About this file
This is a Questions and Answers document for solicitation FA813224Q0005, addressing clarifications about hazmat recycling services for Air Force Materiel Command Air Force Sustainment Center. The contract requires contractors to transport and recycle industrial byproducts from OC-ALC operations, specifically metal treatment rework consisting of grinding dust and debris stored in drums at Building 808 on Tinker Air Force Base. The waste profile (02002P) contains metal grinding dust with potential hazards including water-reactive aluminum and various heavy metals such as barium, cadmium, antimony, chromium, copper, manganese, molybdenum, nickel, and zinc. Sample testing data from 2024 covering five different drums is available for contractor reference.
The Performance Work Statement mandates strict environmental compliance under the Resource Conservation and Recovery Act (RCRA) with a zero-landfill requirement, meaning all recycled materials must be diverted from landfills with verifiable documentation including weight tickets, certificates of recycling, and end-market information. This is the government's first contract acquisition for this service, and no previous contract award information is available. Contractors may provide their own Record of Movement templates or use manifests and Bills of Lading currently used by Building 808. Emergency response services on Tinker Air Force Base will be handled by Tinker Fire Department and Emergency Response, with contractors responsible for proper procedures during transit. The government does not disclose budgetary information or anticipate extending the solicitation closing date, and a separate contract already exists for waste disposal services.

Questions and Answers for FA813224Q0005
The answers were addressed by various Govt personnel and provided below. Therefore, they may seem fragmented.
WASTE in the Drums?
It is profiled 02002P (attached) Metal Treatment Rework – Grinding Dust & Debris. There are no D or F waste codes associated with this profile as labeled.
Because a lot of the drums come from a central vac, the hazardous contents could change some. The metal dust/shavings could change some and the debris is for small items vacuumed up during shop clean up.
Potential hazards include metal grinding dust, specifically water reactive aluminum but could also contain barium, cadmium, antimony, chromium, copper, manganese, molybdenum, nickel, and zinc.
Types of materials in various heavy metal dust and grinding debris. Attaching sample reports for reference. However, it’s important to note, each drum has possibility to be different depending on small variations in daily workload.
Types of materials included in the scope of this opportunity and advise whether analytical data or waste profile information is available?
There is sample testing from the drums that can be provided. We have 2024 test data from 5 different drums.
DISPOSAL As An Alternative to Recycling?
No, this is called out in the PWS, the big one is the Resource Conservation and recovery Act (RCRA),this calls for a zero landfill
Per the PWS sec 1.1 Scope and sec 1.2.2 Waste recycling and management:
1.1 Scope: The Contractor is responsible for ensuring all services provided under this contract are in accordance with (IAW) all terms, conditions, specifications, and regulatory requirements outlined in this Performance Work Statement (PWS) and all applicable federal, state, and local regulations. This includes, but is not limited to, Resource Conservation and recovery Act (RCRA), Department of Transportation (DOT), and Environmental protection Agency (EPA) regulation.
1.2.2 The Contractor must provide verifiable documentation demonstrating the recycling process and the final disposition of the recycled materials, ensuring 0% of recycled materials are sent to a landfill. This documentation shall include, but not be limited to, weight tickets, certificates of recycling, and end-market information.
Additionally, the Govt already has another contract in place for disposal of the waste.
PREVIOUS CONTRACT INFORMATION?
This requirement is the first time the Govt is acquiring via contract. Therefore, there is no previous contract award information.
LOCATION of the DRUMS?
BUDGETARY NUMBER for the SERVICE in 2026?
The Govt does not disclose this information.
Record of Movement (ROM) format provided by the government, or should the contractor supply its own template?
Building 808 has been using Manifests and/or Bills of Lading (BOL) that contractor provides
What will be the emergency response time, if any emergency services needed, or is this flexible for the contractor?
On Tinker, Tinker FD and Emergency Response will handle it. In transit, maintain proper procedure for calling in an emergency (911) and notify the proper personnel per procedure.
Extending the solicitation closing date?
At this time, the Govt does not anticipate extending the closing date.
More questions and answers may be addressed at a later date.
