Title: Courseware Development & Training Services
Subject: RFP FA8125-12-R-0008
Date: 29 Mar 2012
FIRST: Period of Performance is hereby changed as follows:
FROM
Base Year 1 May 12 – 30 Apr 13
Option I 1 May 13 – 30 Apr 14
Option II 1 May 14 – 30 Apr 15
TO
Base Year 1 Jun 12 – 30 May 13
Option I 1 Jun 13 – 30 May 14
Option II 1 Jun 14 – 30 May 15
SECOND: Proposal due date is hereby changed as follows:
FROM: 6 Apr 2012 at 2:30PM CST
TO: 13 Apr 2012 at 2:30PM CST
THIRD: Questions were received from industry. Questions and answers are hereby incorporated as follows:
RFP Questions
1. QUESTION: Page 7 RFP Table 2.6 – “Proposal Organization” Is the Volume II page count 32 pages or 44 including the 12 pages of the Recruitment and Retention Plan?
ANSWER: The 12 page-count Recruitment & Retention Plan is included in the 32-count Technical Capability proposal. In other words, The Narrative Proposal could be up to 22 pages if you have a 12 page R&R Plan. If your R&R plan is less than 12 pages, then your Narrative could be more than 22 pages. Total shall not exceed 32 pages.
2. Q: Page 9 RFP para. 2.6.10 – Statement made “Proposals may also be emailed electronically to…” Does this mean an email version based on the submittal requirements can be provided in lieu of hard copies and CD copies?
A: Yes. As long as I receive everything in email, this can be done instead of hard/CD copies. I recommend putting a delivery receipt to your email if you choose this method.
3. Q: Page 9 RFP para. 2.6.10 – Statement made “Proposals may also be emailed electronically to…” Can electronically submitted proposals also be transmitted in
PDF, (except for the Price proposal which can be in MS Word and Excel 97 if formulas are required for review)?
A: Proposals may be submitted in PDF document.
4. Q: Page 9 RFP para 3.0 - How is section “3.2.1 General” different from section
“3.2.4 Narrative Proposal”? What additional information is intended for the “General” section?
A: No additional information is intended for section 3.2.1 General.
5. Q: Page 12 RFP “Contractor shall propose the following:” The CLIN for the T&M requires estimates of hours for courseware development. What basis are we to use to develop an estimate of these hours for this CLIN?
A: I did not include an estimate for hours on this CLIN because it depends on how your company proposes to accomplish the work. For example: For every labor category you propose, do you anticipate a full-time employee or part-time employee? You would propose the hours as applicable to each labor category you proposed.
6. Q: Page 15 RFP “Price proposal for travel is not required by this solicitation.” Does this indicate we would submit the government estimate of $8,577.80 for Item No
0005, $8,578.00 for Item No 1005, and $8,578.00 for Item No 2005 and no ODC’s for travel?
A: If you provide a proposal for Travel beyond the estimate provided, I am required to evaluate that cost. That cost will be included in the overall Total Evaluated Price.
However, to answer your question more simply, you could submit the government estimate. It is T&M; therefore, travel is reimbursed at cost.
7. Q: Page 31 RFP para. (a) “However, the small business size standard for a concern which submits and offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.” Is this small business size alternative applicable to this contract?
A: Answer will be provided in the next amendment.
8. Q: Page 36 RFP para. (b) “The 6-month extension will be evaluated by dividing the last Option Year price in half and adding the quotient to the total price proposed.” To clarify, submission price would not include the 6 month extension option the government will calculate based on Option Year 2 and add to the submitted price for the total TEP price?
A: I actually prefer the contractor quote the 6-month option; however, I didn’t clearly state that in the RFP so it is not required. However, I will do if I don’t see it in the price proposal.
9. Q: Page 51 RFP para 52.216-19 (b) What type of materials are being referenced as part of the 32 ea and would the material be an ODC which has to be priced?
A: This clause applies to services also. The unit of each is in reference classes.
Example: The contractor should not receive a task order in the amount of 32 classes to develop of teach. That is the maximum ordering limit.
10. Q: Page 54 RFP para (b) “Representations” Is there a representation for a minority-owned small business?
A: Small Disadvantage Business is a minority-owned small business per our Small
Business Office; however, to answer your question better, please refer to the Small
Business Office at 405-739-2604.
A: Answer will be provided in the next amendment.
11. Q: Page 56 RFP para 52.222-42 “Table” Does the number of positions equate to the number of positions required for the contract CLIN 0001, 1001, and 2001?
A: Information described in referenced clause is for informational purposes. The information provided is an estimate of labor we need. The contractor shall propose any category they want & number of positions they want. The technical evaluators will evaluate the proposed categories to determine if it meets the needs of the PWS.
Proposed wages cannot be proposed less than the Wage Determination.
12. Q: Page 59 RFP para H.X.X. BASE SUPPORT Does “Base Support” include furnishing the training materials and equipment at the contractor facility within 20 miles of Tinker AFB?
A: Answer will be provided in the next amendment.
PWS Questions
1. Q: Page 4 – Page 6 Table 1.1 How many times is each course in PWS Table 1.1 taught each year? Which courses are taught concurrently?
A: The number of times each course is taught varies with the number of new hires.
TAA for Mechanics is the most frequently taught class having been instructed 3-5 times per month in the last 12 months. None of the courses are taught concurrently.
Q: Page 4 – Page 6 Table 1.1 Can the government provide access and the link to the
Air Force Materiel Command Education and Training Management System (ETMS)?
A: No because of security reasons. A CAC card is required to access government systems. See PWS Para 1. 6.2.
2. Q: Page 8 PWS para. 1.2.1.7 “Contractor shall arrange for and provide training facilities…” On average, how often has the need to use an offsite facility for training classes been required per year?
A: Off-base facilities have not been required in the last six years.
3. Q: Page 14 PWS para. 1.4.3.2 Are all proposed instructor required to be block certified in all systems to be trained within the 30 day phase-in at contract expense or just have the “three years of verifiable experience…” only?
A: Collectively, Contractor instructors MUST have experience on 8 of the 11 systems and that experience must consist of three years within the last five years, and possess the abilities necessary to manage an organized classroom learning environment, plan and prepare courseware, develop ISD compliant courseware and meet one of the criteria certifying they are experienced instructing adults.
4. Q: Page 14 PWS para. 1.4.3.2 subsection 3. “…American Society of Training and
Development (ASTD) certification…” Does a Bachelor Degree in Education meet equivalent certification requirement?
A: Yes, the Bachelors Degree in Education includes some Adult Learning.
5. Q: Page 18 PWS para 1.9.4 bullet 2. “Swing Shift: 1500-2200” Will shift differential be applicable for those instructors working the Swing Shift?
A: No. Swing Shift classes are rarely offered.
6. Q: Page 26 PWS para. 3.2.1 Shared Work Center Space states, “Shared Property of the Government includes Work Center Space of approximately 543 square feet in
Building 2122.” How many contractor/instructor work spaces are provided in
Building 2122?
A: 9
7. Q: Attachment A-1 through A-3 Can the government provide the dates for each course to be conducted in 2012, 2013, and 2014?
A: No, because we allow the 76 MXW customer to drive the training schedule and we cannot tell you what their requests will be in the out-years.
8. Q: Per Paragraph 1.4.3.2 in the PWS it is the proposed contractor personnel who must have the experience with the specified systems – correct? In other words the contractor must propose instructors/trainers who have experience with the specific systems?
A: Yes
Another Amendment is forthcoming. Please watch for Amendment 5 on Apr 2, 2012.
EACH AMENDMENT MUST BE ACKNOWLEDGED BY THE CONTRACTOR IN
THEIR PROPOSAL. LAST DAY TO SUBMIT QUESTIONS IS 4 APR 12.
