(12) DESCRIPTION
a. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
b. The solicitation is issued as a request for quotation (RFQ).
c. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.
d. NAICS code: 562112 -- Hazardous Waste Collection Small business size standard: $47 million
e. Line items, quantities, unit of measure: See attached quote sheet.
f. Description of requirement: Services needed to transport and recycle OC-ALC byproducts from industrial processes to provide cost effective, environmentally friendly alternative. See attached Performance Work Statement (PWS).
g. Dates of Delivery: 23 Feb 26 – 22 Feb 27
h. Place of delivery and Acceptance Point: Tinker Air Force Base 73145
i. The following statements are included:
52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. Use quote sheet for the pricing and other required information 52.212-2 Commercial Products and Commercial Services, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Other factors shall be used to evaluate offers: Technical and Past Performance. After closing of this solicitation, the lowest three quotes will be evaluated by Contracting and by the Government’s subject matter experts (SME), Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.
Clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
