot (center of base) to stage on base.

Base access procedures and credentialing requirements for contractor personnel and vehicles o Will need to be able to get DBIDS, Line Badge, and Vindicator Card for gate access.

Most areas are unescorted.

Whether after-hours, weekend, or holiday support may be required o Only in case of Emergency, but still there is a 24hr response for any Emergency calls.

Any environmental or waste disposal reporting requirements beyond standard state and federal compliance o No additional reporting is needed. Just industry standard.

Whether there are any amendments, attachments, bid schedules, or historical usage spreadsheets associated with this solicitation o Call register for past usage.

Estimated Workload Clarification Appendix B provides estimated annual quantities for portable toilets, washing stations, hand sanitizers, and related services. Please confirm whether these quantities represent: Would this all be covered from the answer of 35-40 “permanent” units?

o Estimated annual ordering quantities, o Simultaneous deployed units, or o Maximum potential ordering capacity under the BPA.

35-40 permanent per month. With average of 2 additional orders of 2-5 units per month. Winter months are less than 0-1, summer months 2-4. (Picnics, Summer Concert, Marathon, etc.)

Ordering Structure o Will task orders/calls be issued individually on an as-needed basis throughout the BPA period, or does the Government anticipate establishing recurring scheduled services for specific organizations or locations? BPA by nature is an “as-needed” basis, whereas another vehicle would’ve been chosen if we had a more reoccurring cadence.

The “permanent” units will not be ordered each month they are set and serviced weekly. Ordered units are as needed in addition to permanent units.

BPA by nature is an “as-needed” basis, whereas another vehicle would’ve been chosen if we had a more reoccurring cadence.

UTTR Delivery Locations o Can the Government provide additional information regarding typical UTTR delivery locations, estimated travel distances, terrain considerations, and site accessibility requirements for service vehicles? Road conditions have been covered but other details were not. Specifics as to GPS locations, accesses will be either pointed out in the PWS currently, or specified to the awardee contractor; if this information is not visible yet, then we can’t answer.

UTTR is approximately 100 miles Gate to Gate from Hill AFB. All locations will be accessible by vehicle. With only 2 requirements in last 10 years.

Specifics as to GPS locations, accesses will be either pointed out in the PWS currently or specified to the awardee contractor; if this information is not visible yet, then we can’t answer.

Emergency Response Requirements o Section 1.4 requires emergency response delivery within 24 hours. Please clarify whether this requirement applies: I understood this as 24/7/365 but please clarify if I understand incorrectly.

o 24 hours per day / 7 days per week, o Only during standard duty hours, o Including weekends and federal holidays.

The few emergency calls that were needed in the past were the next business day after request during normal business hours, but as soon as could support.

Additional Cleaning Requirements o Appendix B includes estimated quantities for “Additional cleaning per unit, per occurrence.” Please clarify: 3-4 times annually will have “extra” cleanings needed at some locations. Windstorm tip overs are covered by current contractor at no additional charge and will respond in 24-48 hours. And In the last 5 years 2 times UTTR has needed units.

o Whether additional cleaning requests are anticipated to occur primarily at Hill AFB or UTTR locations, o Whether same-day response is expected for additional cleaning requests.

Additional cleanings will be at HAFB. And not same day, usually midweek of normal service.

Wash Station Requirements The specifics of the type of wash station is what a contractor will speak to in their proposal documents, namely what they provide back in their Capabilities Statements. Brian, you have a requirement, and we’re asking contractors to provide information to us how they can fulfill that requirement….yes?

o Please clarify whether wash stations/sinks require:

o Foot-pump operation, o ADA compliance, o Potable water replenishment by the Contractor.

Foot pump operation. Potable water replenished by contractor. Serviced same time/day as porta john units.

Hand Sanitizer Requirements o Appendix B lists “Hand sanitizers” separately from wash stations. Please clarify whether hand sanitizer units are expected to be: All units have hand sanitizers. 2 hand washing stations: this has basic information but the questions below seem to ask for additional information. This answer would be specific to the contractor company.

o Standalone stations, o Attached to portable restroom units, o Serviced separately from restroom cleaning.

Attached to each unit. Serviced as needed during regular scheduled service.

Service Scheduling o Section 1.7 states that services will be scheduled on a case-by-case basis. Does the Government anticipate providing recurring schedules in advance, or should contractors anticipate highly variable on-call ordering activity throughout the BPA period? Does the following deal with answering the question: 3-4 times annually will have “extra” cleanings needed at some locations. Windstorm tip overs are covered by current contractor at no additional charge and will respond in 24-48 hours. Emergencies 2-3 per year. This would include water line breaks, plane crash, etc.

The permanent units will need to be serviced weekly, for last 10+ years this has been on Tuesday. Ordered units will usually be given at least 1-2 weeks in advance of needing them. These additional units are usually set up on normal service days to limit trips by contractor on base. Billing is then for requested days. Example units are requested for a Monday-Friday. Units are usually placed on Tuesday before required days picked up Tuesday after requirement ends. That being Tuesday is scheduled regular service day.

Safety Plan Submission Timing If a Safety Plan is required and we’re asking for one, then if they don’t provide one with/within their proposal documentation before the requested deadline, then govt. assumes they 1. Don’t have one, 2. Can’t provide one, 3. Aren’t technically acceptable.

o Appendix C requires a Contractor Safety Plan. Please clarify whether the Safety Plan is required:

o At proposal submission, o Prior to award, o After award but prior to commencement of services.

After award prior to commencement of services. All contractor’s employees will be required to take Flight Line driving class provided by Hill AFB VCO office.

(6-hour class)

Fuel Price / Transportation Adjustments o Given the remote nature of UTTR support operations and variable fuel costs, does the

Government anticipate allowing economic price adjustments or modifications associated with significant fuel or transportation cost increases during option years? Speak to FFP-nature, which comes with inherent risk to the contractor to accurately proposal on their prices/costs. Also, REAs / claims are the methodology by which a contractor can ask for allowable, reasonable cost deltas for unforeseeable circumstances outside of the contractor’s control.

Yes. Prices can be adjusted on UTTR trips. Again only 2 requirements in last 10 years at UTTR.

Surge / Contingency Operations o Section 1.2 references contingency operations and emergency situations. Please clarify whether the Government anticipates large-scale surge requirements during exercises, air shows, or operational events beyond the estimated quantities identified in Appendix B.

Again, does the information about extra and emergency calls answer this question?

Yes, this is covered by extra/emergency calls. The Air Show is not covered by this BPA.

Government-Furnished Water o Section 3.0 states that water access may be provided on a case-by-case basis. Please clarify whether contractors should assume self-contained water support for all wash station operations when developing pricing.

Contractor should assume self-contained water support for pricing.
