FA8126-15-Q-0210

Vendor Questions and Answers

1) QUESTION: Is it acceptable to use a non-environmental version of the BKW series parts? Specifically on the FMMP, Bulkhead Parts List, Item 5, shows part numberBKW3E301-0056, would it be acceptable to use a BKW3D301-0056?

2) QUESTION: Also, on the FMMP, Wraparound Plate, part number 05A070W301A87, item 1, could we use BKW4D301-0056 in place of what is shown?

ANSWER for QUESTIONS 1 and 2: The parts in question are Government Furnished Property (GFP). The GFP property should be used. There is no need to use an alternate part.

3) QUESTION: Can you provide the Government Furnished Property list? SOW section 3.1 states GFP is listed in Attachment #3 Appendix B, but the attachment #3 provided is for top level PWB requirements.

ANSWER: The Government Furnished Property list is provided in the solicitation. The document is SGFP-Atch3AppB-FMMPLRUITA-111015.xlsx

4) QUESTION: Where can we find mechanical design specifications/requirements of the ITA front panel? Only a rough sketch of its front view and finish requirement was provided.

ANSWER: The specification for the product is provided with the solicitation inside of the Statement of Work (SOW). The development and delivery of production level drawings is within the scope of the solicitation, paragraph 2.1.2.2.

5) QUESTION: Where can we find mechanical design specifications/requirements of the holding fixture, cooling fixture, extender cards and wrap around self test cards? SOW 2.2.3 lists these as the parts that constitute the ITA.

ANSWER: The specification for the product is provided with the solicitation inside of the SOW. The development and delivery of production level drawings is within the scope of the solicitation, paragraph 2.1.2.2.

6) QUESTION: Where can we find mechanical design specifications/requirements of the six ITA cables? Only wiring information and parts lists were provided.

ANSWER: The specification for the product is provided with the solicitation inside of the SOW. The development and delivery of production level drawings is within the scope of the solicitation, paragraph 2.1.2.2.

7) QUESTION: In reviewing the data my team ran across the following Northrop Grumman references we would like your assistance on obtaining/translating the data sheets 05A070W301A87 and BKW3E301-0056.

ANSWER: The BKW/05A connectors will be provided as GFP.

8) QUESTION: Is a VPC enclosure required, or can a vendor provide an enclosure of their own, as long as it meets the design criteria?

ANSWER: VPC enclosure is not required. Changes to the overall ITA shape should be requested through the Government.

9) QUESTION: Is there any asset information available? A general complexity, high, medium, or low would do. We would like to try and ballpark the complexity of the holding fixture. Also how is the air hose mated to the holding fixture? Is there a current design for the air hose? If so, is it available?

ANSWER: Complexity – The complexity is in the high end of the medium category, mostly due to the presence of the holding fixture and hardware required. The air hose from the VDATS B2 Augmentation Bay will mate onto a circular duct which bends 90 degrees and goes through the holding fixture into a set of oval-shaped slats on the UUT. The air hose itself is considered a part of the VDATS Augmentation bay. The contractor does not need to deliver the hose.

10) QUESTION: Specific to the FMMP_TPSHardwarepackage.xlsm spreadsheet, request clarification on the following worksheet tabs:

a.Mating Diagram worksheet: cell G8: should HF_JF read HF_J4?
b.W1 Cable worksheet:
i.cell B8: should P1_a read P2_a?
ii.cell B9: should P1_Z read P2_Z?
iii.cell B21: should P1_v read P2_v?
c.W2 Cable worksheet: cell B95: should P1_101 read P2_101?
d.W3 Cable worksheet:
i.cell B89: should P1_103 read P2_103?
ii.cell B92: should P1_113 read P2_113?
iii.cell B93: should P1_114 read P2_114?

ANSWER (for above worksheet tabs): Yes QUESTION e: W5 Cable worksheet: cell B12: should P1_40 read P2_40 or something else?

ANSWER: Leave this one as is. It is a wraparound to verify the correct cable is installed. W5P1_39 goes back to W5P1_40. W5P2_40 is a spare.

11) QUESTION: What are the lengths for each of the cable assemblies?

ANSWER: Cable lengths are 48”

12) QUESTION: What are the dimensions and weight of the UUT?

ANSWER: Length: 12.75” Width: 8.79” Height: 7.02” Weight: 34 pounds

13) QUESTION: Are there any dimensional requirements for the “holding fixture?

ANSWER: Dimensions will have mostly to do with locking the UUT in place and with forced air requirements. See previous holding fixture design as a reference only provided as a secure attachment to this solicitation – not to be used for exact dimensions. The air is provided through a hose connection. The contractor does not need to provide the hose or the fan to force the air. The holding fixture will channel the air from the hose into slats on the ARINC connector side of the LRU.

14) QUESTION: Should unused connector positions be filled with contacts or plastic filler plugs?

ANSWER: Populate all positions with contacts.

15) QUESTION: Is the pin-out diagram for the VDATS Virginia Panel receiver available?

ANSWER: Yes, see Backplane Assembly drawing as a reference only provided as a secure attachment to this solicitation – not to be used for exact dimensions.

16) QUESTION: Are contractor-developed software deliverables required for this TPS? If so, what development environments are required for delivered code?

ANSWER: No, there are no software deliverables.

17) QUESTION: On Page 4 of the solicitation for the above referenced solicitation it shows the delivery requirements to be as follows:

CLIN 0001 110 Days ADC Qty 1 CLIN 0002 30 Days ADC Qty 2 We feel this might be an error as it reads that the 2 copies will be delivered within 30 after delivery of contract and the prototype will be delivered within 110 days after delivery of contract.

Please reconsider the 30 days requirement on the copies as it would not be prudent on the contractors part to order materials for all 3 copies not knowing if the FA will be approved as designed.

ANSWER: Due to system limitations within the Government contract writing system, the delivery requires further clarification. The delivery is as follows;

CLIN 0001110 Days ADCQty 1
CLIN 000230 Days after final technical data package approvalQty 2

The Government does not anticipate the changes to be such that the contractor could not order parts ahead of time for all three copies.

18) QUESTION: We would like to confirm that the part referred to in the Excel spreadsheet as two different items is in fact the same item. On tab ITA Parts List {line 44) it is referred to as a FMMP Bulkhead and on the tab, Mating Diagram, it is referred to as a holding fixture? Are these both the same part?

ANSWER: Yes.

19) QUESTIONS: Does the USG expect the contractor to perform EMC/EMI testing or can this be done by design analysis? If testing is required, as required by MIL-STD-461F, it is our belief to actually test it the unit has to be operated, that would actually require a VDATS which is not included as GFE.

ANSWER: EMC/EMI testing is accomplished through design analysis and is not physically verified after construction. No VDATS will be provided to the contractor.

20) QUESTIONS: In order to design properly we will need to know what type of signals are expected to be transmitted through the ITA. For sure there are 1553 bus signals but if there are other radio frequencies etc. we would need to know signal rates, frequencies, and other applicable parameters. Can the USG provide a description of the signals to be used?

ANSWER: The Uni-Directional ITA WL tab in the provided Excel file shows location, routing, and/or bundling information on required paths. The Device column gives a short description of the purpose of the pins in that section.

21) QUESTION: Are there any anticipated cooling requirements for the ITA?

ANSWER: No cooling requirements for the main ITA itself. For the FMMP requirements, see the slats on the Holding Fixture drawing example (to be used as a reference only, not as a design specification). The forced air and hose is provided by a blower as part of the VDATS Augmentation Bay and is not required from the contractor. The contractor is required to provide a connection point for the hose and a means to channel the air to the UUT.

22) QUESTION: In the parts list tab of the Excel spreadsheet, under the ITA the USG lists circuit card Al and the 18 resistors that go on it and then another table with the parts breakout for the A1 and it has 14 different resistors, are these 2 different A1s or can they be put on the same board?

ANSWER: There are two boards – an A2 load board (mistakenly called A1 in some places) with 14 resistors, and a terminal strip with 18 resistors that are higher power (10W). More information to follow.

23) QUESTION: On the spreadsheet, FMMP TPSHardwarePackage.xslm, the Self-Test Loop Around Schematic tab has a wire list which references J1 but the Mating Diagram tab shows the wraparound plate with P1 and J5. Are we to assume the schematic titled Self-Test Loop Around is the electrical diagram for the wraparound plate and is the connection the same and merely an error in the spreadsheet?

ANSWER: J5 is on the Holding fixture and mates to P1 of the Wraparound/Loop-Around fixture. Wraparound Plate/Fixture and Self-Test Loop-Around reference the same hardware, yes.

24) QUESTION: Is there a min/max length for the associated cabling? Our anticipated length is 5ft. Does the USG have a preferred or not to exceed length for the interface cables?

ANSWER: Cable lengths are 48”.

25) QUESTION: Is a thermal analysis required for the holding fixture or does the USG assume the Air Blower is sufficient for the necessary components?

ANSWER: As mentioned earlier, the blower and hose are provided by the VDATS Augmentation Bay. The contractor does not need to account for cooling other components.

26) QUESTION: I request that item 1, which is listed as FFP on page 3 of the solicitation, be changed to CPFF as the item relates to the development of a prototype (as opposed to Item 2 which relates to production copies).

ANSWER: This is a firm-fixed price contract.

27) QUESTION: It is stated that the contractor only has 30 days to deliver the final ITA after USG acceptance of the TDP. Will additional days be added if there is an excessive number of changes or substantial design changes?

ANSWER: The design changes should be incorporated prior to the approval of the TDP by the Government. The timing of the update to the TDP is addressed in CDRL A001.

28) QUESTION: GFP is laid out in attachment 3 which is entitled "Scheduled Government Furnished Property" and in excel spreadsheet SGFP-Atch3ApppB-FMMPLRUITA-111015.xlsx Section 3 of the Statement of Work provides extensive discussion of government property. When would the GFE be provided by the government?

ANSWER: The Government will provide the GFP after award.

29) QUESTION: We request authorization for early and partial delivery as required?

ANSWER: No early or partial delivery is authorized. Deliver to the schedule provided in the solicitation/award.
