THIRD:
The answer on Question #5 in Amendment 4 Q&A is hereby changed as follows:
“5. Q: Page 12 RFP “Contractor shall propose the following:” The CLIN for the T&M requires estimates of hours for courseware development. What basis are we to use to develop an estimate of these hours for this CLIN?” Ref. Amendment 4, Q&A
FROM:
A: I did not include an estimate for hours on this CLIN because it depends on how your company proposes to accomplish the work. For example: For every labor category you propose, do you anticipate a full-time employee or part-time employee? You would propose the hours as applicable to each labor category you proposed.
TO:
A: Estimated hours are hereby included. An estimate of 1880 hours per labor category referenced in CLIN 0002 is hereby incorporated into the solicitation. Labor category & estimated hours in CLIN 0002 are the same for the option years.
FOURTH: Questions were received from industry. Questions and answers are hereby incorporated as follows:
1. Q: Should we provide labor category descriptions for each category proposed?
A: If you propose additional labor categories than those described for the TEP in
CLIN 0002, then, YES, please describe the labor category as clearly as possible.
2. Q: Page 31 RFP para. (a) “However, the small business size standard for a concern which submits and offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.” Is this small business size alternative applicable to this contract?
A: No. This is not manufacturing. This is a service contract. Please refer to block
10.
3. Q: In the RFP pg 34, subfactor 1c Demonstrate experience with IMPRESSA. Is this system used at Tinker and is there a course in the PWS that correlates to this system?
A: The system is not currently being utilized at TAFB; however, IMPRESSA may be a requirement from Headquarters in the future.
4. Q: Page 54 RFP para (b) “Representations” Is there a representation for a minority-owned small business?
A: Small Disadvantage Business is a minority-owned small business per our Small
Business Office; however, to answer your question better, please refer to the Small
Business Office at 405-739-2604.
5. Q: Page 59 RFP para H.X.X. BASE SUPPORT Does “Base Support” include furnishing the training materials and equipment at the contractor facility within 20 miles of Tinker AFB?
A: It is a rare occasion when the government does not have on-base space available to host a mandatory meeting or stand-up training. Should space be required for training, it would not be computer-aided training, as we have found for security reasons, we cannot get through the firewall. In those instances, the government would provide the training material. Equipment, such as computers, will not be provided.
6. Q: Page 7 RFP Table 2.6 – “Proposal Organization”- Can we have an appendix to Subfactor I for the resume and other general information or should we include this information in the Narrative Proposal?
I basically want to know if we can use an appendix for our resumes versus embedding them in the proposal?
A: Resumes are not included in the page limit of 32 for Technical Capability.
However there is a page limit of 4 per resume submitted. Although I prefer the order described in the Instructions, a proposal may be submitted out of order as long as it’s annotated on the Table of Contents pages and easy for me to find and count. To answer your question, you may submit in an Appendix.
7. Q: Paragraph 1.22 of the PWS for solicitation FA8125-12-R-0008, states there will be a 30 day phase in-period. During the phase-in period it states the contractor will be allowed (after coordination with the COTR and incumbent contractor) to interview the incumbent workforce. This is consistent with Presidential Executive Order 13495 dated January 2009; Subject Non-Displacement of Qualified Workers Under Service Contracts. The Executive Order requires the successor contractor to offer qualified and customer acceptable incumbent employees the right of first refusal prior to hiring anyone else for the contract.
My question is: The solicitation requires very comprehensive redacted resumes be submitted with the proposal which appears to be in direct conflict with the actions proposed/required during the phase-in period. Most contractors would like to comply with the Presidential Executive Order and hire the incumbent employees; however, by requiring submittal of resumes, Offerors could be locked in to employing those for whom the resumes are submitted, thus negating our ability and desire to comply with the Executive Order. We respectively request either the requirement for redacted resumes be deleted from the proposal and a requirement added that states resumes may be submitted to the contracting officer for approval prior to the end of the phase-in period. This change would be consistent with the PWS, allow contractors a chance to comply with Executive Order 13495 and gives everyone the same advantage as far as hiring incumbent personnel. Another option is to have prospective bidders a chance to interview incumbent personnel prior to proposal due date.
A: Resumes are still required to meet the requirements in the evaluation criteria.
However, I will replace the requirement to submit all resumes. Contractors may only submit key personnel IAW CLIN 0002 labor categories provided within this document. The government considers everyone except contract program manager and administrative assistant as KEY personnel. If the personnel proposed do not accept the position after contract-award; the contractor is responsible for providing the same level of expertise in place of the personnel approved by the government in the proposal. The resume of the new personnel shall be provided to the government for their review and concurrence.
8. Q: In RFP Page 9, Section 3.2.5 requiring a resume for ALL personnel proposed for this contract.
The last solicitation just required resumes for the key personnel, not all personnel.
Is there any way to lift the requirement for all personnel to have a resume at proposal submission?
A: For the reasons described above, the requirement to submit resumes will not be removed. However, the requirement to submit resumes for all personnel is removed and only key personnel IAW CLIN 0002 may be provided.
9. Q: should we provide a Basis of Estimate/Price that explains how the prices for all products and services were derived?
A: I recommend providing only prices that government asks for in the RFP. Any additional pricing is not required.
FIFTH: Addendum to 52.212-1 Section 3.2.5 in RFP is hereby changed as follows:
FROM:
3.2.5 Resumes
Sanitized or redacted resumes shall annotate availability, qualifications, experience and training of personnel to perform and how the individual meets the requirements of the PWS. A resume must be submitted for all personnel proposed for this contract. Each resume shall annotate the proposed labor category the candidate fulfills. If more than one candidate is proposed for the same position, the above required documentation and individual resumes shall indicate which candidate is the primary and alternate choice. All primary and alternate resumes must be found acceptable to yield an overall acceptable rating. Each resume shall include employment history dates, including month and year for each employer and the total period for each employer. Each resume shall not exceed four pages.

SIXTH: RFP clause 52.212-2 Factor 2 Cost/Price Paragraph as annotated below is changed as follows:
FROM:
CLIN 0002 for Courseware Development services will be calculated by taking the proposed labor-hour rate and multiplying it to the proposed labor category hours.
Contractors shall propose the labor categories, the number of personnel per labor category, the estimated labor hours per position, and labor-hour rates. This cost break-out is required for each year.
TO:
CLIN 0002 for Courseware Development services will be calculated by taking the proposed labor-hour rate and multiplying it to the estimated hours. Contractors may propose labor categories if contractor desires other categories than those required for the TEP. The contractor shall propose labor-hour rates for each category listed in CLIN 0002 and any additional category proposed. Only the labor hour rates in
CLIN 0002 tables will be evaluated in the TEP. This cost break-out is required for each year.
If anyone has submitted a question and have not seen it in an Amendment, please notify me at Maisie.Raju@tinker.af.mil immediately.
EACH AMENDMENT MUST BE ACKNOWLEDGED BY THE CONTRACTOR IN
THEIR PROPOSAL. LAST DAY TO SUBMIT QUESTIONS IS 10 APR 12.
