INSTRUCTIONS AND EVALUATION CRITERIA
Proposal Submission Instructions:
Offers shall be submitted via electronic mail to randy.singleton@us.af.mil . Your proposal shall include the following:
a. A Price Proposal identifying the price for every CLIN in the RFP with sufficient supporting documentation to provide the contracting officer and the cost team evaluators an understanding of how the price proposal was developed.
b. A Technical Proposal that demonstrates an understanding of the requirements through a technical solution. Ensure your proposal addresses all areas outlined in the technical evaluation criteria. The font shall be Times New Roman and shall be no less than 12 pitch, not including tables, charts, graphs, and diagrams. Page limitation: 60 pages
EVALUATION CRITERIA
The Government will select the proposal found to be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, are approximately equal to cost or price. The offers will be ranked by Total Evaluated Price and then by Technical Acceptance from lowest price to highest price until a technically acceptable offer is found. When the offer with the lowest price is deemed technically acceptable, no further technical evaluations will be conducted for any any of the remaining offers. Award will be on the basis of the lowest evaluated price on proposals meeting or exceeding the acceptability standards for non-cost factors.
The Government will evaluate proposals based on the following factors:
· Technical
· Management Approach
· Proposed hardware and software
· Past Performance
· Price
· Assumptions, Conditions, and Exceptions
1. TECHNICAL
The Technical Proposal should be specific and complete, and is limited to 60 pages. Legibility, clarity, and coherence are very important.
a. Subfactor 1: Program Management: The offeror shall provide a sound, effective, and comprehensive management approach for accomplishing the requirements set forth in the PWS. At a minimum, the proposed management approach shall contain and substantiate all the following
i. Outline the ability of the contractor to provide skilled and certified video camera installers.
ii. Outline the ability to provide expert program management capabilities for a project of this scope and size.
iii. Provide a preliminary schedule for this proposal.
Measure of Merit: This requirement is met when the offeror’s proposal describes a clear and comprehensive approach to:
· Obtain/retain qualified resources to staff this contract including the use of certified subcontractors if required.
· Identify key certifications held by staff pertaining to this PWS.
· Provide a reasonable, well detailed, executable preliminary schedule
· Identify performance metrics and key success factors that will accurately track the Contractor’s performance.
b. Subfactor 2: Identify type of cameras and video management system that meet Government requirements: The offeror shall provide specific and complete information to allow the Government to evaluate the offeror’s proposal.
Measure of Merit: This requirement is met when:
· Offeror identifies type of fixed and pan tilt zoom cameras to be used for this project that meet the requirements outlined in the PWS.
· Identify proposed video management system. If proposed video management system doesn’t align with identified accredited video management systems, the offeror will provide proof that the proposed video management system is approved to be on the Air Force network as described in the PWS.
· Offeror identifies all hardware and software required to make the cameras and video management system a complete and functioning system.
· Training: Offeror’s proposed approach demonstrates effective processes and experience to conduct sufficient On-the-Job-Training for proposed video management system and cameras to end users.
b. Subfactor 3: Past Performance: Describe three (3) projects your company has completed within the last three (3) years or is currently performing, which reflect your company’s ability to perform the requirements of this contract. Each customer reference shall include a contracting and technical point of contact along with email address, phone number, and title.
The Government may supplement the experience information provided with information concerning your performance from any reliable source including its own experience with your company.
2. PRICE
In the price proposal, list the total for each CLIN identified in the RFP and provide sufficient supporting documentation to provide the contracting officer and the cost team evaluators an understanding of how the price proposal was developed. For award purposes, the Total Evaluated Price is the total of the price proposed for each CLIN identified in the RFP.
Prices will be evaluated for reasonableness. Prices which are excessively high or low may be considered unreasonable and may receive no further consideration.
3. ASSUMPTIONS, CONDITIONS AND EXCEPTIONS
If your company takes exception to any of the requirements of the PWS or terms/conditions of this solicitation, they must be clearly identified in your proposal.
These will be reviewed for potential impact on your ability to successfully meet the Government’s requirements. Any assumptions, conditions or exceptions which may negatively impact performance of this requirement could render the proposal ineligible for award.
