Government Response
| Question # | Seed Project SOW Reference | Discussion | Question/Comment | Sensitivity | ||||
4.5 Plumbing - Steam Piping | Steam Vaults & Piping | Will the new steam vault be placed underneath the existing sidewalk that runs parallel to the south side (front face) of building 100 or will the steam vault be place next to the existing side walk? | The government prefers the new vault set in the footprint of the existing sidewalk. However, vault may need to be placed next to to the sidewalk due to existing utilities. | The Utility Map provided shows several power lines on the north edge of the sidewalk, and a water line on the south edge of the sidewalk. There is no way to get the steam vaults between these two utilities and maintain the required clearances cited in Questions 88 and 89. In other words, per code. Furthermore, it appears that there are comm vaults located in the potential path just north of the sidewalk/under the sidewalk. It also appears that the only place the steam vault could be located is more or less where the steam line already is. Please advise. | New steam vault shall be located where the existing steam lines currently exist. Cover vault lids with landscape rock in landscaped areas. | |
4.5 Plumbing - Steam Piping | Steam Vaults & Piping | What months during the year will the steam piping system be allowed to be taken off line for the removal and replacement of vault and piping? | Late May - Early September, depending on the processes at building 100. | Is there processes in building 100 that must have steam year round? If so are they fed from the lines to be replaced? | No. | |
3.8 Communications Wiring | Communications | Does the communication room cut over (power and communication cables) need to be completed in off hours? | Cutover will likely be on a weekend coordinated with the Facility Manager | Does this mean that there is no acceptable downtime during business hours? Please clarify what your intentions are when you use the word "likely". | Correct. All cutover work shall be accomplished on weekends. | |
3.8 Communications Wiring | Communications | What is the acceptable downtime for the communication cables and equipment within the Bay N, Room 147 comm rack? | Cutover will likely be on a weekend coordinated with the Facility Manager | Does this mean that there is no acceptable downtime during business hours? Please clarify what your intentions are when you use the word "likely". | Correct. All cutover work shall be accomplished on weekends. | |
4.11 Canopies & 4.13 Pavillion | Painting | The seed SOW calls for the new canopies and pavilion be “power coated”. Can the new canopies and pavilion be field painted in lieu of the power coating? | No. | This answer is in direct conflict with the answer to the question on Seed project SOW question #164 | Use answer to question 164. No powder coating required. Use Sherman Williams epoxy paint and primer on canopies and pavilion. | |
Design | Will a civil engineer be required for the seed project new steam vault and parking lot portions of work? | Yes. | The Statement of Work dictates the vault product, the base, the parking lot base, and the parking lot pavement. What scope does the government want a Civil Engineer to design and stamp? What is your intention of having a Civil Engineer involved? | No civil engineer design and stamp required for the forementioned items. | ||
3.8 Communications Wiring item d) | Electrical | The communication room design within the seed SOW reads “The contractor shall provide a dedicated electrical branch circuit panel board for each TR with the following minimum requirements: 120/208 volt, 3-phase or 120/240 volt,1-phase, 24-(or 20 for 1-phase) space panel with a minimum 100 ampere (A) bus rated capacity.” The electrical SOW for the seed project reads: “The contractor shall provide and install all electrical required for the proper operation of new communications room and HVAC equipment installed under this project. Contractor shall field verify quantities needed to support contract task order.” Are we to provide a new 100-amp panel for the TR, or just provide what is needed for the new room HVAC unit, rack power, lights and convenience receptacles? | Just the provisions for the HVAC unit, rack power, lights and convenience receptacles. | Not answered clearly, the question was two part... Are we to provide a new 100-amp panel for the TR? Do we just provide what is needed for the new room HVAC unit, rack power, lights and convenience receptacles? | Answer to your first question is No. Answer to your second question is Yes. | |
Electrical | Who will be responsible for lowering the existing electrical vault that currently sits where the new parking lot is to be installed? | The Contractor. | Does the electrical vault have any ring sections and how many? This was missed in the seed SOW, it wasn't mentioned anywhere. It is a large vault that has high voltage in it, if it doesn’t have rings to remove to bring it to grade how would the government like us to proceed with lowering it? | Owner of the utility is CLP. Please contact them for more information. Any work on electrical vault needs to be performed by CLP. | ||
Figure # 8 - Landscape Plan | Landscape Symbols | Could you confirm the symbols on the Landscape plan? | See updated figure 8. | Will this update be provided in a later amendment to be released? | Drawing was posted to beta.sam.gov on a previous update. It is titled "Landscape Bldg 100 - Symbols" | |
4.9 CAST-IN-PLACE VAULT | Existing Vaults | Does the existing vault under existing landscape the need to be demolished or can it be left in place? | All existing vault being replaced with new shall be demolished. | If the new vault is not located in the same location as the old vault will these vaults remain? | No. All old and/or unused vaults and piping shall be demoed. | |
4.5 PLUMBING - STEAM PIPING | Steam Lines | How long can the existing steam lines be down before the new ones take the place of the existing? | Dependent on building 100 steam process, humidity, etc. | Is there processes in building 100 that must have steam year round? If so, are they fed from the lines to be replaced? | No. | |
4.13 PAVILION | Pavillions | What is the height of the eave on the pavilion? | Full design on pavilion. Provide after award, prior to install, for government approval. | The eave height is part of the critical dimensions that have an effect on the price. The contractors need to know what height of pavilion the government desires so we are all bidding apples to apples. | Minimum height of 10 feet. | |
4.11 CANOPIES | Handicap Ramp | On face of stairs and foundation curbing for handicap ramp the government is wanting painted, there are multiple area's where concrete is cracked and chipped would the government like it patched and repaired | Yes. | To what extent are we to propose repair of the concrete foundations? This is a very subjective answer. Who is to make the call on what is to remain "as is" and what is to be repaired? Please clairify the quanitiy of material to be repaired to base the proposal on for foundation repair. | Repair cracks with approved crack sealant for foundations and re-plaster foundation throughout construction area | |
4.11 CANOPIES | Canopy Bollards | The bollards for the new canopies, does the government want 1 per pillar, (4) total? | Yes. 1 bollard per column. | Is this answer to provide bollards in the parking areas only? Do you want bollards on the Southside or dock mounted columns? | Yes. Bollards in parking areas only. | |
4.3 Exterior paint | a) The contractor shall prep (to include sanding, grinding, scraping, etc.) and paint the south and west exterior of building as described below. West side – paint from southwest corner over to bay N. Do not paint doors/frames. | Is it required to patch the concrete foundation walls prior to painting? AND if so, to what extent will patching and repair be repaired? | Yes. All patches shall be flat/flush with surrounding concrete and securely bonded to the existing concrete. | To what extent are we to propose repair of the concrete foundations? This is a very subjective answer. Who is to make the call on what is to remain as is and what is to be repaired? Please clairify the quanitiy of material to be repaired to base the proposal on for foundation repair. | Repair cracks with approved crack sealant for foundations and re-plaster foundation throughout construction area | |
4.5 | The section describes the performance of the material, but does not discuss shut downs. How long can the steam service be out of operation? | Dependent on building 100 steam process, humidity, etc. | Is there processes in building 100 that must have steam year round? If so, are they fed from the lines to be replaced? | No. | ||
3.9 | Fire Suppression | New sprinkler system will only require one backflow preventor. There are three in place now. To what extent would the other two unneeded ones be removed? | Remove unnecessary backflows to AW main. Remove stop and waste. Provide serial numbers of removed backflows to the government. Coordinate process with Mark Persico. | What will be the repair requirements to the AW main line? Will this repair be to cap in place or remove a section of the main line at the existing tie in point? | Remove back to the main and if there is a saddle tap, remove the saddle and place a wraparound sleeve in its place. | |
4.4 | Landscaping Drawing | Is figure # 8 to be considered the landscaping plan or will a plan need to be submitted and approved? | Figure 8 is the landscape plan. | Will this update be provided in a later amendment to be released? | This attachment was posted on beta.sam.gov. | |
4.8 | Pre-Cast Vault | Can new steam vaults be cast in place instead of being pre-cast? | Cast in place only to be used for any area where pre cast will not fit due to legnth of the pre cast vault (vault ends). See SOW. | The use of cast in place vaults for a significant length of the new vault can be done at a substantial cost savings to the government. Some pre-cast vaults will need to be used. Will the Government reconsider this answer? | No. | |
1 General Req, Page 4, Sec Y | Period of Performance | The 90 Day Performance Period is inadequate to accomplish the Scope of Work. The steam is generally turned off the first week of June, that is the earliest that demo of existing steam system can take place, The work to demo existing system including vaults will take 20-30 days to complete, to install new vaults will take another 20-30 days, piping and valves will take 30 -40 days. Landscaping and parking lot work can not take place until the steam system is completed. Will the government increase the project duration to 180 days to allow sufficient time? | No. | We believe that the current 90 days is insufficient time to allow for demo, vault placement, steam line installation and testing. The 90 day will not allow for proper concrete cure time and will leave no time to complete the landscape or parking lot. Furthermore, steel structures often have lead times exceeding 90 days. Will the government reconsider the POP of 90 days and extend it out to 180 days? | The government will allow a 180 day PoP. | |
4.5 Plumbing | Steam Lines | 2- | Do the steam and condensate lines that we are to replace run all year, or are they shut down during the summer months? | Shutdown occurs late May - Early September, depending on the processes at building 100. | Is there processes in building 100 that must have steam year round? If so are they fed from the lines to be replaced? | No. |
| 4.1.2 Colors | All exterior building finish colors shall conform to the above standard. The colors are taken from the Federal Standard 595B, Colors Used In Government Procurement. All exteriors shall be Federal Paint number 30099, Dakota Brown; or 23617, Greystone. No building shall have more than one color trim unless allowed by the Architectural Compatibility Officer. Factory pre-finished siding and roofing can match the manufacturer’s standard, available color selection as longs as the color matches the above colors as closely as possible. All selections are subject to the approval of the Base Architectural Compatibility Officer. | Due use of the canopy, it would be our recommendation to use Sherman Williams epoxy paint and primer. This will allow for modification and touch up of the steel structure in the future while providing greater or equal to protection from the elements. | Yes, use Sherman Williams epoxy paint and primer. | This answer is in conflict with the answer to the question on Seed project SOW question #164 | This is the correct answer. Use Sherman Williams epoxy paint and primer on canopies and pavilion. |
