Section L, Table 2.3 - See corrections to Table 2.3 in revised Section L attached to this amendment. Paragraphs 2.2.1 and 2.2.2 used in this table should have been 2.3.1 and 2.3.2

Section L, Paragraph 2.7 - The Contracting Officer and contact information has been updated.

Section L, Paragraph 3.2.5. Subfactor Three: Small Business Participation, SB Plan Format, second sub paragraph. Inserted the following sentence, "The Small Business Subcontracting Plan shall be submitted as an attachment and does not count toward the 40 page limit.

There is no page limit for that attachment."

Section L, Paragraph 6.1.4 - Replace paragraph with "6.1.4. Representations, Certifications, and other Statements of Offerors (Section K) The Offeror shall complete the annual representations and certification electronically via the System for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/. After reviewing the SAM database information, the Offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.204-8, Offeror Representations and Certification

- Annual Representations and Certifications are correct."

Section M, Paragraph 2.2.1 - Added at the bottom "Note: The Government intends to limit each offeror to one live demonstration. Revised Section L; Paragraph 3.2.5. Subfactor Three: Small Business Participation

SB Plan Format Large businesses must submit both a Small Business Participation Plan (dollars expressed in total contract value) and a Small Business Subcontracting Plan (dollars expressed in subcontracted dollars). Large businesses will not be eligible for award if they fail to submit an acceptable Subcontracting Plan. The Subcontracting Plan shall reflect and be consistent with the commitments offered in the SB Participation Plan.

Question 2: Offerors’ DCMA approved Small Business Subcontracting Plans, generally exceed 20 pages. Can offerors include their DCMA approved Small Business Subcontracting plan as an Attachment to Volume I Technical with an unlimited page count as in the previous solicitation? The Subcontracting Plan is only a requirement for Large businesses; allowing the Small Business Subcontracting Plan to be an attachment ensures both Large and Small businesses have the same allotted pages for technical response.
