About this file
This is a Pre-Bid Request for Information (RFI) Questions and Answers document for federal contract WWYK230170, a design-build project to install a Mass Notification System (MNS) and replace heat detectors in Building 976 at Tinker Air Force Base. The project scope involves completely demolishing the existing fire alarm and releasing system and replacing it with a new Monaco MAAPX system with mass notification capabilities that will integrate with the base-wide Monaco D-21 central station.
The project specifications require intrinsically safe devices and wiring in the hangar bay and supporting rooms as identified on the drawings, with the new system designed per UFC 4-211-02 and other referenced codes and standards. The facility will maintain limited occupancy during construction, with contractor coordination required for work scheduling and nights/weekend work available upon Contracting Officer approval. Key clarifications address that the 35% design package may be eliminated with the 65% design package requiring AER review, redirection at 65% will not be grounds for supplemental agreement, hazardous abatement is not required, and the contractor will not have full hangar use or storage rights. The government confirmed that bid bonds are required with proposal submission, while Performance and Payment Bonds are required at award per FAR. Liquidated damages apply per FAR 52.211-12. The document addresses 74 numbered questions covering design requirements, system integration with base-wide infrastructure, occupancy constraints, existing system decommissioning, intelligibility requirements per UFC 4-021-01 and USACE ECB 2018-17, power supply specifications, and clarifications on scope elimination regarding heat detector replacement, as the new MNS will be provided for programmed spaces rather than currently used spaces.

Number Question Answer Notes
1 Please confirm there is no phasing on this project Refer to SOW Section 2.3. Contractor is to coordinate work schedule with the building occupants / user group. Nights and weekend work may be conducted as needed upon coordination with the Contracting Officer.
2 Would the GOV consider eliminating the 35% design package and allow Contractors to progress immediately to the 65% design package?
35% design package submittal may be eliminated. The 65% submittal will require an AER review for acceptance of the design approach. Redirection of design approachat the contractor's 65% AER will not be grounds for a supplimental agreement.
3 Will B976 be occupied during this project?
Refer to SOW Section 2. The building will have limited occupancy during this project. Contractor is to coordinate work schedule with the building occupants / user group. Nights and weekend work may be conducted as needed upon coordination with the Contracting Officer.
