This solicitation requests proposals for a Diminishing Manufacturing Sources and Material Shortages (DMSMS) Predictive Tool capability. The one-year base period contract with four one-year options and a six-month extension option will support the 448 Supply Chain Management Wing's obsolescence management initiatives. The predictive tool will assist Air Force program managers in determining the present and future status of program-managed system bills of material, identifying at-risk items, and evaluating potential supportability risks from lost suppliers or discontinued materials. In addition, the contractor must load and update bills of material data and provide engineering and technical services to enhance the DMSMS process. Offerors must be export control certified to receive solicitation data. The North American Industry Classification System code is 518210 with a $35 million small business size standard.

Requirements:

e. A list of subcommittees to be established during the conference and the proposed activity representation for each subcommittee.

f. Reference to and brief description of the results of previous meetings, when relevant.

g. Location, schedule, and purpose or subject area to be covered by each subcommittee, when applicable.

h. Names of the conference chairperson, co-chair, and subcommittee chairs, when applicable.

i. Information on billeting, messing, transportation, and administrative services available to conference attendees.

j. Complete list of all documentation to be available for review.

Use/relationship: The Bill of Materials (BOM) will provide information that can be used to establish the production status of parts used in a system. The BOM will also provide Diminishing

Manufacturing Sources and Material Shortages (DMSMS) management essential information that enables the identification, forecasting, mitigation, and management of Hardware and

Software obsolescence as a part of the Department of Defense (DoD) Program Manager’s Total

System Life Cycle Management responsibilities. The data will be used in DMSMS forecasting tools to allow for standard and efficient sharing of information on common items.

The BOM will also provide logisticians and supply chain risk managers with additional data they require to ensure supportability requirements and supply chain risks are identified or mitigated during the development of a system.

This Data Item Description (DID) contains the format, content, and intended use of information for the data product resulting from the work task described by the contract.

The data may be obtained during any program life cycle phase.

This DID supersedes DI-PSSS-81656A.

1. Format. The BOM shall be in a format similar to that of Figure 1.

2. Content. The BOM shall contain all of the information specified in Figure 1, with the path to the system level identified using the part/Next Higher Assembly method detailed in the table.

All fields shall be included. Fields which do not require data shall be left blank. The information shall be included to the lowest indenture level (component level) specified in the contract

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

This report summaries all work performed under the contract.

This Data Item Description (DID) contains format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

This DID supersedes DI-ADMN-80447.

1. Reference documents. None.

2. Format. The report shall be prepared in contractor’s format.

2.1 It shall be typewritten and is to be duplicated in non-fading ink.

2.2 The data indicated below shall be contained on the title page:

3. Content.

3.1 Table on Contents.

3.2 Brief summary of all work accomplished, to include both negative and positive results. All information shall be referenced to the appropriate Progress Report, or section of the Final Report, where the subject is discussed in detail.

3.3 The body of the report shall describe all work accomplished, including as applicable, theoretical studies, experimental work mechanical design, theory of operation, test procedures, test results, and those drawings, charts, graphs, illustrations, or other material needed to clarify the presentation.

3.4 When test equipment has been designed and constructed for use on this contract, a listing of all such equipment is to be included. This listing shall include all related drawings and associated lists. It shall be referenced in the report and included as an appendix.

3.5 Conclusions, recommendations, and proposals.

3.6 Appendixes for any necessary tables, references, photographs, charts, and illustrations.
