3) Height Adjustability Range, how many inches?

30” travel, Heights shown in Appendix A in SOW

4) Decking surface, is a non-slip required?

Flooring required to be non-slip.

5) Are the stands to be placed at the same height relative to the aircraft at all times? In the SOW it states that height adjustability is required. If the stands are not always placed in the same height relative to the aircraft it could cause gaps between the stand and aircraft due to the curvature of the aircraft. It was not mentioned in the SOW that slide out planks or deck sliders are required to help fill these gaps. Can you please confirm that the stands will always be placed in the same location/height relative to the aircraft? Can you please confirm that deck sliders are not required?

The stands will be set at the same height on the aircraft at all times. Adjustable deck sliders are required.

49) There are several occasions within the Statement of Work, including Section 1, where “Specification” is refered to. Specification connected to the Statemnet of Work # MXDEC- SOW?

Removed redundant references

50) The SOW states, “each set provides lighting”. During the site visit, the local users said that stand lighting was not needed. Additionally, they clarified that if lighting was needed, it was better that they use a local lighting source like a portable drop. Based on the local user’s input, should the lighting requirement be removed? If lighting is still required, please clarify lighting type, locations, total quantity, required lumens, and area classifications.

Lighting requirement removed from SOW.

51) The SOW states, “Each set provides … and on top of the aircraft back and wings”. Can you clarify which areas on top of the aircraft and which areas of the wings the stand set is to provide coverage?

We were not shown wing stands during the site walk.

Area coverage fixed in SOW

52) The SOW states, “new stands shall be made of aluminum materials unless the component is a COTS item”. It was observed that the existing stands used wood as a platform walking surface material.

Wood does not meet the material requirement nor is wood self-draining and can result in pooling. Is wood an allowable material for walking surfaces?

Material requirements updated in SOW. Decking material must be metal, self-draining, slip proof, and allow toolboxes and other equipment with casters to roll freely.

53) The SOW states, “the stands shall be height adjustable…..”. While attending the site visit, it was noted that the current stand sets used manually adjusted stabilizer jacks as a means to adjust the height of the stands. This multiple location manual height adjustment resulted in the stand set being uneven (multiple elevations). Additionally, a nearly 3-inch tall trip hazard existed between walking surfaces from stand to stand.

Associated questions are:

a) Does the Government want this same multiple-jack manual height adjustment deign or replace it with a design where all the height adjustment jacks are linked together creating a uniform, compressed air driven height adjustment design as observed on the near-by E3 rotodome stand?

Pneumatic system. Each section will share same hangar air supply, but be independently controlled

b) What is the required height range?

Working heights shown in Appendix A in SOW.

54) The SOW states, “the stands shall have a means to minimize gaps between the working surface and the aircraft”. It was observed that the existing stand set had rigid edges along the aircraft that were protected with bumper material, but no gap adjustment was seen.

Questions are:

a) What is the maximum allowable gap between the stands and the aircraft?

All gaps between stand and aircraft and between stands to be kept less than 1” once stands are set up fully (sliders and guardrails fully extended to aircraft).

b) Is a rigid stand edge allowable? It was noted that the near-by E3 Rotodome stand had individual manual adjusted sliders to minimize that gap between the stand and the aircraft, after the stand was in position, is this what the Government is seeking?

Adjustable deck sliders required

55) The SOW states, “The stands shall have integrated air and electrical connections….”

Questions are:

a) What is the electrical classification?

NEMA 3R

b) What is the electrical outlet requirement type?

c) Is apanelboard required for stand set circuit protection?

Yes, Electrical details shown in Appendix A in SOW.

d) Are the compressed air connections for air operated tools? 7E) Does the compressed air line require lubrication?

Yes

e) Does the compressed air line require lubrication?

Lubrication only needed for pneumatic height adjustment mechanism

56) The SOW states, “have means of keeping the sections locked together”. It was observed that the existing nose and cheek stands were not locked together because their interactive heights can vary during the production cycle. Also, the existing left-side and right-side nose stands were not locked together because it was difficult to position them close enough together. Can the government please clarify the need to lock the sections together?

Each stand section must have a mechanism between them to prevent movement between each other and to ensure the placement is correct. The nose stands should be locked together at the same height. The nose and cheek stands should be locked independent of the height between them.

57) The SOW states, “The contractor shall also provide one (1) motorized unit…..” During a discussion with the local users, a user stated that the light weight of the nose stand set allows for manual hand movement of the stands, and that a motorized unit as requested in the SOW would not be needed or used. Does the Government still want a motorized unit?

Requirement Removed from SOW.

58) The SOW states, “Work stand shall be…..interchangeable with existing work stands”. Are the new nose stand sections to be intermixed with the old nose stand sections?

Not required to connect/match with old stands. Requirement removed in SOW.

59) Can there be some steel base support structure as seen on the existing work stand set?

Yes, material requirements updated in SOW.

60) The existing work stand set’s main access stairs are rigid with a rigid, manually adjusted step section. This design results in an awkward transition between stair sections. Does the government want this same access stair design or does the government want an access stair design that automatically and uniformly adjusts the step heights as the stand height changes?

Automatic adjusting stairs is preferable.

61) Do the casters require full-face contact brakes and directional locks?

Yes, 90 deg locking to allow stands to move parallel or perpendicularly to aircraft centerline, wheel brake required.

62) Can aluminum structure, stairs, walking surfaces and guardrails be unpainted like the current stand sets?

No, all of the structure must be powder coating that will protect stand from Oklahoma weather (extreme heat and cold, severe winds and rain, ice) over 15 year lifespan with up to 20% time outside. Must be resistant to oils, greases, sealants and fuel being tracked onto stands while maintaining slip resistance.

63) Since this is a small business set-aside, will measurable milestone payments be allowed?

Yes

64) There is a delivery date but no award date. Is there an award date?

65) Per the SOW the stands should be configured with jacking casters to facilitate movement of the stands at any elevation. The statement of work also specifies the use of shock absorbing asters. These types of casters typically are a sprung/suspension type design, which permits the carriage& wheel to actuate absorbing shocks during transportation over moderately long distances. It is not recommended that these be fitted to the jacks, as they would introduce unnecessary movement to the structure. Is this the government’s intent?

Shock absorbing caster requirement removed

66) Decking material is not specified, recommend specifying an aluminum dimpled material to provide good traction under foot and perforated to permit permeation of fire suppression media in line with base Fire protocol.

Decking material must be metal, self-draining, slip proof, and allow toolboxes and other equipment with casters to roll freely.

67) Can dimensional drawings of the aircraft be provided to include station lines and water lines?

68) Can the government define minimum and maximum design heights for each deck level?

Working heights shown in Appendix A in SOW.

69) Will the same amount of vertical adjustment be required for both the nose and fwd. fuselage modules?

Yes, heights shown in Appendix A in SOW.

70) In order to minimize gaps between stands and aircraft fuselage will the government consider specifying infinitely adjustable sliding deck sections?

A. Adjustable deck sliders required B. Q. Please indicate if tool-less removable guardrails are required and if so, in what area?

A. Yes, removable guardrails shown in Appendix A in SOW.

71) Should the bid proposal consider removal and decommissioning of existing stands?

No

72) Will stand design need to consider the use of toolboxes or CTK’s on the deck? If so please indicate approximate size, mass preferred locations.

Toolboxes and additional equipment will need to be stored on the stands. The predicted loads are shown in Appendix A in SOW.

73) Can the government please indicate locations of main air and electrical feeds to the stands?

Electrical and air connections shown in Appendix A in SOW.

74) Is it desirable to have the crown access and drawbridge structure have some vertical adjustment, is so how much vertical adjustment would be desirable?

No, working heights shown in Appendix A in SOW.

75) Please confirm that the nose modules is intended to adjust up and down independently of the forward fuselage (cheek) modules.

Yes, nose and cheek stands move independently

76) Is it possible to get reference pictures of the existing stand, preferably in context
