About this file
This is a Questions and Answers document for a Blanket Purchase Agreement (BPA) solicitation for portable toilet services at Hill Air Force Base in Utah (Notice ID FA820126Q0022). The document does not address specific contract pricing, award dates, or other transactional terms, but rather provides clarification on operational requirements and historical usage data to support bidder proposals.
The Air Force Sustainment Center requires portable toilet, hand sanitizer station, and wash station services with the following operational parameters: monthly demand averages 35-40 permanent units with hand sanitizers and 2 hand wash stations; annual service calls average 24-36 visits (2-3 per month); emergency response is required 2-3 times annually with 24-hour response capability; and ADA-compliant units are mandatory for all unit functions including picnics, ceremonies, and change of command events. Standard rental durations are daily or weekly, with 3-4 additional cleaning cycles annually needed. Contractors must accommodate delivery to multiple dirt road and pad locations (all vehicle-accessible), maintain an outside staging area in the O-3 lot, and obtain DBIDS, Line Badge, and Vindicator Card credentials for base access with primarily unescorted operations. The document indicates that after-hours, weekend, and holiday support is required only for emergencies, historical usage data is available via call register, and no additional environmental or waste disposal reporting beyond industry standard compliance is needed. The deadline for email inquiries is June 3, 2026 at 2:00 PM MDT, and the document was live as of May 27, 2026.
