STATEMENT OF WORK
(SOW)
566 MAINTENANCE E-3 WORK STAND SET
TINKER AIR FORCE BASE, OKLAHOMA
STATEMENT OF WORK #: MXDEC – SOW
6 February 2019
1. INTRODUCTION
The Aircraft Maintenance Group (AMXG) requires the fabrication, delivery and assembly of three (3) set comprehensive modular E3 silhouette maintenance work stand set for use in the aircraft repair docks in Building 2136, at Tinker Air Force Base, Oklahoma. Contractor shall provide a complete turn-key on-site application, fabrication, inspection, testing, documentation, training, delivery, tools, equipment installation, work stand assembly, labor and other incidentals necessary to provide such work stand set in accordance with this Statement of Work (SOW), Specification MXDEC-SOW, attachments and supporting data as provided by the government.
Silhouette stands are work platforms (also referred to as work stands, work stand sets, or stand sets) used in maintenance docks to surround the aircraft for personnel access during Programmed Depot Maintenance (PDM) operations. An E3 Maintenance Work Stand Set consists of stairways, work platforms, auxiliary step platforms and ladders.
Each set provides lighting, compressed shop air and electric supply outlets for operations to be worked below the work stand sections, on the work platform level and on top of the aircraft back and wings. The work stand set provides access to the aircraft work areas for all of the skills needed to perform their operations while serving as fall protection.
1.1. Problem Statement
Currently there is a need for a state-of-the-art, comprehensive modular work stand set to be fabricated to use with the other work stand sets for the E3 aircraft. New work stands that provide Lean process improvement, ergonomics, ISO compliance, ease and speed of set-up, utility distribution, easy connectivity, height adjustments, generic modular design, tool placement, or general flexibility to support the new materials, processes or technology; or for requirements specific to exterior and interior maintenance activities around the aircraft.
1.2. Scope
The contractor shall provide fabrication, delivery, assembly and purchase of a comprehensive modular E3 maintenance work stand set for use in aircraft docks of Building 2136 similar to existing stands. The work stand set is to facilitate one aircraft dock and be capable of being moved and used in any of the other aircraft docks in Building 2136. Contractor shall provide complete fabrication, inspection, testing, documentation, training, delivery, tools, installation/assembly, labor and other incidentals necessary to make the work stand set operational and usable.
The new stands shall allow worker access to the nose of the aircraft, forward entry door, flight deck windows, cheeks, RFD, any antennas forward of BS 400 on top of the E3 and access to the pig pens that run along the backbone of the E3. To minimize weight and facilitate the movement of the stands in the docks, the new stands shall made of aluminum material unless the component is a COTS item. The stands shall be height adjustable to allow for varying height of the aircraft, while maintaining stability. The various working surfaces levels shall be accessed via stairways the meet OSHA standards. The stands shall have means to minimize gaps between the working surface and the aircraft. Stand sections shall be designed to fit together with minimal gaps and have means of keeping sections locked together. All exposed edges when set up shall be protected by guardrails, with certain railings being removable/collapsible to allow forklifts or hoists to raise equipment to working surfaces. In areas where guardrails can be removed/collapsible, there shall be anchor points for the use of full body harnesses and 6ft lanyards in a fall restraint application. Stands shall be painted and weatherproofed and have instructions on any preparations to be stored outside. Stands shall be chemical resistant to oil and solvents. The stands shall have integrated air and electrical connections that allow building compressed air and electrical supply to be connected and accessed throughout the working areas of the stands, with proper labeling and warning signs. The stands shall have durable, corrosion resistant, shock absorbing casters that to be used on smooth and rough concrete, indoors and outdoors.
The casters and stabilizing jacks shall be designed such that the stand can be moved when the stands are adjusted at any height. The stands shall have the means to be towed by vehicles outdoors, across rough concrete. The stands shall have all hardware recessed, including electrical and air lines, to prevent damage from collision. Reflective markings shall be attached to stands to increase visibility of the stands’ extents in low light conditions. There shall be appropriate warning signs attached in easy to see areas.
Stands shall have unique part numbers with descriptive, durable nameplate. Stands shall have means of electrical grounding.
The Government will be provided current owner manuals and specifications for new work stands. The proposed work stand set will meet as a minimum the requirements of Specification MXDEC-SOW. The contractor shall also provide one (1) motorized units to assist in maneuvering the work stands into position around the aircraft. The stand shall have attachments/mounting points that allow the use the motorized units. This unit must be equivalent to the existing Cart Caddy’s’ (see Appendix A) that are in use today.
The Contractor will need to field verify all dimensions before manufacturing. The Contractor shall provide a complete set of commercial drawings and manuals. Stands shall be AFI91-203, Air Force Consolidated Occupational Safety Instruction and CFT standard compliant. This work stand set purchased shall be assembled on-site and accepted by the government. The contractor shall be ISO 9000 compliant.
1.3. Impact Statement
The current stands have many fall gaps between the aircraft and the stands, which allow workers to fall to lower levels, greater than 4’. Some of these are due to the design of the stand, though many of them are due to incorrect placement of the stands in relation to other stands and the aircraft. Additionally, if current stands fail, E3 production operation will be at diminished capacity or work stoppage. In addition, the E3 aircraft maintenance operation will experience safety, ISO, production, engineering, and maintenance worker problems. Exposure to worn out stands, from lack of maintenance due to constant use and inability to remove from service can cause low productivity, this in addition to possible Foreign Object Damage (FOD) when the stands are moved in and out to different docks.
