About this file

This is a Pre-Bid Request for Information (RFI) Responses memorandum from the Department of the Air Force, Headquarters 72 Air Base Wing (AFMC) at Tinker Air Force Base, Oklahoma, dated March 26, 2026, addressing eleven pre-bid RFI questions for Project WWYK150083, Repair Transformer Vault 6, Building 9001.

The primary scope involves electrical equipment replacement in Transformer Vault 6. Key Government responses establish that: (1) the Key Task Requirement (KTR) contractor must design and provide its own temporary hoisting system to remove and install electrical equipment weighing 19,500 pounds each, with no use of the existing damaged hoist beam; (2) repairs, strengthening, or modifications to the existing hoist beam are not part of contract scope, and updated structural design drawings will not be provided; (3) bus transfers (6C2, 6C3, 6D1, 6D2) shall be temporarily fed from Vault 5 equipment rather than Vault 7, with coordination of outage windows and sequencing to be submitted for approval; (4) photographs of three existing floor openings to be covered were provided; and (5) metal panel patches and sealants shall be field-directed for best match acceptance. Additionally, Specification Section 26 08 00 requires a qualified testing organization contracted as a first-tier subcontractor only, with personnel certified by NETA (Level III) or NICET holding minimum years of experience in electrical distribution and generation equipment testing and calibration. Project contacts include Gloria Butcher (Project Manager), Mark Wheeler (Construction Inspector), Joshua Wheeler (CSAG Program Manager), and Matt Morris (Contracting Officer Representative).

SUBJECT: Pre-Bid RFI Responses Project: WWYK150083, Repair Transformer Vault 6, B9001

Reference: Memo, 26 March 2026, Follow- Up Pre-Bid RFIs, WWYK150083, Repair

Transformer Vault 6, B9001

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals

(1) RFI #20 asked if the contractor can utilize their own hoist to move electrical gear out of and into Vault 6, B9001. The RFI response states that yes, the contractor is to design/provide their own hoist to be installed and removed for the project. However, the response goes on to state that use of the existing structure (hoist beam) is NOT to be used due to visually observed damage to the beam. See below snip for your quick review

For confirmation could you please let us know:

a. That the existing beam is in fact damaged.

b. Whether the contractor is allowed to use the building structure (hoist beam) to install contractor provided hoist to support the electrical gear replacement.

c. Confirm that no repairs, strengthening, or modifications to the existing hoist beam are required by the Contractor as part of the project scope, and that the beam may be used in its current observed condition.

d. If the hoist beam is damaged, whether the Government will provide updated contract drawings/design for structural replacement of the damaged element.

Government Response: The Government has stipulated that the KTR shall not use the existing hoist and beam. Means and methods to hoist the equipment up to Vault 6 are the responsibility of the KTR. Repairs, strengthening, or modifications to the hoist beam shall not be a part of the contract scope. Government will not provide updated contract drawings/design for the structural replacement of these items.

(2) Question #20's response says we need to build and design our own hoisting system. I am not sure of the existing equipment weights or the new equipment weights. I also have questions about the existing structure and where we can build. Can TAFB provide more info?

Government Response: The existing equipment weigh 19,500 pounds apiece. The weight of the new equipment is the responsibility of the KTR as TAFB has not specified a Manufacturer or Model. Means and methods to hoist the equipment up to Vault 6 are the responsibility of the KTR.

(3) During the site visit, the GOV indicated that the existing hoist and beam could be utilized to lift the equipment into place. However, multiple RFIs, as well as Drawing ED-101, Note 20, state that the Contractor is responsible for designing a temporary hoist and beam to lift the equipment into place, as the existing is damaged. It is not feasible to provide a temporary lift system without significantly more information on the building’s structural components. And, overall, it is not cost effective to provide a temporary lifting system. A placement of the existing beam and hoist would be more reasonable, but there is no direction in the bid documents that indicate that as a requirement. Please confirm that Note #20 on ED-101 is not correct and that Contractors are able to use the existing beam and hoist.

Government Response: ED-101 does not have a Note #20. Work pertaining to existing hoist and beam are not a part of the contract scope. The Government has stipulated that the KTR shall not use the existing hoist and beam. Means and methods to hoist the equipment up to Vault 6 are the responsibility of the KTR.

(4) Please provide photographs documenting the existing damaged I-beam. Also include the I-beam’s specifications, section designation, material type, and all relevant dimensions required for evaluation.

Government Response: The Government has stipulated that scope of work pertaining to existing hoist and beam are not a part of the contract.

(5) Please provide photographs documenting the existing hoisting equipment and clarify its allowable capacity. Confirm whether the equipment may be used for hoisting materials weighing less than 2,000 lbs. to accommodate the installation and removal of a gantry crane required for hoisting the heavier switch gear into the transformer vault Government Response: See photo of beam below that has the current hoist attached. The Government has stipulated that the KTR shall not use the existing hoist and beam. Means and methods to hoist the equipment up to Vault 6 are the responsibility of the KTR

(6) Please provide photographs of the (3) existing floor openings to be covered.

(7) Prebid RFI response to question #21 states to transfer buses 6C2 and 6C3 to bus 5C2 with a combined maximum load of 312amps. The existing building one-line drawings show that bus 6C2 ties to bus 7A3 which is feed from vault 7. Can we temporarily refeed this bus from vault 7 or are you wanting us to install new conduit and wire to temporarily refeed it from vault 5?

Government Response: What appears to be a tie between bus 6C2 and 7A3 is just a transition enclosure and not a tie. No additional load shall be tied to the Vault 7 equipment. As stated previously, bus 6C2 shall be temporarily fed from Vault 5.

(8) Prebid RFI response to question #21 states to transfer buses 6D1 and 6D2 shall be to bus 5D2.

The existing building one-line drawings show that bus 6D1 ties to bus 7A2 which is feed from vault 7. Can we temporarily refeed this bus from vault 7 or are you wanting us to install new conduit and wire to temporarily refeed it from vault 5?

Government Response: What appears to be a tie between bus 6D1 and 7A2 is just a transition enclosure and not a tie. No additional load shall be tied to the Vault 7 equipment. As stated previously, bus 6D1 and 6D2 shall be temporarily fed from Vault 5.

(9) Provide allowable outage windows for each busway (6C2/6C3/6D1/6D2/6D3), maximum duration, any no‑shutdown feeders, and approved sequence. Confirm if a temporary transformer/substation is required or if a tie via Vault #5 is acceptable for backfeed.

Government Response: Outages shall be coordinated as necessary. KTR proposed duration and sequence shall be submitted for approval. It has been verified that the load can be carried by Vault 5 equipment, so a temporary transformer/substation is not required. KTR to determine means and methods to temporarily tie Vault 5 equipment to Vault 6 equipment and then remove the tie upon successful energization of the new Vault 5 equipment.

(10) Provide manufacturer/color code standard for the metal panel patch and sealant to

“approximate existing finish,” or confirm field-directed best match acceptance Government Response: Field-directed best match acceptance.

(11) Specification Section 26 08 00 requires the Contractor to engage a qualified testing organization to perform inspection, testing, calibration, and adjustment of the electrical distribution system and generation equipment. The specification further states that this organization must be a first-tier subcontractor and that no work under this section may be performed by a second-tier subcontractor.

Please confirm whether the Government requires the testing organization to be contracted directly with the Prime Contractor (i.e., first-tier only), and whether the personnel performing this work are required to be certified NETA Level 3 technicians.

Government Response: Yes. Per 26 08 00 sections 1.4.1 and 1.4.19b), the testing organization must be a first-tier subcontractor. Testing, inspection, calibration, and adjustments must be performed by an engineering technician, certified by NETA (Level III) or the national Institute for Certification in Engineering Technologies (NICET) with a minimum of years’ of experience inspecting, testing, and calibrating electrical distribution and generation equipment, systems, and devices.
