Combined Synopsis and Solicitation Civilian Welfare Fund (CWF)_Hill Air Force Base

Solicitation: Vending Concessionaires

This is a combined synopsis/solicitation for Vending Machine/Concessionaires services prepared in accordance with the format in DoDD 4105.67, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

The Randolph‐Sheppard Program Act requires the state licensing agency to conduct specified activities in vending facilities through permits or contracts operation of vending facilities on federal property. The act authorizes a blind individual licensed by the state licensing agency; however, this has been waived by the Business Enterprise Program for the State of Utah as it has been determined that they will be unable to provide the beverage vending services for Hill Air Force Base. Based on the inability to provide service at this time, the Government may procure alternative vending services for this location and still comply with the Randolph Sheppard Act and State Law 55.5.

This Solicitation is issued as a Request for Proposal (RFP). Incorporated clauses are those in effect listed on the attachment NAFI Clause List and its supplements.

This requirement is 100% Full and Open Competition:
