Summary: Pre-Bid RFI Responses – Project WWYK150083

These documents are Pre-Bid Request for Information (RFI) responses issued by the Department of the Air Force, Headquarters 72 Air Base Wing (AFMC) at Tinker Air Force Base, Oklahoma for Project WWYK150083, "Repair Transformer Vault 6, B9001." The first memorandum dated 23 February 2026 addresses 32 RFI questions from prospective contractors, with several duplicate questions. Key responses establish that: existing transformers are gas-filled (not oil-filled); the existing busway is ITE XL-X model requiring custom busway adapters and extension to new gear; DPM meters shall be base standard ION8650 units with external mounting acceptable if internal mounting is not feasible; transformers 6E and 6A appear to be bused but require on-site confirmation; Node 8 fire alarm relocation is outside project scope; phasing coordination with user groups is required to maintain power continuity; the project follows 2025 Tinker AFB electrical standards; no fire-rated walls are included in scope; contractors may install and remove their own hoist systems; temporary power transfers require specific load distributions (312 amps, 413 amps, and 170 amps to designated buses); alternate manufacturers are acceptable if they meet requirements and layouts; floor load rating is 100 psf; and controlled area access requires a power point presentation and certification. The second memorandum dated 04 March 2026 clarifies four additional RFI responses addressing metering specifications (Tinker base standard ION 8650 supersedes other metering requirements), remote racking (not required for HVL switches), arc protection methodology (arc-flash mitigation techniques are mandatory, not arc-resistant gear), and period of performance (271 days with government right to issue suspension of work pending long lead item approvals and equipment receipt). Project points of contact include Gloria Butcher (Project Manager), Mark Williams (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Matt Morris (Contracting Officer Representative/COR).

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals

(1) Are the existing Transformers oil filled? If so have they been tested for PCB’s? Will we be responsible for the disposal if PCB’s are present?

Government Response: The transformers are gas filled.

(2) Will there be an allowance for the existing bus, pipe, and wire if they need modified or extended to fit into the new gear?

Government Response: Drawing E-601, keynotes 3, 4, 5, and 6 shows the scope of work to extend bus, pipe, and wire to the new gear.

(3) Is the intent that we transition on to the existing busway using custom busway adapters, or are we using end cable tap boxes, and joining the busway together using cable?

Government Response: The intent is to provide busway adapters and extend the busway to the new gear, similar to the current installation.

(4) What is the make/model of the existing busway?

Government Response: Existing busway is ITE XL-X.

(5) Are the DPM meters shown in the new SWGR 6C/6D expected to be the base standard ION8650 meters? If so, is it acceptable to use externally mounted meters?

Government Response: It is expected to use the base standard. Externally mounted meters are acceptable if they cannot be mounted to the switchgear.

(6) Are the existing transformers 6E and 6A bused to the existing primary switches using closed-coupled connection, or are they cabled?

Government Response: Contractor will need to confirm on site. They appear to be bused.

(7) Projects affecting building area’s with legacy fire alarm panels located in rooftop ash houses have been used systematically to update and relocate these nodes at ground level of the building. Is there an intention to update and relocate Node 8 with this Government Response: No, relocation of Node 8 is not within the scope of work for this project.

(8) Please confirm the intent is that the contractor transition onto the existing busway using custom busway adapters, or if the contractor is to end cable tap boxes, and join the busway together using cable.

Government Response: Repeat of item 3.

(9) Please provide the make/model of the existing busway?

Government Response: Repeat of item 4.

(10) Please confirm if the meters shown in the SWGR 6C/6D are expected to be the base standard ION8650 meters?

(14) Please provide project specifications.

Government Response: These were provided by PZ, with the Contractor CD, after the site visit.

(15) Please confirm the design requirements and level of design and drawing development expected from the contractor.

Government Response: The required level of drawings is stated in the Statement of Work on 3.6

(16) Is the intent that we transition on to the existing busway using custom busway adapters, or are we using end cable tap boxes, and joining the busway together using cable?.

Government Response: Repeat of items 3 and 8. The intent is to provide busway adapters and extend the busway to the new gear, similar to the current installation.

(17) SOW 2.3 states there is no phasing by the government. However, drawing ED 001 and

ED 601, General Note 3 states all Demo work shall be planned in phases to minimize impact to production. Given that the contract does not know the government’s production schedule do they have a phasing plan for the contractor to consider.

Government Response: The intent of phasing is to keep the continuity of power as much as possible during construction, so all work isn’t being done at the same time.

The contractor will have to coordinate with the user group for production schedules.

(18) Drawing E 001, General Note 1: Confirm the contractor is to follow Tinker AFB

Electrical Standard dated January 2019 and not January 2025.

Government Response: Project will follow the 2025 Tinker AFB standards.

SUBJECT: Pre-Bid RFI Responses Project: WWYK150083, Repair Transformer Vault 6, B9001

Reference: Memo, 04 March 2026, Pre-Bid RFIs, WWYK150083, Repair Transformer Vault 6, B9001

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals

(1) There is extensive metering language associated with 26 23 00 (LV Switchgear).

Please Clarify if 1.) Tinker base standard requiring a ION 8650 will supersede metering requirements specified. Or 2.) Is the intent to provide meter(s) as specified internal to the gear, as well as the standard ION meter to fulfill base standard requirements.

Government Response: Tinker base standard for metering shall be used.

(2) 26 11 16 – 2.2.1.6 Remote racking does not apply to an HVL switch as specified.

Please confirm that this is not required or added erroneously.

Government Response: Section 2.2.1.6 is for circuit breakers not load interrupter switches. Remote racking is not required for the HVL switches.

(3) 26 23 00 – 2.2.2.f – To date there is no arc resistant gear installed at Tinker AFB, only arc flash mitigation through ERMS (maintenance switches). Please consider the following:

a. Arc resistant gear will impact all infrastructure planned for installation above the gear.

b. Arc resistant gear is built in two different ways. 1. A plenum is installed above the gear and vented outside of the building. With the equipment being on the roof, there would likely not be a safe area to vent out molten shrapnel or other debris caused by an arc. 2.. Utilizing chutes that eject molten shrapnel or other debris out of the top of the gear, which would impact anything installed above it and likely cause similar problems.

c. Arc mitigation lowers the arc flash energy at equipment and eliminates the need for arc resistant gear.

d. Arc resistant gear will NOT fit the footprint provided in the drawings.

e. Arc resistant gear has twice the lead time for delivery than arc mitigation.

Please clarify if an updated specifications or designs use “arc flash mitigation” techniques to actively reduce the arc flash energy available rather than passive “arc resistant” techniques which allow an arc to happen but make efforts to contain the energy and intentionally direct it to a safer location is acceptable to the government.

Government Response: Arc-flash mitigation shall be used and not arc resistant gear.

(4) The Solicitation states the Pop to be 271 days. Lead times after approved submittals for arc resistant gear is 99 weeks, arc mitigating gear is 55 weeks, then government approved outages and installation. Please provide a new POP.

Government Response: The Period of Performance will be 271 days. Due to the potential for long lead items, the Government reserves the right to issue a suspension of work once all pre-construction and long lead item submittals have been approved. The issuance of a suspension of work must be substantiated by contractor submission of acceptable long lead time documentation. Any suspension of work issued for long lead items will be lifted when the equipment is received by the contractor. Any non-government caused delays for installation of equipment will not be included in the administration modification for the suspension days.
