About this file
This document is a Pre-Bid Request for Information (RFI) Responses for Project WWYK200132, a restroom renovation project at Tinker Air Force Base in Oklahoma. The project involves renovating men's, women's restrooms, showers, and janitorial closets in Building B2121 across multiple posts (C7, 2C7, B19, and 2B19). The document contains 71 detailed contractor inquiries and corresponding government responses covering a wide range of technical, logistical, and procedural aspects of the project.
Key details include a total project period of 630 calendar days, phased renovation approach (Phase 1, Phase 2a, Phase 2b), and specific requirements for demolition, construction, electrical and mechanical systems, and temporary facilities. The government mandates new electrical circuits, specific fire alarm and detection circuit guidelines, and requires a self-contained, air-conditioned trailer for temporary restroom facilities. Contractors must adhere to Tinker Air Force Base standards, provide comprehensive documentation, and coordinate closely with base personnel throughout the project. The renovation will involve extensive demolition, new HVAC and electrical systems, tile work, and adherence to specific architectural and engineering specifications.

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals
(1) Request for information. Please provide all proposal requirements for this task order.
The RFP does not specify what information offerors should submit to be considered “technically acceptable” in the evaluation process. If this is a cost-only proposal, please confirm such.
Government Response: Instructions to Offerors can be found in Section L of the solicitation document located on page 26.
(2) Request for information. Please provide the availability and location of laydown/storage area.
Government Response: This is addressed in Section 6 of the SOW.
(3) Request for information. Will the elevator(S) be available to use for material delivery/ movement and for contractor personnel working in the facility?Government Response: The ramp in the middle of the building is available. No vehicles are allowed on the ramp. The elevator is not available for contractor’s use.
(4) Request for information. The CLIN Schedule in the solicitation appears to have copy/ paste same language for each CLIN item. We assume the GOV wants to see pricing per Phase (Phase 1, Phase 2A, and Phase 2B). If that is correct, we request the GOV please revise the CLIN schedule to reflect that approach.
Government Response: CLIN descriptions all have a designated Phase associated with them.
(5) Request for information. Section F in the solicitation states that each line item’s delivery schedule is 630 calendar days from NTP. Please confirm is each phase
(Phase 1, Phase 2a, Phase 2b) has a duration of 630 calendar days? Or, is the entire project (all three (3) phases) duration 630 calendar days from NTP?
Government Response: The PoP for the entire project (all 3 phases) is 630 days.
(6) Request for information. Please confirm that each phase has their specific drawings and specifications, and that other phase drawings and/or specifications do not apply to other phases (e.g, Phase 1 drawings/specs don’t apply to Phase 2a, etc.).
Government Response: Each phase has its own drawings and specifications.
(7) Request for information. Please confirm there are no toilet accessories required for minor restroom renovation 2C7.
Government Response: Confirmed.
(8) Request for information. Phase 2b, Restroom 2B19, Drawing A-401, lists “Sanitary Napkin Disposer” under the Toilet Accessories Schedule, but does not indicate if it is CFCI or GFCI. Please clarify.
Government Response: Sanitary Napkin Disposal is Contractor Furnished Contractor Installed (C.F.C.I.)
(9) Request for information. Instead of the QC Manager and SSHO being the same person, will the GOV please consider allowing the Superintendent and SSHO to be the same person?
Government Response: The superintendent can be an alternate SSHO, not the primary SSHO. The SSHO/alt SSHO must be onsite at all times. The QM Manager does not have to be the primary SSHO, a member of the QC Staff can be assigned as the primary SSHO. The QCM or a member of QC staff must be onsite at all times. All staff must be approved by the government through an approved QC Plan.
(10) Request for information. Will the GOV consider allowing Contractors to setup small chain-linked fenced storage/staging areas near the restrooms being renovated within Bldg. 2121? The fence will be surface mounted and will only serve as a secured storage area for materials.

(11) Request for information. Please confirm that both men’s and women’s restrooms, per phase, can be closed at the same time.
Government Response: Confirmed.
(12) Request for information. Please confirm that a cost-loaded Gantt Chart CPM schedule from a program like Oracle/Primavera Scheduling will be required on this project. To include monthly schedule updates.
Government Response: A Baseline Design Schedule and Baseline Construction Schedule in the form of a Network Analysis Schedule (NAS) or a Bar Chart Schedule is required. Schedules submitted for this project must be prepared using Microsoft Project. Submission of data from another software system where data conversion techniques or software is used to import into Microsoft Projects scheduling software is not acceptable and will be cause for rejection of the submitted schedule. A weekly submitted 3-Week Look Ahead Schedule and Monthly Update containing a Narrative Report are required. See 01 32 16.00 20 for more detailed information.
(13) Request for information. Ph2a Post B19, Drawing A-101, Detail 1, shows the floor plan and layout with wall types. There is a perpendicular wall off of the north wall, along gridline C. What wall type is this wall?
Government Response: The double thin line (to the far right of the detail bordering the diagonal hatch) indicates existing metal cage.
(14) Request for information. Please confirm that for all phases, Complete Functional Commissioning is required and the Commissioning Firm and CxA has to be a subcontractor to the Prime and/or General, not the mechanical subcontractor.
Government Response: For Phase 1, Phase 2a, and Phase 2b, commissioning as described on the plans and within the specifications shall be performed before each area is turned over to the Government. Commissioning firm shall be a 1st tier subcontractor as described in Section 01 91 00.15 PART 1.

(22) Request for information. Existing outlets for sprinkler drops that could be seen during the site survey appear to be ½” outlets increased up to 1” pipe size to supply the drops at ceiling level. This is acceptable per NFPA 13 when done properly but is not best practice as the outlet could be plugged and a mechanical tee could be drilled in 1 ¼” and larger pipe to supply the new drops. Will the addition of mechanical tee fittings be acceptable where the existing ½” outlet fittings cannot be changed out without major disassembly of the existing system?
Government Response: Yes, mechanical tee fittings are acceptable as long as the final design/installation is in accordance with NFPA 13.
(23) Request for information. Sprinkler system note 4 on page F-001 states “a 2 in. drain test shall be performed each time the sprinkler system control valve is opened and the system returned to service to ensure that the system water supply has been restored.”.
TAFB base maintenance team has always filled and drained the fire protection systems, as well as managing the fire pumps that feed the supply loops for the fire sprinkler systems. If the contractor is to do a main drain test as requested by note 4 will base maintenance be responsible for managing the fire pumps during the main drain test or will the contractor be responsible?
Government Response: Base maintenance will be responsible for draining the system, maintaining the pumps, and recharging the system. The contractor will be responsible for coordinating with the CE Inspector for Outage Requests.
(24) Request for information. What will be required for hydrostatic testing?
Government Response: Provide hydrostatic testing as required in specification 21 13 13, 3.5.1.1.
