1. Section L paragraph Table 2.3 page 4 corrected "SF1449" to "SF1447." SF 1449 is commercial form which isn't relevant.
2. Section L paragraph 4.2.2 page 9 - Updated the CO information due to personnel change.
3. Section L ITO Attachment 1.2 pages 19/20/27 - Updated the CO information.
4. Section L ITO Attachment 1.3 page 28 - Corrected paragraph (a) to reflect correct acquisition. Updated paragraphs (b) and (c) to reflect updated CO information.
5. Section M paragraph 1.1 page 1 - FAR 52.212-1 is incorrect as it refers to a commercial requirement. Changed to reference Section L.
6. Section M paragraph 2.2.3.1 page 5 second paragraph has been revised.
ANSWERS TO INDUSTRY QUESTIONS REGARDING
Diminishing Manufacturing Sources and Material Shortages (DMSMS) Predictive Tool

· Question 1: Section L, Page 57, Paragraph LTSF3.2 Documentation of Commitment
Offerors are to provide documentation regarding commitments for SB Partners. Is the documentation for these commitments part of the 40 page limit for Volume I Technical? If yes, suggest the government remove these from the page limit and allow offerors to include as an Appendix to Volume I, due to the fact that teaming agreements and other commitment documents can easily be more than 40 pages per subcontractor.
· Answer 1: We require a standard commitment letter accomplished within the set 40-page limit.
· Question 2: Section L, Paragraph 2.5, Binding and Labeling
The original proposal shall be printed double sided so that pages can be flipped on the short edge otherwise known as head to toe printing (head to toe is a term used in duplex printing meaning that the top or head of a document's front side should match with the bottom or "toe" of the back side). For document security, the document shall be bound in a three-ring, loose-leaf binder.
Head to toe printing requires the pages to be punched at the top and will not allow documents to be put in a three ring binder. Can the Government explain how the offerors are to bind the original proposal?

· Answer 2: We need 1 original proposal printed head to toe (short-edge). The remaining proposal copies shall be secured in 3-ring binders printed on the long edge.
· Question 3: Section M, Page 1, Paragraph M 1.1
Paragraph 1.1 Basis for Contract Award states: “Award will be made to the Offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR) Part 9, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by FAR 52.212-1 and its Addendum of this solicitation) and is judged, based on the evaluation factors, to represent the best value to the Government.”
Question: Since FAR 52.212-1 is Instructions to Offerors-Commercial Items, did the Government intend to cite FAR 52.215-1 Instructions to Offerors-Competitive Acquisition?
· Answer 3: See Section M Revision on this amendment.
· Question 4: Reference: Section M, page 5, Subfactor 3: Small Business Participation/2.2.3.1 SB Evaluation:
Offeror’s proposal will also include a proposed SB Subcontracting Plan, which must provide for a minimum goal for small disadvantaged businesses of five percent.
Question: Will the Government confirm that the SDB goal of five percent is based on Total Subcontract Value in accordance with FAR 52.219-9 and statutory requirements?
· Answer 4: Yes, the 5% of the SDB is from the total of the subcontracting amount. The overall SB participation of 7% is based on the total contract amount.
· Question 5: Section L, Table 2.3 Proposal Organization Volume IV
Question a: In the proposal organization table for Volume IV it references a Team List, Arrangements and or letters of Intent and paragraphs 2.2.2 and 6.3.4. Paragraph 6.3.4 asks for Company/Division Address, etc.
Question b: Arrangements and letters of intent are already asked for in the Volume I, Subfactor
3. Are offerors also to include them in Volume IV? If yes, will the government add that instruction to Volume IV and remove it from Volume I, Subfactor 3?
· Answer 5: The information, as requested in Section L, is required for both Volumes I and IV as Table 2.3 identifies. Therefore, the Government does not intend to modify Section L.
Specifically Section L states in paragraph 2.3.6. : “The Technical volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal. Information required for the technical proposal evaluation, which is not found the Technical volume, will be assumed to have been omitted from the proposal, and will not be considered in the technical evaluation.”
The offeror should be advised to review Volume I, Subfactor 3 and also Volume IV paragraph 6.3.4 requirements as they are not requesting the same type of information. Volume I, Subfactor 3 is specific to the Small Business Participation in relation to the technical acceptability for the offeror’s proposal in Factor 1, Technical. Volume IV – Contract Documentation, paragraph 6.3.4 is asking for specific information associated with where work will be performed (which could be at the prime and/or subcontractor locations, which may or may not be accomplished by small businesses) in the offeror’s proposal.
· Question 6: Section L, Paragraph 3.2.5 Subfactor Three: Small Business Participation
Paragraph 2 states . . . Large businesses must submit both a Small Business Participation Plan (dollars expressed in total contract value) and a Small Business Subcontracting Plan (dollars expressed in subcontracted dollars).
Section L, Paragraph 2.3.5 states . . . All pricing information shall be addressed ONLY in the Price Proposal and Contract Documentation volumes. Where are offerors to submit their Small Business Subcontracting Plan that includes dollars expressed in subcontracted dollars? If this is required to be submitted in Subfactor Three, will the government remove the SB Subcontracting Plan from the 40 total volume page limit due to the size of the master subcontracting plan to be submitted?
· Answer 6: The Government will not remove the SB Subcontracting Plan from the Technical page limit. It is allowable for offerors to provide information regarding the dollars expressed and percentages of subcontracted dollars in relation to total contract value. Without knowing the dollars expressed, the Government would be unable to determine if an offeror’s proposal meets the 7 percent SB Participation requirement. Information required for the technical proposal evaluation, which is not found the Technical volume, will be assumed to have been omitted from the proposal, and will not be considered in the technical evaluation.
Section L, Paragraph 2.3.5 is referring to the detailed pricing proposal information that is included in the Price or Contract Volumes. Therefore, it is not the Government’s intent to see detailed price information, basis of estimates, supporting pricing rationale, etc. within the Volume I. As such, paragraph 2.3.5 prohibits such detailed pricing information in the Technical Volume.
Also, Section M has been revised to state, " Offeror’s proposal must meet the minimum mandatory total SB participation of 7 percent (through collective SB participation from any type of SB or sub-category SB). Participation will be measured in dollars as a percentage of total contract value. The work to be performed directly by a small business prime offeror will be evaluated as small business participation. Offeror’s proposal will also include a proposed SB Subcontracting Plan, which must provide for a minimum goal for small disadvantaged businesses of five percent. in accordance with FAR 19.704 and clause 52.219-9. The Subcontracting Plan is a separate document from the SB Participation Plan.”
· Question 7: Section L 2.3.3, Table 2.3 Proposal Organization, Volume IV Contract Documentation, ITO Paragraph Number 2.2.1 Title Page references (SF1449) [Solicitation/Contract/Order for Commercial Items] Did the government intend to cite
