PAINTING

PART 1

GENERAL

1.1 SUMMARY

The Contractor shall furnish all paint, labor, materials, tools, supervision, and equipment, and perform all operations necessary to accomplish all work, complete in place, as specified herein. The work to be performed includes, but is not necessarily limited to the following principal features:

Concrete surface preparation and application of multiple Resinous Floor Surfacing Systems as described herein.

Contractor is responsible to make and record all necessary field tests and measurements for completion of this work. Quantities shown are Government estimates for planning, scheduling and budgeting purposes only.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced.

1.3 SUBMITTALS

The Contractor shall submit two copies of the submittals to the Contracting Officer. The submittals shall include the following:

1.3.1 Floor Surfacing System Information

a. Manufacturer's specifications, catalog cuts and other data needed to prove compliance with the specified requirements.

b. Manufacturer's preparation and application instructions.

c. Manufacturer's Material Safety Data Sheets for all products used.

d. Flooring surfacing system cleaning and maintenance data including procedures for stain removal, repairing of flooring surfacing system and cleaning.

e. Manufacturer's certification that floor preparation and Floor Surfacing System products meet the specified requirements.

f. The floor coating system must be approved by MPI meeting category #212 for Federal applications. The manufacturer must submit a copy of the Laboratory Testing Report or a letter stating that the system is listed as an approved product at MPI.

1.3.2 Proposed Work Schedules

a. Submit detailed sequence of operation that includes intended methods of concrete surface preparation and Floor Surfacing System application.

b. Normal duty hours on base are from 0700 to 1600 hours Monday through Friday. The Contractor shall schedule all work during these hours, unless the Contractor specifically proposes otherwise in the bid submittal. The Contractor shall not work on legal holidays, weekends, or after normal duty hours without the approval of the Contracting Officer.

c. Contractor shall notify Project Manager 10 days prior to actually beginning work so Government can move portable equipment and supplies from work area.

1.3.3 Statements

1.3.3.1 Contractor's Qualifications

a. The Contractor shall be certified, and shall submit written evidence of such certification, by the Manufacturer of the Floor Surfacing System to be experienced and competent in the application of the Floor Surfacing System. The coating applicator shall have a minimum ten years prior experience in the specific application of resinous coatings to concrete floors. Work experience should include at least 1,000,000 square feet of successful applications for each of the specified line items.

b. The Contractor shall additionally submit evidence of successful completion of the above required work experience, indicating the specific parameters of the work, a complete description of the Floor Surfacing System installed, location of the work and the address and telephone number of a current representative of the facility where the Contractor's work was performed. References of previous work for Federal, State or Local Government entities are preferred over contracted work with commercial or private entities.

c. The Government reserves the right to contact any or all such referenced locations for verification of the work performed, and to discuss with informed parties the quality of the Contractor's previously installed work.

d. The Government additionally reserves the right to make, or send a duly appointed representative to make, a site visit, with the Owner's permission, to inspect and evaluate the Contractor's previously installed work.

1.3.3.2 Evidence of Acceptable Variation

Substitutions must be approved by the Contracting Officer before inclusion in the work. If a Floor Surfacing System, or specific components of the system, is to be proposed "as equal" under the requirements of the referenced specification, submit for approval to the Contracting Officer, evidence that the proposed substitution is either equal to or better than Floor Surfacing System, or specific component of the system, specified. Material substitutions shall not be allowed unless the Contractor can prove by comparative analysis that the substitute is in fact as good as or better than the specified Floor Surfacing System, or specific component of the system. The submittal of a proposed substitution shall include, but is not limited to, the following:

a. Identification of the proposed substitute.

b. Reason why the substitution is necessary.

c. A comparative analysis of the specified Floor Surfacing System, or specific component of the system, and the proposed substitute including specific tabulations of the required parameters of composition and performance.

d. The differences between the specified Floor Surfacing System, or specific component of the system, and the proposed substitute.

e. Manufacturer's information for the proposed substitute, including Technical Data Bulletins, MSDS and recommended installation instructions, and product technical specifications.

f. Other information necessary, and as may be required by the Contracting Officer, for an accurate comparison of the proposed substitute and the specified Floor Surfacing System, or specific component of the system.

1.3.4 Certificates

1.3.4.1 Requirements

For each type of material used in preparation and installation of the Floor Surfacing System, or other product furnished:

a. Submit a certificate from the Manufacturer stating that the product conforms to requirements of the referenced specification.

b. If the referenced specification has a Qualified Products List (QPL), certify that the product has been tested and approved for inclusion in the QPL.

1.4 QUALITY ASSURANCE

1.4.1 Qualifications of Applicators

The Contractor shall submit evidence of the expertise of the Contractor's Applicators that will be performing the work listed under this contract and satisfactory application of the proposed Floor Surfacing Systems at a minimum of two sites. Submitted applicators must be onsite for this installation.

1.4.2 Representative Field Sample

Prior to commencement of work, the Contractor shall be required to install at the work site, or other similar area as designated by the Contracting Officer, demonstrating a representative work procedure, an area of not less than 500 square feet of the Contractor's proposed Floor Surfacing System. Upon acceptance by the Contracting Officer of this representative area and the Contractor's demonstrated preparation methods as being in compliance with the requirements of this work specification, the accepted representative area will be used for comparison during the full installation of the completed Floor Surfacing System’s.

1.4.3 Field Samples and Tests

The Government may take one‑pint samples of materials at random from the products delivered to the job site and test or otherwise evaluate them to verify that the products either conform to the referenced specifications or the approved substitution, if any. Products that do not conform shall be removed from the job site and replaced at no expense to the government with new products that conform to the referenced specification or the approved substitution, if any.

1.4.4 Warranty

Contractor shall provide a written statement of warranty for proper installation of the Floor Surfacing System’s to cover, for a period of no less than two years, peeling, delamination, loss of surface texture due to deterioration or loss of the filler material, or other defects of the flooring product or improper installation procedures. Any exceptions or exclusions to the warranty shall be clearly noted in the Contractor's statement of warranty. The warranty shall cover repair or replacement of peeled, delaminated, or otherwise defective areas of the installed Floor Surfacing System at no expense to the Government, and at the convenience of the Government.

1.5 REGULATORY REQUIREMENTS

1.5.1 Environmental Protection

The approved products shall be applied without spraying. The concrete preparation and Floor Surfacing System materials shall meet all VOC and VOS Compliance Regulations as uniformly established by the Government activity with authority over this project. In addition local ordinances as established regarding control of diisocyante and hydrocarbon emissions, either volatile organic compounds content or photochemical reactivity, whichever of all applicable standards is the most stringent must be followed. The approved product shall not exceed known diisocyanate TLV’s (Threshold Limit Values) of 5 parts per billion. Also the Floor Surfacing System’s shall be safe for all personnel working in adjacent areas so that full production of work can be completed without interruption without wearing safety equipment.

1.5.1.1 Petroleum Distillates

a. Petroleum distillates or other flammable liquids shall not be used for cleaning, thinning of Floor Surfacing Urethane System material, or other purposes without specific written approval from the Contracting Officer. Requirements by the Contractor for using such liquids shall be a part of the Contractor's required bid submittals.

b. If written approval for using flammable liquids is provided by the Contracting Officer, such liquids shall be entirely retained, stored, and appropriately labeled in approved containers, and shall not be poured into plumbing fixtures, on grass, on plants, or on asphalt.

c. The Contractor shall dispose of all flammable liquids, or solutions containing flammable liquids, in accordance with EPA and Local Department of Environmental Protection directives, whichever is more stringent, off Base and off Government property at Contractor's expense.

d. In the event that waste containing flammable liquids is required and approved, the Contractor shall submit proper documentation of compliance with waste transport and disposal regulations within 45 days of completion of work.

1.5.1.2 Cleaning Solutions

a. Cleaning solutions to be used in preparing the concrete surface for installation of the specified Floor Surfacing System products shall be formulated for the specific use intended.

b. All such cleaning solutions shall be USDA approved, and after use shall not have a pH more alkaline than 8.5, or more acidic than 5.5.

c. Prior to commencement of work, the Contractor shall be required to clean, at the designated work site, an area of not less than 500 square feet using the proposed cleaning solution at the proposed rate of dilution using the intended method for application and removal of the cleaning solution. The Contractor shall immediately submit no less than one gallon of generated waste for pH testing and approval by the Government. Should the pH of the generated sample be outside the specified range of compliance, the Contracting Officer may immediately terminate this contract without further consideration.

1.5.1.3 Conditioning Solutions

a. Conditioning solutions to be used in preparing the concrete surface for installation of the specified Floor Surfacing System products shall be formulated for the specific use intended.

b. All such conditioning solutions, after use, shall not have a pH more alkaline than 8.5, or more acidic than 5.5.

c. Prior to commencement of work, the Contractor shall be required to condition, at the designated work site, an area of not less than 500 square feet using the proposed conditioning solution at the proposed rate of dilution using the intended method for application and removal of the conditioning solution. The Contractor shall immediately submit no less than one gallon of generated waste for pH testing and approval by the Government. Should the pH of the generated sample be outside the specified range of compliance, the Contracting Officer may immediately terminate this contract without further consideration.

1.5.1.4 Composite Samples

Composite Samples of both the cleaning solution and conditioning solution wastes are acceptable for the purposes of pH testing and determination of environmental compliance as outlined in PART 1.5 REGULATORY REQUIREMENTS, Sections 1.5.1.2 and 1.5.1.3, provided the composite sample is an accurate representation of the actual waste to be generated during the complete and entire cleaning and conditioning processes.

1.5.1.5 Field Samples and Tests

The Government may at any time draw random samples of any and all waste solutions generated during the cleaning and conditioning processes for the purposes of additional testing for pH and other environmentally relevant constituents. Should such random samples differ significantly from the initially tested samples as outlined in PART 1.5 REGULATORY REQUIREMENTS, Sections 1.5.1.2, 1.5.1.3 and 1.5.1.4, the Contracting Officer may immediately terminate this contract without further consideration.

1.6 DELIVERY AND STORAGE

Deliver materials in sealed, labeled containers bearing the Manufacturer's name, brand designation, specification number, batch number, color, and date of manufacture. Restrict storage and mixing of materials to locations designated by the Project Manager. An area at the site shall be provided for storage and mixing of work materials.

1.7 SAFETY METHODS

The pertinent sections of the following publications are applicable to all work on this project, and the Contractor shall comply with the most stringent of any and all applicable safety and health standards. Prepare floor surface and install Floor Surfacing System using safety methods in accordance with, but not necessarily limited to, the following:

a. US Army Corps of Engineers: EM 385‑1‑1, Safety and Health Requirements Manual.

b. Air Force Safety and Health Standard: AFR 127‑12, Air Force Occupational Safety and Health Program, and applicable standards.

c. Safety and protection requirements as specified on the Manufacturer's Material Safety Data Sheets for all materials used.

d. OSHA safety and health standards and such additional standards as established by local ordinance.

1.7.1 Preparation and installation

Comply with the requirements of SSPC PA 3 and the requirements of the Manufacturer's Material Safety Data Sheets, whichever is more stringent.

1.7.2 Toxic Materials

To protect personnel from overexposure to toxic materials, conform to the most stringent guidance of:

a. The chemical Manufacturer when using chemicals. Use impermeable gloves, chemical goggles or face shield, and other recommended protective clothing and equipment to avoid exposure of skin, eyes, and respiratory system. Conduct work in a manner to minimize exposure of building occupants and the general public.

b. The appropriate OSHA standard in 29 CFR 1910.1025 for surface preparation on painted surfaces containing lead, zinc‑chromate, strontium‑chromate, asbestos, or other toxic ingredients.

c. 29 CFR 1910.1000

d. Threshold Limit Values of the American Conference of Government Industrial Hygienists.

e. Manufacturer's Material Safety Data Sheets (MSDS).

1.7.3 Signs and Barriers

Post and enforce WORK AREA // NO ENTRY // WET FLOOR or other applicable and suitable warning signs or barriers during all floor preparation procedures and until flooring has cured and passed inspection by the Quality Assurance Personnel/Project Manager.

1.8 ENVIRONMENTAL CONDITIONS

Apply Floor Surfacing System when surfaces to be painted are dry and the following surface temperatures can be maintained:

a. Do not install flooring when temperature is below 50 degrees F or above 95 degrees F, or per Manufacturer's written instruction, whichever is most stringent.

b. This range shall be maintained, 24 hours before, during, and 24 hours after installation of flooring, or per Manufacturer's instructions, whichever is most stringent.

c. Properly ventilate work site area where materials are being applied or installed.

1.9 COLOR SELECTION

Colors of the installed Floor Surfacing System shall be as indicated or specified on the accompanying drawings or material descriptions. Where not indicated or specified, colors shall be selected by the Project Manager. Named products are acceptable for use. Products of other Manufacturers are acceptable if the colors approximate colors indicated and the product as a whole conforms to specified requirements.

1.10 LOCATION AND SURFACE TYPE

a. The location of the work site and the areas for installation of the Floor Surfacing System are indicated on the attached drawings and descriptions including concrete floor surfaces behind and beneath portable objects and surface mounted articles readily detachable by removal of fasteners, such as screws and bolts.

b. Excluded are concrete floor surfaces concealed and made inaccessible by panel-boards, fixed ductwork, machinery, and equipment fixed in place.

PART 2 PRODUCTS

2.1 MATERIALS

Materials used shall all conform to the specifications and standards referenced. All materials used shall meet all VOC and VOS Compliance Regulations as uniformly established by the Government activity with authority over this project, and additional Local Ordinances as may be established regarding control of hydrocarbon emissions, either volatile organic compounds content or photochemical reactivity, whichever of all applicable standards is the most stringent.

2.1.1 Paint and Marking Removal

a. In areas where existing paint or other markings may be present, removal of such paint or markings shall not generate hazardous waste. Should the technical representative from the coating manufacturer feel the old coating does not need to be removed, then the floor can be lightly sanded and recoated.

b. If mechanical paint removal is to be utilized, such removal shall not significantly alter the surface texture of the concrete.(Diamond grinding or sanding is acceptable as long it doesn’t damage the profile of the floor. Shot blasting/brush blasting the floor is un-acceptable.) If the concrete surface texture is changed due to mechanical paint removal, the surface of the concrete shall be restored to its original surface texture with a compatible material designed for concrete repair.

c. All materials must be 100% retainable during removal.

2.1.2 Cleaning Solutions

a. Should a concrete cleaning and/or degreasing process be deemed necessary by the Contractor, the Contractor shall use a USDA Approved cleaning solution. Use of a cleaning solution shall be in compliance with SECTION 1.5.1.

b. The cleaning solution shall achieve the results specified in PART 3 EXECUTION.

c. The cleaning solution shall be approved by the Floor Surfacing System Manufacturer as compatible with the Floor Surfacing System.

2.1.3 Conditioning Solutions

a. The material used for concrete conditioning shall not generate hazardous waste using EPA criterion and shall meet the requirements of SECTION 1.5.1. Unbuffered solutions containing hydrochloric, sulfuric, phosphoric, muriatic or other acids are not acceptable for this purpose.

b. The material used for concrete conditioning shall not produce acidic or other corrosive vapors which cause or have the potential to cause surface rust or "flash" rust on exposed metal in the work area.

c. The conditioning solution shall achieve the results specified in PART 3 EXECUTION.

d. The conditioning solution shall be approved by the Floor Surfacing System Manufacturer as compatible with the Floor Surfacing System.

2.1.4 Epoxy Primer

a. Contractor shall install a general-purpose epoxy primer to fill in all voids in the concrete floor. Where indicated, the epoxy coating shall be Tennant Multi Purpose Epoxy (Eco-MPE) it shall have properties that meet the following physical properties:

2.1.5 Primer/ Sealer, Epoxy Solids Coating

a. Contractor shall install a general-purpose epoxy floor coating as part of specified line item. To be applied per line item requirements. Where indicated, the epoxy coating shall be Tennant Multi Purpose Epoxy (Eco-MPE) it shall have properties that meet the following physical properties:

2.1.6 Urethane Top Coat System, Two Color Urethane

a. Contractor shall install a Textured High Traffic Urethane Coating as part or whole of a specified line item. To be applied per line item requirements. Where indicated, the urethane coating shall be Tennant Eco High Traffic Urethane (Eco-HTS 100). General purpose concrete sealers, coatings or enamel deck paints are not acceptable for purposes of durability unless they meet or exceed the following ASTM test results:

b. The High Traffic Urethane Coating System shall contain aluminum oxide, ceramic or other highly durable filler to provide a textured surface for traction. The texture of the installed Floor Surface System shall be uniform throughout. (Grit or filler that is not used throughout the Floor Surfacing Urethane System is not acceptable.) Addition of 30 ‑ 60 mesh grit of the same highly durable filler material is to be installed in areas adjacent to doorways and other outside openings as specified by the Project Manager. Any filler materials used shall be certified in writing by the Manufacturer of the Floor Surfacing Urethane System as compatible. Use of flint, silica or silica sand as a filler is not acceptable.

c. The High Traffic Urethane Coating System shall provide resistance to chemical spills, with no affect or a limited adverse affect from exposure to: battery acids, citric or acetic acids, alkaline cleaning solutions, JP4,JP8, gasoline, aromatic solvents, and miscellaneous chemicals such as chlorine bleach, SAE #20, brake fluid, Skydrol 500B, hydraulic fluid, tire marking/staining, and ethylene glycol.

d. After the High Traffic Urethane Coating System has been applied, the contractor shall apply traffic lines/safety markings where indicated. The material shall be the same type of high traffic system as used on the entire floor.

2.1.7 Rapid Curing Epoxy

a. Where required, the epoxy coating shall be Tennant Rapid Cure Epoxy (Eco-RCE/M) it shall have properties that meet the following physical properties:

2.1.8 3/16” Epoxy Mortar

Where specified, the concrete floor shall be resurfaced with approximately 3/16” epoxy mortar. System shall include MPE Primer, 3/16” Epoxy Mortar, Epoxy Grout Coat and High Traffic Urethane Top Coat. Results are based on conditions at 77oF, 50% relative humidity and use of a primer. The specifications for the product is listed below:

Chemically Resistant Epoxy

To be installed as top coat system on Eco-PT 250 3/16” epoxy Mortar, in lieu of Eco HTS 100 top coat. To be applied per line item requirements. Where indicated, the epoxy coating shall be Tennant Chemical Resistant Epoxy (Eco-HT Top Coat) it shall have properties that meet the following physical properties:

All other materials required to complete the contract shall be furnished by the Contractor. To ensure compatibility, all other materials that are to be used shall be certified in writing by the Manufacturer of the Floor Surfacing System as compatible with the Floor Surfacing Urethane System.

PART 3 EXECUTION

3.1 PROTECTION AND CLEANUP

a. Protect all surfaces and items that do not receive work. These surfaces and items shall be restored to original condition after work is complete.

b. The Contractor is responsible for leaving the work area free of all debris generated by the Contractor's work and is responsible for a final cleanup after the work is complete. Contractor shall return the area receiving work back to the Government in the same condition of cleanliness as existed when received by the Contractor.

3.2 UTILITIES

All utilities required to complete the work specified shall be provided by the government, provided that such utilities are currently in place and are usually and reasonably available at the work site. Contractor is responsible for connection to all supplied utilities and will ensure all connections are done by a licensed contractor (i.e. electrician, plumber).

3.3 SURFACE PREPARATION:

a. The Government shall move from the work site all materials, equipment, etc., in a timely manner prior to Contractor starting work. Items that cannot be removed such as floor ‑ mounted or other permanently installed equipment shall remain in place and be worked around by the Contractor.

b. Contractor shall verify all necessary field measurements and dimensions. Commencement of work by the Contractor implies acceptance of all known site conditions.

c. Prior to concrete surface preparation and Floor Surfacing System applications, remove, mask, or otherwise protect, hardware, hardware accessories, machined surfaces, radiator covers, plates, lighting fixtures, public and private property, and other such items not to be coated that are in contact with surfaces to be coated. It is the Contractor's responsibility to restore any and all surfaces and property contaminated by contact with or exposure to preparation and Floor Surfacing System materials, to original condition and repair or replace damaged items.

d. Contractor shall remove all existing paint, paint overspray, or markings that may prevent proper adhesion of the Floor Surfacing System.

e. Contractor shall remove all concrete surface contaminants such as dirt, grease, oil, fungus, mold, etc. using a cleaning and degreasing solution.

f. Contractor shall condition the bare concrete surface to remove concrete efflorescence, laitence, mineral salts or other embedded contaminants using a conditioning. Contractor shall rinse the concrete surface as needed to remove residue from the conditioning process.

g. Contractor shall pay particular attention to cracks, joints and other points where cleaning and conditioning solutions may accumulate and remove any accumulations from such areas.

h. Contractor shall test the concrete surface for excessive moisture using a Delmhorst Moisture Meter reading no more than 22% using the probe and scale intended for wood or other suitable and properly calibrated testing instrument prior to installing the Floor Surfacing System.

3.4 SURFACE IMPERFECTIONS

a. Prior to installation of the Floor Surfacing System, the Contractor shall patch or otherwise repair concrete surface imperfections such as bolt holes, popouts, spalls, deteriorated cracks and joints, etc. as indicated on the accompanying drawings or in the statement of work.

b. Any and all concrete surface imperfections created by the Contractor in the course of preparing the concrete surface for installation of the Floor Surfacing System shall be restored to their original condition and appearance prior to installation of the Floor Surfacing System.

c. Already existing concrete surface imperfections shall be repaired as needed with a 100% epoxy coating to also serve as the top coatings’ primer. This epoxy shall fill in any imperfections in the concrete floor. It is the desire to have a final product where the concrete is smooth and free from floor imperfections.

d. Concrete surface imperfections not specifically indicated on the accompanying drawings or in the statement of work will be considered acceptable in their existing condition.

3.5 APPLICATION

a. Contractor shall install the Floor Surfacing System in accordance with the Manufacturer's instructions using the Manufacturer's recommended installation methods, application procedures and material coverage rates.

b. In areas where the use of Manufacturer's generally recommended application rollers, pads, or other methods may not be feasible, Contractor shall cut in the Floor Surfacing System using paint brushes or other suitable application methods as approved by the Manufacturer.

c. All finished surfaces will be free from runs, drops, ridges, waves, laps, brush marks, or variations in color or texture.

d. An itemized list of all materials and specific quantities used to prepare and surface the floor shall be provided by the Contractor for verification by the Government that adequate and appropriate amounts of all materials have been used. Any and all empty or partially used containers shall be retained on the job site in an area designated by the Project Manager for inventory and comparison to the Contractor's provided itemization. The Contractor shall not remove from the job site or otherwise dispose of any such containers until and unless specifically directed by the Project Manager.

e. At the discretion of the Contracting Officer, a qualified representative of the Manufacturer(s) of the concrete preparation and Floor Surfacing System materials may be required to be present during any or all of the concrete preparation and Floor Surfacing System processes.

3.6 UNKNOWN CONDITIONS

a. Should unknown or unobserved conditions arise during concrete preparation or installation of the Floor Surfacing System that could not be reasonably determined by the Project Manager or the Contractor prior to commencement of work, an equitable adjustment may be made by written change order at the discretion of the Contracting Officer.

b. PART 3 EXECUTION is for general purposes of planning and scheduling, and does not necessarily constitute a full description of the preparation required for and subsequent installation of the concrete Floor Surfacing System.

c. It is the Contractor's responsibility to fully evaluate any and all requirements for performing the preparation for and installation of the concrete Floor Surfacing System.

d. It is the Contractor's responsibility to notify the Contracting Officer in writing prior to commencement of work regarding any and all planned or anticipated deviations from the generally recommended procedures as outlined herein.

3.7 INSPECTION AND ACCEPTANCE

a. An inspection of the completed work shall be conducted by the Quality Assurance Personnel/Project Manager prior to reoccupation of the work site by Government personnel.

b. Any and all actual or suspected deficiencies in the work shall be specifically noted in writing by the Quality Assurance Personnel/Project Manager, and a copy of such deficiencies shall be submitted to the Contractor in a timely manner, along with the Government's performance and scheduling requirements for correction of the deficiencies.

c. Submittal of a written statement of deficiencies by the Quality Assurance Personnel/Project Manager does not relieve the Contractor of further obligations to correct work performance or fulfill warranty obligations that are not stated in the initial inspection by the Quality Assurance Personnel/Project Manager. In the event that future deficiencies may become evident, the Contractor is bound by the full terms of the work requirements and stated warranties for the work performed.

d. Upon receipt of the statement of deficiencies, if any, the Contractor shall submit a written proposal to correct such deficiencies, with a proposed schedule of work that corresponds to the Government's scheduling requirements.

e. The Contracting Officer shall have final authority in scheduling work proposed to correct deficiencies, with convenience to the Government as a primary consideration.

PART 4 RIGHTS RESERVED BY GOVERNMENT.

The Government reserves the right to do the following:

a. Award contracts at its sole discretion.

b. Award contracts for distinct portions of a bid without accepting other portions of the bid.

c. Award contracts to Bidders other than the Bidder submitting the lowest priced bid.

d. Waive minor informalities and irregularities in bids received.

e. Award contracts on the basis of initial bids without conducting additional discussions or negotiations with Bidders.

f. Acquire more or less than the amount of work indicated.

g. Reject any or all bids received.

h. Cancel this procurement at any time and not award any contracts, and

i. Waive any or all formalities and make an award that is considered to be in the best interests of the Government.
