SUBJECT: SITE VISIT – CO2 Fire Suppression System Questions / Answers Solicitation #FA813225Q0009
1. 52.212-1(b) Instructions to Offerors – Submission of Quotes: Are Past Performance Questionnaires included as an evaluation factor?
ANSWER: No. Evaluation factors are listed in FAR 52.212-2 section 2.0, including technical acceptability and price.
2. CLINs 0002, 0004, 1002, 1004, 2002, 2004, 3002, 3004, 4002, 4004 Remedial Maintenance: Am I correct in interpreting these as allowances for the 200 or 400 hours?
ANSWER: No. The hours reflected in the description of each of these CLINs is estimated hours for each year. The Contractor is not entitled to the entire amount of these CLINs, but only in the amount approved by the Contracting Officer.
3. CLINs 0001, 1001, 2001, 3001, and 4001 include hydrostatic testing of cylinders.
Appendix B does not identify date of last hydrostatic test of cylinders. Please modify Appendix B to identify hydrostatic test date of each cylinder.
ANSWER: Appendix B shows the current status. The dates for hydrostatic test of this equipment is not available. Per the Performance Work Statement (PWS), they all need to be accomplished.
4. CLINS are identified as AMXG and CMXG but both descriptions include both Test Stands and Wheeled Fire Extinguishers. Please confirm AMXG CLINs are limited to Wheeled Extinguishers and CMXG CLINs are limited to Test Stand Fire Suppression Systems.
ANSWER: This is an accurate statement, and equipment can be found under Appendix A & B. The description under the CLINs is directly from the PWS.
5. Appendix A includes several Wheeled Extinguishers that are identified as “OUT of Service” Are these extinguishers to be included in the proposal?
ANSWER: Yes.
6. CLIN Yearly Totals: Are these to be limited to the Preventative Maintenance CLINS, or are they to include the Remedial Maintenance CLINS Also?
ANSWER: Yes. On the CSS, Total Price includes CLINs 0001, 0002, 0003, and 0004 respectively for each year.
7. Remedial Maintenance CLINs: Are these to be based on standard working hours (M-F 0700-1700), or after hours?
ANSWER: Contractors are to submit fully burdened labor rate for standard working hours. AMXG working hours are 0700-1700 M-F. CMXG working hours are 0700-1700 M-F.
8. 1.5.4 - The Contractor shall exchange 1 for 1 like CO2, NOVEC 2030, and FK-5-1-12 bottles and Wheeled Fire bottles to be refilled. Are exchange bottles and wheeled fire bottles to be taken from spare inventory of Government Furnished property, or Contractor Acquired Property? If exchange units are to be provided by contractor, please quantify quantities, sizes, and agent weights of spare inventory of cylinders to be provided by contractor
ANSWER: Exchange bottles will be GFP.
9. 1.21.1 - References NFPA 72 and NFPA-12. UFC 3-601-02 is NOT referenced in the PWS. NFPA-10 and NFPA-2001 are NOT referenced in the PWS. UFC 3-601-02 has less stringent intervals of Preventative Maintenance Inspections and Testing. Please confirm all Inspections, Testing, and Maintenance are to be performed in accordance with NFPA Standards 10, 12, 72, 2001 are to be followed with no deviations per UFC 3-601- 02.
ANSWER: Contractor shall be in compliance with NFPA 72 and NFPA 12 in accordance with (IAW) the Performance Work Statement (PWS) section 1.21.1.
10. Appendix A identifies Hours of Operation as Monday-Friday 0545-2230. May Test Stand Fire Suppression System Inspections be coordinated and performed during Hours of Operation, or shall these be scheduled outside of the Hours of Operations?
ANSWER: During Hours of Operation. Appendix A is updated to 0700-1700 only.
11. Site Survey identified several Test Stand Fire Suppression Systems that were either yellow tagged or out of service. Please confirm the Preventative Maintenance CLINs are to be based on all systems in operational order and the restoration of these systems to code compliance to be achieved with the Remedial Maintenance CLINs.
ANSWER: Preventative Maintenance (PM) is performing routine maintenance before failure occurs. Remedial Maintenance (RM) is the repair of equipment and systems to restore performance to the designed function. All systems on Appendix A&B shall be made operational.
12. Can the Bid Date be extended to one week after receipt of responses to all questions.
ANSWER: Quotes are extended to 19 March 2025 at 12:00 PM (noon) CST.
13. Given the understanding that quite a bit of service time will need to be budgeted in for service, repairs and maintenance, and several issues presented with unknown solutions, will you accept a reasonable projected and anticipated number of service hours with a cap?
In the event that a repair exceeds a reasonable expected number of hours and/or supplies, a separate quote can be created on a unique case by case basis? Or do you wish to have all "worst case scenario" covered in the total bid?
ANSWER: Contractor’s quote must include all work required IAW the Combined Synopsis/Solicitation (CSS) and all documentation posted to SAM.gov. Quotes must conform to the solicitation requirements.
14. Since the property is a government facility, can any of our qualified technicians work this job, either in primary, supporting or emergency roles, or can only Oklahoma licensed technicians work this job?
ANSWER: Qualified Licensed Technicians. Special requirements are listed in the
PWS.
