About this file
This document is a collection of questions and answers related to the solicitation for a Flight Simulator Curved Screen, Solicitation Number FA813924Q0036. The key details are:
The solicitation is for the procurement of a Flight Simulator Curved Screen in accordance with the provided Performance Work Statement (PWS). The requirement includes 4 projectors, with the 4th being a spare. The solicitation specifies that all electronic hardware and software must go through an approval process before entry into the facility. Vendors must be registered in SAM and have a passing NIST SP 800-171 assessment to be eligible for award. The government provided drawings marked as Distribution D that can only be accessed by vendors with an approved DD2345 on file. The vendor is responsible for determining the appropriate radius for the 180-degree horizontal viewing angle and providing all necessary hardware/software for automated shutter/blinder control, which is not considered government-furnished equipment. The period of performance is not to exceed 26 weeks after receipt of order.

Combined Synopsis Solicitation - FA813924Q0036 Flight Simulator Curved Screen Questions and Answers
8 October 2024
Vendor Question 1: We did not see in the specification for radius. Is there a requirement/specification for the radius?
Government Response 1: The Radius is to be determined by the Vendor to make 180 horizontal viewing angle while fitting in the room.
Vendor Question 2: You have 4 projectors. Is one projector intended as a spare or do you want to utilize all four on the display?
Government Response 2: The 4th projector is a spare and is not to be integrated into the final installation.
Vendor Question 3: PWS reference 3.2.3.3 means of automated shutter control of the projectors and to control the associated blinders for blending light sources. Shutter control would be controlling the "shutter" inside the projector. The "associated blinders" implies that they are provided as GFE. [On the Qualified Parts List] the listed hardware is a "Shutter Control Unit," which is not necessarily "blinders". Projector control software sounds like it talks to the projector "shutter" function. Therefore, it is unclear if the "blinders" are GFE.
Government Response 3: The blinders are not Government Furnished Property (alternatively referenced as GFE within this Q&A). Please consult the GFP document attached to the RFQ notice.
The delivery from the Contractor shall include all hardware/software that is not incorporated in the GFP list, and this hardware/software will be necessary to produce an automated solution to include shutters/blinders and its control system for the purpose of automated bright banding removal.
Vendor Question 4: If blinders are not GFE, can you provide any guidance of the quality you expect?
Government Response 4: If a-TAA compliant shutter/blinder solution meets the requirements defined in the PWS/GAT, then the solution meets our requirements and quality standards.
Vendor Question 5: Your requirement is that "All electronic hardware and software that enters the facility must go through an approval process before entry." Does that requirement preclude us from bidding our own software?
Government Response 5: Any and all Software in the vendor’s response must be evaluated by the Information System Security Manager (ISSM) before install. Per the PWS, “If the Contractor chooses to use items not incorporated into the QPL, the Contractor shall be responsible for schedule delays for security consideration and approval at no fault to the Government.” Per the PWS the software must be compatible with Quantum 3D IDX90 Image Generator. Either a statement from Quantum 3D or prior works can demonstrate this.
Vendor Question 6: Video cables: it seems that vendors need to bid the cables. What length cables are required?
Government Response 6: Because the Contractor is defining the design solution, the Contractor shall determine the length of cables based on their design. Refer to the provided LAB layout drawings (“Distribution D_Drawing_Flight Simulator Curved Screen.pdf”) for estimating purposes.
This drawing was attached to the SAM.gov and can only be accessed if the requesting vendor has an approved DD2345 on record.
