About this file
This is a Pre-Bid Request for Information (RFI) Q&A document for federal contract WWYK260003, addressing clarifications on project scope, deliverables, and contractual requirements for renovation work on Building B4019.
The project encompasses roof repair, electrical, HVAC, and restroom renovation work, with the Contractor bearing full responsibility for design, engineering, site investigations, field verifications, and all deliverables required to meet applicable codes, UFC standards, and functional requirements. Government-provided drawings and information serve as reference only, with the Contractor responsible for addressing any discrepancies between provided information and actual conditions. Roof repair work includes leak inspection, repair, and patching of exposed areas with matching materials, plus underside insulation and vinyl liner replacement, as detailed in drawing key notes. Record drawings must be submitted in native, fully editable AutoCAD .dwg format per Tri-Services A/E/C CADD Standard Release 6.0, with complete layering and XREFs. Key personnel (Project Manager, Design PM, Quality Control Manager, SSHO, Superintendent) and all design subcontractors require Government review and written approval prior to commencing any work, with personnel changes requiring resubmittal within five business days. All site work including parking lot restriping, sidewalk construction, trench drain, and soil regrading are included in the lump-sum price with no additional costs for utility relocations or permit requirements. The Contractor must provide two electronic sets and one hard copy of O&M manuals and complete all training deliverables (plan, content, outline, video, validation) prior to Final Inspection. Pre-construction submittals including QC Plans, Health and Safety Plans, and related documentation require written Contracting Officer approval before on-site work commences. Paint specifications reference Sherwin Williams manufacturer products per UFGS standards. No asbestos or lead-based paint is present. Warranty letters covering all work for the full contractually required period may be submitted after Final Inspection, with all other warranty documentation submitted prior.
