H04. IMPLEMENTATION AGREEMENT (IA)
1. This clause is applicable to the Government Request for Proposal (RFP). The offeror is required to perform work under this contract in a manner that is in compliance with 10 USC 2464, 2466, 2469 and 2474. The Government has attached a Workshare Implementation Agreement (IA) applicable to this work effort. This Workshare IA specifies roles and responsibilities for each party for the duration of the contract and is a condition to perform work with the Government depot.
2. This is a competitive solicitation, and in effort to ensure all offerors are evaluated equally, this Workshare IA shall be used for all interested offerors. Other than populating the required fields such as company name, etc., there shall be no changes made to the IA prior to contract award. Post award changes to the IA shall be completed per the IA Section 2.C.
3. The Government shall evaluate all offerors in accordance with the Request for Proposal to make a best value decision. The Government shall notify the offeror that, in the Government’s judgment, provides the best value and shall require the offeror to coordinate any administrative changes with OC- ALC and sign the IA within five business days and forward to the OC-ALC POC for signature.
4. If the selected offeror does not provide a signed IA within five business days after notification, the Government shall remove the offeror from the competitive range and notify the next best offeror and request a signed IA. This process will continue until a signed IA is received.
5. The Government will not offer the contract for signature without a signed IA.
