STATEMENT OF WORK

FOR

KC-135 MAINTENANCE PLATFORM SYSTEM

PREPARED BY

76 AMXG/MXDEA and AFSC/PZIMC

26 March 2025

PREAMBLE

Commander’s Safety Intent

The safety of everyone on Tinker AFB is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment.

Everyone working on Tinker AFB is challenged to find, fix (if able), and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.

1. SCOPE

This Statement of Work (SOW) defines the effort required for the purchase of four (4) sets of the

KC-135 Maintenance Platform System to include a complete design, fabrication, inspection, testing, documentation, delivery, equipment installation, work stand assemblies, labor and other incidentals necessary to provide the KC-135 Maintenance Platform Systems. The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this Statement of Work (SOW). Each set of the KC-135 Maintenance Platform System shall include: one (1) cargo door stand, one (1) pair of aileron stands (one LH and one RH), and two (2) beavertail area stands with additional railings.

2. BACKGROUND

The 76th AMXG requires the purchase of this system for current and future PDM on the KC-135 aircraft. The current stands are either insufficient in number in the case of the cargo door and aileron stands or nonexistent in the case of the beavertail area stands.

3. REQUIREMENTS AND ITEM DESCRIPTIONS

The requirements for each stand are as follows:

3.1. Cargo Door Stand – The cargo door stands shall meet the specifications/descriptions as defined below:

3.1.1 Platform

3.1.1.1 Platform working surface shall support a 2000 lbs working load

3.1.1.2 Stand shall have multiple locations stating maximum load limit, minimum 4

3.1.1.3 Platform workable space shall meet the dimensions indicated in the attached drawing in Appendix A

3.1.1.4 Platform height shall be adjustable from 112 inches to 150 inches from working surface to the ground

3.1.1.4.1 Stand shall be adjustable using a manual hydraulic pump (MIL-PRF 83282 or

MIL-PRF 87257)

3.1.1.4.2 Hydraulic pump shall have operating instructions visible on stand, by the pump handle

3.1.1.4.3 Hydraulic pump shall have label indicating hydraulic fluid type

3.1.1.4.4 Hydraulic pump handle shall be removable and have a stowed location

3.1.1.5 Platform shall have mechanical stop to prevent platform lowering in case of hydraulic failure

3.1.1.5.1 Mechanical lock shall not allow stand to fall more than 3 inches

3.1.1.6 Platform must overhang a minimum of 6 inches on the aircraft side

3.1.1.6.1 Overhang shall be clear of any objects top or bottom

3.1.1.7 An overhanging platform of dimensions 4.5 foot long by 5 foot wide shall be located on the aft side of the platform (see attached drawing in Appendix A)

3.1.1.8 The bottom of the overhanging platform shall be 6 inches ± 0.5 inch above the top of the main working platform

3.1.1.8.1 The height difference from the top of the overhanging platform to the top of the main working platform shall be a maximum of 9.5 inches IAW OSHA standard 1910.25 or include additional stairs on the aft side such that the maximum riser height is not exceeded

3.1.2 Railing

3.1.2.1 Railing shall contain a secure gate on the aft end of the platform to allow wing access. The gate shall be hinged on the outboard side of the platform and shall use a locking pin through the platform on the inboard side

3.1.2.1.1 The gate shall be self-closing IAW 1910.29

3.1.2.2 Railings on top of the main platform shall be constructed IAW the following requirements:

3.1.2.2.1 All railings shall be IAW OSHA standard 1926.502

3.1.2.2.2 All railings shall have no more than 19 inches gaps between the horizontal rails

3.1.2.2.3 Forward most railings within 6 feet of the aircraft shall be a total of 72 inches tall minimum measured from the surface of the platform

3.1.2.2.4 All other railing shall be 42 inches tall minimum measured from the surface of the platform

3.1.2.2.5 Where the 72 inches tall railing meets the aircraft, there shall be an angled extension of 30 degrees by 18 inches out from the upper rail on the upper half as shown in attached drawing

3.1.2.2.6 There shall not be a rail on the side nearest the aircraft from the main platform

3.1.2.2.7 The Inboard end of forward side rail shall be adjustable to extend out towards the aircraft 8 to 12 inches (See Appendix A for example image)

3.1.2.2.7.1 Extendable railings shall have stopper to prevent rails from falling out

3.1.2.2.7.2 Extendable railings shall have pin hole every 1 inch for fine adjustments

3.1.2.2.7.3 Extendable railings shall include the entire 72 inches height

3.1.2.2.8 All edges of the railing and the platform that are touching the aircraft shall have a 3 inch round rubber bumper, including all inboard sides of the platform as well as the bottom edges of the overhanging platform

3.1.2.2.8.1 The rubber bumpers shall be the only part of the stand to ever contact the aircraft and should thus be the inboard most material at all locations

3.1.2.2.9 All Railings shall include a 6 inches minimum toe-board

3.1.2.2.9.1 There shall be no more than 1 inch from the surface of the platform to the bottom of the toe-board

3.1.2.2.9.2 The toe-board shall not extend past the forward most railing on the inboard side

3.1.3 Stairs

3.1.3.1 Stairs leading up to the platform shall lie parallel to the aircraft

3.1.3.2 Stair treads shall be made from aluminum with non-slip steps

3.1.3.3 Stairs shall be 4 feet wide

3.1.3.4 Stairs shall have railings IAW OSHA standard 1926.502 and toe-boards meeting specifications above

3.1.3.5 Steps shall be constructed IAW OSHA standard 1910.25 per standard stair requirements

3.1.3.6 The bottom step shall be no more than 8 inches off the ground and shall be painted yellow

3.1.3.7 A self-closing gate shall be installed at the top of the stairs with a locking mechanism IAW 1910.29

3.1.4 Materials

3.1.4.1 Platform shall be constructed from aluminum, all remaining structure, including rails) from steel or aluminum

3.1.4.2 All steel components shall be coated IAW MIL-PRF-85285, SAE AMS-STD-595, semi-gloss royal blue

3.1.4.3 All hardware shall be made with stainless steel or aluminum

3.1.4.4 Stand shall be mobile with swivel Casters/wheels towable on rough improved surfaces (pavement with potholes), hangar door tracks, and inclines without causing damage to the stand or the casters/wheels at a minimum of 5 miles per hour

3.1.4.4.1 Casters shall have a minimum capacity of 10,000 lbs. each

3.1.4.4.2 Casters shall have swivel lock and brake lock

3.1.5 Miscellaneous

3.1.5.1 Tow bar should be attached to the aft end of the stand base

3.1.5.1.1 During non-transport, the tow bar shall be stowed and secured so as not to hinder visibility, present a tripping hazard, or release accidentally, for all heights of the stand

3.1.5.1.2 Tow bar shall have a lunette eye conforming to MS51336

3.1.5.2 The work stands shall be weatherized to prevent corrosion degradation from being stored outside

3.1.5.3 Any low hanging surface which presents a head strike hazard shall be covered in foam

3.1.5.4 The force required to move each stand shall not exceed the values in MIL-STD-

1472 and associated tables, paragraph 5.20.6

3.1.5.4.1 The number of personnel required to move each stand shall not exceed four people

3.2. Aileron Stands - The set of aileron stands shall consist of one left hand (LH) stand and one right hand (RH) stand, and shall meet the specifications/descriptions as defined below:

3.2.1 Platform

3.2.1.1 Platform working surface shall support a 1000 lbs working load distributed on the platform

3.2.1.2 Stand shall have multiple locations stating maximum load limit, minimum 4

3.2.1.3 Platform shall be sloped so as to follow the dihedral of the KC-135 wing (see

Appendix B)

3.2.1.4 Platform height shall be adjustable from 54 inches to 90 inches from working surface to the ground (measured from the inboard side, see Appendix B)

3.2.1.4.1 Stand shall be adjustable using a manual hydraulic pump (MIL-PRF 83282 or

MIL-PRF 87257)

3.2.1.4.2 Hydraulic pump shall have operating instructions visible on stand, by the pump handle

3.2.1.4.3 Hydraulic pump shall have label indicating hydraulic fluid type

3.2.1.4.4 Hydraulic pump handle shall be removable and have a stowed location

3.2.1.5 Platform shall have mechanical stop to prevent platform lowering in case of hydraulic failure

3.2.1.5.1 Mechanical lock shall not allow stand to fall more than 3 inches

3.2.1.6 Platform workable space shall meet the dimensions indicated in Appendix B

3.2.1.6.1 Appendix B below shows the RH stand. An additional LH stand shall be made as a mirror copy of the RH stand, mirrored about the end closest the stairs

(denoted by red dash line). (Two stands total, LH and RH)

3.2.2 Rails

3.2.2.1 Railings on top of the main platform shall be constructed IAW the following requirements:

3.2.2.1.1 All railings shall be IAW OSHA standard 1926.502

3.2.2.1.2 All other railing shall be 42 inches tall minimum measured from the surface of the platform

3.2.2.1.3 All railings shall have no more than 19 inches gaps between the horizontal rails

3.2.2.2 At least two pieces of additional railing that increase the height of the railing to 72 inches and must be a minimum of 58 inches wide

3.2.2.2.1 Additional railing shall be capable of being repositioned and attachable to the inboard, outboard, and aft sides of the platform railing

3.2.2.3 All main railings shall include a 6 inch toe-board

3.2.2.4 There shall be no more than 1 inch distance from the surface of the platform to the bottom of the toe-board

3.2.3 Stairs

3.2.3.1 Stairs leading up to the platform shall lie parallel to the longest feature of the platform

3.2.3.2 Stairs shall be made from aluminum with non-slip steps

3.2.3.3 Stairs shall be 32 inches wide, minimum

3.2.3.4 Stairs shall have railings IAW OSHA standard 1926.502 and toe-boards meeting specifications above

3.2.3.5 Steps shall be constructed IAW OSHA standard 1910.25 per standard stair requirements

3.2.3.6 The bottom step shall be no more than 8 inches off the ground and shall be painted yellow

3.2.4 Materials

3.2.4.1 Platform shall be constructed from aluminum, all remaining structure, including rails) from steel or aluminum

3.2.4.2 The work stands shall be weatherized to prevent corrosion degradation from being stored outside

3.2.4.2.1 All steel components shall be coated IAW MIL-PRF-85285, SAE AMS-STD-

595, semi-gloss royal blue.

3.2.4.2.2 All hardware shall be made with stainless steel or aluminum

3.2.5 Miscellaneous

3.2.5.1 Two center aileron holding bars shall be installed at the locations indicated in

Appendix B

3.2.5.1.1 Each aileron holding bar shall be capable of supporting 300 pounds

3.2.5.1.2 The aileron holding bars shall be positioned 12 feet apart

3.2.5.1.3 The aileron holding bars shall be 72 inches long by 6 inches wide and no more than 2 inches thick (not including rubber padding)

3.2.5.1.4 One end of the holding bars shall be flush to the leg farthest from the stairs

3.2.5.1.5 The top holding bars shall have a piece of rubber attached that is 0.5 inch thick minimum, adhered to the top face of the bar and of the same dimensions of the bar (72 inches long by 6 inches wide)

3.2.5.2 Each aileron holding bar shall have two supporting legs

3.2.5.2.1 The legs shall be adjustable from 60 inches to 86 inches and height lockable at any point between the max and minimum adjustable heights

3.2.5.2.2 The legs shall be 48 inches apart

3.2.5.2.3 The legs on the side of the platform closest to the stairs shall be 12 inches from the toe-board

3.2.5.3 A fastener collection tray shall be installed along the side of the stand opposite the stairs, made from solid pieces of aluminum such that no fasteners will fall out or slip through cracks. See below images.

3.2.5.3.1 The tray shall be 4 inches deep and 12 inches wide, minimum, and run the entire length of the platform

3.2.5.4 Stand shall be mobile with swivel casters/wheels towable on rough improved surfaces (pavement with potholes), hangar door tracks, and inclines without causing damage to the stand or the casters/wheels at a minimum of 5 miles per hour

3.2.5.4.1 Casters shall have a minimum capacity of 5,000 lbs. each

3.2.5.4.2 Casters shall have swivel lock and brake lock

3.2.5.5 Any low hanging surface which presents a head strike hazard shall be covered in foam

3.2.5.6 The work stands shall be weatherized to prevent corrosion degradation from being stored outside

3.2.5.7 The force required to move each stand shall not exceed the values in MIL-STD-

1472 and associated tables, paragraph 5.20.6

3.2.5.7.1 The number of personnel required to move each stand shall not exceed four people

3.3. Beavertail Stands – Two work stands, the design of which shall follow as closely as possible that of government owned (hereafter as ‘stock’) B-1 style stands, P/N: 47R16420, with deviations to be outlined here. The Contractor may propose alternate constructions or modify existing commercially available stands so long they meet the structural design requirements, closely mimic stock B-1 stands, and comply with Air Force Instruction (AFI) 91-203 Chapter 16 and OSHA 29

CFR 1910 Subpart D.

The changes to stock B-1 stand design shall at a minimum meet the requirements listed here:

3.3.1 Platform/Frame

3.3.1.1 A custom platform extended over the wheels of the stand by an additional 3 feet minimum, such that the dimensions given in Appendix C are met.

3.3.1.2 The base frame shall be the same dimensions as the stock B-1 stand such that the wheels stay in the same location

3.3.1.3 Stand shall have multiple locations stating maximum load limit, minimum 4

3.3.2 Rails

3.3.2.1 Removable rails along the entire length of the platform with 6 inch toe boards along the entire width of the platform that must be lightweight (easily lifted and carried by one person)

3.3.2.1.1 Only the left and right sides are required to have rails, however the platform must be capable of accepting a stock rail on the front edge

3.3.2.2 All railings shall be IAW OSHA standard 1926.502

3.3.2.3 There shall be no more than 1 inch distance from the surface of the platform to the bottom of the toe-board

3.3.2.4 Additional removable railing that can replace the standard railing above with the features/dimensions shown in Appendix C

3.3.3 Materials

• Platform shall be constructed from aluminum, all remaining structure, including rails) from steel or aluminum

3.3.3.1 All steel components shall be coated IAW MIL-PRF-85285, SAE AMS-STD-595, semi-gloss royal blue

3.3.3.2 All hardware shall be made with stainless steel or aluminum

3.3.4 Miscellaneous:

3.3.4.1 The working load of the platforms shall be 500 pounds minimum with a minimum factor of safety of 4.0 as per AFI 91-203 paragraph 16.5.2

3.3.4.2 Tow bar should be attached to the aft end of the stand base

3.3.4.2.1 During non-transport, the tow bar shall be stowed and secured so as not to hinder visibility, present a tripping hazard, or release accidentally, for all heights of the stand

3.3.4.2.2 Tow bar shall have a lunette eye conforming to MS51336

3.3.4.3 The work stands shall be weatherized to prevent corrosion degradation from being stored outside

3.3.4.4 Construction, methods, and materials used in the manufacture of the work stands and all work stand components shall incorporate ease of maintenance. It shall also provide a durable and sustainable useful life of at least 25 years. All components must be off-the-shelf items to the fullest extent possible

3.3.4.5 The work stands shall be towable at a minimum of 10 miles per hour over rough improved terrain (pavement with potholes), hangar door tracks, and inclines without causing damage to the stands or casters/wheels

3.3.4.6 The hydraulic ram of shall be painted with a red stripe indicating its maximum operating length (the stand raised to 12 feet)

3.3.4.7 The work stands shall have a data plate affixed possessing all applicable information required in accordance with (IAW) AFI 91-203 paragraph 16.4.6.2

3.4 Post-Award Design Review Meetings.

3.4.1 Initial Review. There will be a design review meeting approximately 30 days after award between the Contractor and the Government (Requirement Owners and Contracting). This meeting will take place using Microsoft Teams and will be scheduled by the CO. Once the meeting is scheduled, the Contractor will send the Government all of their documentation thus far in email

(PDF format) four days prior to the meeting; this documentation includes – but is not limited to –

Contractor drawings used for design analysis and production of stands, such as assembly drawings, engineering analysis drawings, and hydraulic mechanism layout drawings. The design review meeting shall include the following:

• Discussion of the design of each stand;

• Review and discussion of initial drawings with relevant dimensions and any other data necessary which proves the design meets the requirements and,

• The initial submittal of a delivery and installation plan, including any on-site installation and assembly requirements.

3.4.2 Second Review. There will be a design review meeting approximately 120 days after award between the Contractor and the Government (Requirement Owners and Contracting). This meeting will take place using Microsoft Teams and will be scheduled by the CO. Once the meeting is scheduled, the Contractor will send the Government all of their documentation thus far in email

(PDF format) four days prior to the meeting; this documentation includes – but is not limited to –

Contractor drawings used for design analysis and production of stands, such as assembly drawings, engineering analysis drawings, and hydraulic mechanism layout drawings. The design review meeting shall include the following:

• Discussion of the design of each stand;

• Review and discussion of initial drawings with relevant dimensions and any other data necessary which proves the design meets the requirements; and,

• The submittal of a delivery and installation plan, including any on-site installation and assembly requirements.

3.4.3 Pre-Delivery Review. There will be a final meeting approximately 30 days prior to delivery between the Contractor and the Government (Requirements Owners and Contracting). The

Contractor will notify the CO approximately 45 days before they estimate delivery and the CO will schedule this meeting, which will take place on Microsoft Teams. Once the meeting is scheduled, the Contractor will send the Government all of their documentation thus far in email

(PDF format) four days prior to the meeting; this documentation includes – but is not limited to –

Contractor drawings used for design analysis and production of stands, such as assembly drawings, engineering analysis drawings, and hydraulic mechanism layout drawings. The design review meeting shall include the following:

• Discussion of the design of each stand;

• Review and discussion of initial drawings with relevant dimensions and any other data necessary which proves the design meets the requirements; and,

• The initial submittal of a delivery and installation plan, including any on-site installation and assembly requirements.

3.5. Delivery, Installation, and Documentation.

3.5.1 Delivery and Installation. The Contractor shall be responsible for equipment delivery at

Tinker AFB, OK 73145. The Contractor shall be responsible for offloading equipment and moving equipment to the installation area. The Contractor shall be responsible for all parts, labor, and materials necessary for and to fully complete the installation of the stands, and ensure that the completed system is fully functional for Performance Verification/Acceptance Testing.

3.5.2 Documentation. Contractor shall provide a full illustrated parts breakdown and a user’s manual for the stands upon delivery. If updates are required after delivery and assembly, the

Contractor will provide updated documentation within 10 days of delivery completion. All required media shall be provided in PDF format

4. GENERAL REQUIREMENTS

4.1. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7am-5pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the

CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government

POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

4.2. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction

(AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air

Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping

Procedure”. Publications are available digitally on e-Publishing website at www.epublishing.af.mil for downloading or ordering.

4.3. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide 5 copies of a typed or written report about the incident within 4 clock hours as follows:

• 1 copy to CO;

• 2 copies to the GPOC;

• 1 copy for UEC; and,

• 1 copy for record.

The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill

2.) Date and time of incident

3.) Location and source of spill

4.) Substance or pollutant spilled

5.) Amount spilled and rate of discharge

6.) Any damages or injuries involved

7.) Extent of area impacted

8.) Potential hazards

9.) Actions taken

10.) Organizations contacted

11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

4.4. Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

4.5. Foreign Object Damage (FOD) and Dropped Object Prevention: (SS) Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment

(AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph

9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the Government POC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

The Contract Manager shall provide written certification to the Government POC for each employee within 10 business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training.

The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the Government POC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the Government POC.

4.6. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.’

4.7. Visitors Pass: The Contractor shall contact the Government POC 7 business days before arriving on Tinker AFB in order to plan for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide 2 forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

4.8. Foreign Nationals: The Contractor shall notify the Government POC before sending a

Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

4.9. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government

Contract Administrator (CA) within 1 business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within 1 business day of damage to Government property or equipment during the execution of the contract.

4.10. Combating Trafficking in Persons: IAW DFARS PGI 222.17, the COR shall pursue, as appropriate, the following methods of monitoring the Contractor’s performance regarding trafficking in persons such that non-compliances with FAR clause 52.222-50 are brought to the immediate attention of the Contracting Officer:

a. Keep the lines of communication open with the Contractor. At the Post-Award conference, remind the Contractor of his contractual responsibilities to notify the government if the Contractor receives notification of any alleged violations to this policy or if actions have been taken against the Contractor employees, subcontractor’s or subcontractor employees pursuant to the clause.

b. When appropriate, encourage Contractor to complete Human Trafficking Awareness

Training.

c. Encourage the Contractor to take steps to investigate and eliminate slavery and human trafficking in their supply chains and to publish information for consumer awareness.

d. Periodically access the Department of State’s Trafficking in Person (TIP) website for updates and to view the latest reports. http://www.state.gov/g/tip

4.11. Speak up for safety: Safety surety is an integral part of our overall goal of establishing a world class safety and health program. Our “Speak Out for Safety” initiative ensures a partnership with contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety.

A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe an unsafe act. Events that present imminent danger to personnel or catastrophic damage to property we empower our employees to intercede to ensure continued safe operations.

4.12. Communicating Hazards Of Workplace (CHOW): Contractor’s onsite representative communicates all hazards being introduced to the worksite by the Contractor. This is accomplished prior to commencement of work and refreshed daily during performance, IAW Contractor’s Site

Safety Plan.

4.13. Safety and Health Plan: The Contractor shall be responsible for compliance with the OSHA

Public Law 91-596. The Contractor shall submit a Safety and Health Plan (SHP) and corresponding site safety checklist to the CO and the COR (see Appendix C).

4.14. Emergency Procedures: The Contractor personnel shall follow the direction of the

Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
