PSC - 3ITOITO paragraph 3.2.5, Sub-factor 3: Small Business Participation PlanWill the Government please provide Attachment 4, Small Business Subcontracting Requirements, called-out in ITO paragraph 3.2.5 to enable industry to fully develop Small Business strategies for this contract effort?Documents were updated prior to the posting of the Formal RFP on FBO 9 Dec 16.
PSC - 4ITO

PWS ITO paragraph 3.2.5, Sub-factor 3: Small Business Participation Plan states: “…As a minimum, the plan shall describe an approach and plan for subcontracting to Small Businesses in order to meet and maintain the 15% annual Small Business Subcontracting Requirement (by % of total contract value) required by the contract per solicitation, Attachment 4, “Small Business Subcontracting Requirements”. This is in addition to the required Small Business Subcontracting Plan (FAR 52.219-9). (PWS paragraph 1.3.15)

PWS 1.3.15, Small Business Participation Plan and Reporting states: “…The Contractor shall have a Small Business Participation Plan to manage subcontractor performance to meet and maintain the 15% (by % of total contract value) annual Small Business requirement required by this PWS. The Contractor may utilize Second-Tier subcontractors in meeting this requirement. This is in addition to the required Small Business Subcontracting Plan/Comprehensive Subcontracting Plan required by FAR 52-219-9 and DFARS 219.702 Where does the Government desire offerors to include their Small Business Subcontracting Plans that are called-out in ITO 3.2.5 and PWS 1.3.15? Documents were updated prior to the posting of the Formal RFP on FBO 9 Dec 16. These requirements are now referenced in ITO Paragraph 3.2.4 f and PWS 2.1.14. Table 2.1 of the ITO, Proposal Organization, requires the location of the response for ITO Paragraph 3.2.4 in Volume I. Small Business Subcontracting Plan required by FAR 52.219-9 is a separate requirement and shall be included in Volume IV.

PSC - 5 ITO ITO, Section 4.0, Past Performance, paragraph 4.3.1, General, Note, states: “…Request each PPI contract (or effort) not exceed 13 pages, although more or less may be submitted, if necessary and relevant to the T-1A COMBS effort.

ITO paragraph 2.2.3, Table 2.1, Volume II, Past Performance (Factor 2), identifies a 13-page limit for each PPI

ITO, Section 4.0, Past Performance, paragraph 4.3.2, PPI Relevant Contract Narrative, states: … The Offeror is requested to limit the narrative to a maximum of 5 pages. However, the Offeror may exceed the requested page limit, if determined necessary to fully describe relevancy. Will the Government consider reconciling the Past Performance Information (PPI) submission page count at 13 each by removing the last two sentences from ITO paragraph 4.3.2?No, the last two sentences from ITO paragraph 4.3.2 will not be removed. The 13 pages referenced in ITO Paragraph 2.2.3, Table 2.1, Proposal Organization, refers to the entire PPI sheet, which includes period of performance, dollar value, contract type, points of contact, general description of effort, relevancy narrative, etc. The 5 pages referenced in para 4.3.2 of the ITO refers strictly to the relevancy narrative. The 5 pages is part of the 13-page total.
PSC - 6PWS
GeneralWill the Government consider changing the frequency of mandatory Program Management Reviews (PMR) from an annual, to a semi-annual basis to ensure timely customer-service provider communications on potential mission impacting issues? Will the Government consider changing the frequency of mandatory Program Management Reviews (PMR) from an annual, to a semi-annual basis to ensure timely customer-service provider communications on potential mission impacting issues? The government is satified with the frequency of the PMRs identified in the PWS. The contractor is required to support all meetings IAW PWS Para 2.1.4. The communication required by PWS allows for discussion on potential mission impacting issues.
PSC - 7PWSPWS paragraph 1.3.15, Small Business Participation Plan and Reporting, states: “The Contractor shall have a Small Business Participation Plan to manage subcontractor performance to meet and maintain the 15% (by % of total contract value) annual Small Business requirement required by this PWS. The Contractor may utilize Second-Tier subcontractors in meeting this requirement.”

PWS paragraph 1.6.4, Augmentation of GFP and Parts Manufacturing Authority (PMA), states: “… The Contractor shall ensure Parts Manufacturing Authority (PMA) items are not used for engine life limited components, airframe life limited components, or for critical airframe components designated by the Aircraft Structural Integrity Program (ASIP). The Contractor shall ensure PMA parts meet reliability requirements of engine Time-Between-Overhaul (TBO) and Hot Section Inspections (HSI) and do not negatively affect current airframe or engine maintenance and inspection procedures. For primary and secondary structural parts, the Contractor shall obtain Program Office approval prior to acquiring PMA replacement parts. …”

PWS paragraph 1.6.14, Engines & Landing Gear Maintenance, states: “The Contractor shall accomplish scheduled engine HSI, engine overhauls, and landing gear overhauls using a FAA Federal Aviation Regulation (FAR) Part 145 repair station facility. The Contractor shall ensure engines meet serviceability and functional test requirements applicable to OEM specifications.Due to the large percentage of total contract value (TCV) that is attributable to parts and materials (most of which is only available through large business OEMs), will the Government consider lowering the Small Business Goal from 15% TCV to 7% TPSD—providing a goal that, although a stretch, is attainable on this contract? No, the government's requirement is 15%. Market research via Request for Information (RFI) in May 2016 to industry indicated the amount of 15% was attainable. PWS updated prior to the posting of the Formal RFP on FBO 9 Dec 16 to allow utilitzation of Second Tier subcontractors in meeting this requirement.
PSC - 8PWSPWS paragraph 1.4.2.e states: “At least four (4) times per year, at each operating location, PSA shall travel to collect data and provide training on maintenance best practices. At least six (6) times per year total, PSA shall provide on the job training to T-1A aircraft maintenance technicians, the Government will participate in determining which training and which base. …”A. Do we understand the travel requirements for the Program Support Analyst (PSA) correctly to be: 4 times per year to 4 MOBs (PSA already located at the Randolph AFB MOB) = 16 trips, plus at least 6 OJT trips (at the direction of the Government), for a total of a minimum of 22 trips annually? If we have miscalculated, will the Government please identify the number of annual PSA trips intended?

B. Does the Government intend offerors to include travel expenses within CLIN X003F, PSA (FSR Roving), or does the Government intend either to provide a travel CLIN, or intend travel to be considered an over and above expense? A. PWS updated prior to the posting of the Formal RFP on FBO 9 Dec 16

B. Offerors should include travel expenses within CLIN X003F; there will not be a separate CLIN specifically for PSA travel.

PSC - 9PWSPWS paragraph 1.4.3.3, Temporary Duty, states: “The Site FSR shall support temporary duty assignments away from MOB as requested by the PCO.”Since FSR travel is accomplished on a PCO-directed basis, does the Government intend for FSR travel expenses to be addressed as over and above expenses, or does the Government intend to initiate a separate Travel CLIN?Per Event on the O&A subclin at direction of PCO
PSC - 10PWSPWS paragraph 1.6.10.1, Automated Data processing (ADP) Reporting SystemWill the Government consider revising the last sentence of the second paragraph of PWS 1.6.10.1 to complete the intended sentence?PWS has been updated prior to the posting of the Formal RFP on FBO 9 Dec 16

The Contractor shall also provide parts, maintenance and repair support for common/peculiar support equipment and material handling equipment. Services under this CLIN shall be performed IAW PWS 1.6. Acts of God, Bird Strikes, Government caused damage/loss and Government directed items will be separately negotiated as an Over and Above.”Does the Government intend for bidders to price the costs associated with obtaining Data Licensing Agreements with the OEMs (i.e. Beechcraft) in CLIN X002, Contractor Operated and Maintained Base Supply (COMBS), or CLIN X004, Flying Hours? If there are costs associated with obtaining Data Licensing Agreements offerors may determine the most appropriate pricing methodology.
PSC - 13ITOITO, paragraph 5.2, page 16 states: “Pricing information in the Price Matrix (Attachment C) is the only Price information that shall be included in Contract Documentation (Volume IV).”
ITO, paragraph 5.4, page 22 states that Section 4 of the Price Volume should include Submission of Pricing Matrix. Is it the Government’s intent for the offeror to include Attachment C only in the Contract Documentation volume, or does the Government want the offeror to include Attachment C in both the Contract Documentation volume AND the Price Volume?Refer to revised ITO section 5.2 and 5.4. ITO was updated prior to the posting of the Formal RFP on FBO 9 Dec 16
PSC - 14PWSPWS paragraph 1.7.3, Depot Maintenance, states: “The Contractor shall have the capacity to perform depot level aircraft inspection and maintenance, aircraft crash and damage repair, emergency depot drop-in maintenance, and modification installation at a certified FAA FAR Part 145 Repair station when directed by the PCO”.Will the Government please clarify the CLINs associated with depot level aircraft inspection and maintenance, aircraft crash and damage repair, emergency depot drop-in maintenance, and modification installation, and the line items in the pricing matrix to be utilized during these activities? As directed by PCO via O&A (CLIN X007)
PSC - 15ITOITO, paragraph 5.3.6, Annual Price Changes, states ”Proposed price increases greater than 5% per period shall be verified and addressed for reasonableness as well as balanced pricing in this section”.Would the Government consider including an Economic Price Adjustment (EPA) clause to address industry uncertainty and the suggested 5% price increase reasonableness? This would reduce risk of option year and incentive period pricing, and improve price balance and realism of the offerors. The Government has considered FP with EPA but determined FFP to be more appropriate.
PSC - 16ITOITO, paragraph 5.3.8, Proposed Fixed Rates: Hourly Labor Rates for Over & Above (O&A) Labor, states “All rates shall be proposed as FFP rates. FFP rates are those rates proposed for all performance periods and are considered fixed at the proposed amount. Offerors are to indicate their understanding of proposed ceiling rates, acknowledging that such rates will apply to out-years (period of performance beyond year one of the basic period) in the future despite what current actuals are running at the time”.Will adjustments to the hourly labor rates be allowed based upon upward adjustments in accordance with FAR 52.222-43, Service Contract Labor Standards – Price adjustment (multiple year and option contracts)?Yes. Adjustments must be IAW FAR 52.222-43.
PSC - 17PWSPWS paragraph 1.6.5, Maintenance and Replenishment of Parts and Material, states: “The Contractor shall be responsible for all repair, overhaul, replacement, and replenishment of GFP and GFE. The Contractor shall provide repair of reparables and replenishment of nonreparables and replenishment of consumable material as required by T-1A technical manuals (i.e. coatings, paints, tapes, corrosion prevention/treatment materials, lubricants, adhesives, etc.). …”Will the Government consider providing offerors with the historical T-1A specific usage of the consumable material identified in PWS paragraph 1.6.5, to enable accurate inclusion into cost per flying hour calculations?See attached usage date, RFP Attachment 6; updated prior to the posting of the Formal RFP on FBO 9 Dec 16. This report is historical data and provided for planning purposes only and future usage may vary.

PWS ITO and PWS, Page 12 (ITO) and 9 (PWS) In accordance with PWS 1.3.15 and ITO 3.2.5, the Small Business Subcontracting Plan is in addition to the Small Business Participation Plan. Will the Government consider including the Small Business Subcontracting Plan in Volume IV? Documents were updated prior to the posting of the Formal RFP on FBO 9 Dec 16. These requirements are now referenced in ITO Paragraph 3.2.4 f and PWS 2.1.14. The requirements of ITO paragraph 3.2.4 f. are in addition to the required Small Business Subcontracting Plan (FAR 52.219-9). Table 2.1, Proposal Organization, requires the location of the response for ITO Paragraph 3.2.4 in Volume I. Small Business Subcontracting Plan requirements contained in FAR 52.219-9 and DFARS 252.219-7003 shall be provided with Volume IV.

PSC - 21ITOITO, Page 12ITO 3.2.5 references Attachment 4, “Small Business Subcontracting Requirements” and we are not able to locate the document. Does the Government intend to release Attachment 4 with the final RFP?Documents were updated prior to the posting of the Formal RFP on FBO 9 Dec 16.
PSC - 22GeneralGeneralThe Government is procuring a new T-1A Avionics Suite to be installed on 178 T-1A aircraft over the next 4 years. How then will a COMBS contractor bid for unknown components for the remaining years of the COMBS contract? The initial spares for the T-1A Avionics Modernization Program will be provided as GFP and the contractor will be responsible for failed components.
PSC - 23GeneralGeneralWill the Government confirm that offerors price the COMBS CLIN assuming that the existing equipment will be used for the entire period of performance with the expectation that there will be a contract mod once the avionics upgrade award has been made and an implementation schedule has been finalized?”No. The USG does not intend a contract mod to cover parts replaced under the avionics modification.
PSC - 24PWSPWS 1.5.1, Page 44In reference to long lead parts and estimated delivery date, - Where can a bidder find a list of long lead parts? The Government will not provide a list of long lead parts. It is the contractor's responsibility to identify the long lead items.
PSC - 25PWSPWS Paragraph 1.3.14 requires an offeror “Provide letters of intent, which sufficiently establish and maintain written agreements with appropriate airframe, engine and parts Original Equipment Manufacturers (OEMs) for engineering support and technical data. The OEM letters of intent must be addressed to the prime contractor.”A. Has the Engine OEM indicated to the Government that they will sell parts to any qualified and applicably rated FAA Part 145 Repair Station that wins the bid?

B. Would a long term procurement history with the OEM of a qualified and applicably rated FAA Part 145 Repair Station be a sufficient substitute for the OEM letter of intent, should the OEM fail or refuse to provide the LOI prior to the Bid deadline?

C. Would the government consider purchasing any parts an OEM claims are proprietary and will not sell to a qualified and applicably rated FAA Part 145 Repair Station and adding them as GFP. A. The government has not had conversations with the Engine OEM regarding this requirement. It is the offeror's responsibility to establish any necessary agreement with the Engine OEM.

B. No, the requirement is to have a letter of intent from the OEM to be included in the proposal

C. No

PSC - 26PWSReference PWS 1.5.1.1, Phase-in Period, and 1.5.1.2, Phase-in ReportingWill the Government provide space at each COMBS location to allow the successor contractor to establish the contractors Information Technology (IT) system along with warehouse space for receiving and storage of the contractors spares and materials to support the program during the transition period?COMBS locations will provide adequate space to facilitate transition.
PSC - 27RFPThe draft RFP, amended ITO table 2.1 to add a stand-alone section to the Past Performance Volume titled “PPI Relevant Contract Narrative (If Applicable)”, citing ITO paragraph 4.3.2. This information is a duplicate of the information already required within the structure of the PPI tool (Attachment 1.1), Program Details tab. Since both relevancy and problems encountered are already required to be addressed within the PPI tool narrative, we believe paragraph 4.3.2 should not be a separate stand-alone proposal volume section, but is intended as further clarification of the information required within the PPI tool under paragraph 4.3.1 and Attachment 1.1.Will the Government consider amending ITO Table 2.1 to delete the line from the past performance volume “4.3.2, PPI Relevant Contract Narrative (If Applicable)”, and adding the ITO paragraph reference 4.3.2 to the above line titled “Present/Past Performance Information Sheets (PPIS) (See Attach 1.1)”. We believe having both paragraphs 4.3.1 and 4.3.2 applicable to the narrative required by the PPI Tool Program Details Tab, will further clarify the desired content of past performance citations provided within the PPI Tool. The ITO has been updated prior to the posting of the Formal RFP on FBO 9 Dec 16; however sections 4.3.1 and 4.3.2 will remain the same.

FRFP -1ITO
PWSBoth ITO paragraph 3.2.4.f and PWS paragraph 2.1.14 identify the requirement to submit a Small Business Subcontracting Plan, however, we cannot find, within the ITO instructions for Volumes I – Technical, III – Price, or IV – Contract Documentation, where the Government intends Large Business offerors to include their Small Business Plans. Since the Small Business Subcontracting Plans, by their nature, contain pricing information, we assume that this document would be logically provided within either the Price or Contract Documentation volumes. In addition small business plans generally require between 25 and 30 pages to adequately address all the FAR 52.219-9 requirementsDoes the Government desire offerors to include their Small Business Subcontracting Plans required by ITO 3.2.4.f and PWS 2.1.14, within Volume III – Price, or Volume IV – Contract Documentation? The requirements of ITO paragraph 3.2.4 f. are in addition to the required Small Business Subcontracting Plan (FAR 52.219-9). Table 2.1, Proposal Organization, requires the location of the response for ITO Paragraph 3.2.4 in Volume I. Small Business Subcontracting Plan requirements contained in FAR 52.219-9 and DFARS 252.219-7003 shall be provided with Volume IV.
FRFP - 2PWS
RFPBased upon the nature of this COMBS solicitation, over 95% of the total contract value of this solicitation is derived from the projected cost of parts and materials. There are severe limitations on the use of small business vendors because the majority of the parts must come from OEM vendors, the Performance Work Statement (PWS) places limitations on the use of PMA parts, and Engine HSIs and Overhauls must be accomplished at authorized FAA Part 145 repair facilities, which for the T-1A aircraft is limited to the Original Equipment Manufacturers (OEMs). Although Second-Tier subcontractors can be utilized, based on the high OEM content, we believe there will not be flow-down opportunity. The second-tier subcontractors will either self-perform the repairs and claim no subcontracting opportunity, or request a waiver to submitting subcontracting plans, based on FAR 52.219(j) Subcontracting plans are not required from subcontractors when the prime contract contains the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items, or when the subcontractor provides a commercial item subject to clause 52.244-6, Subcontracts for Commercial Items, under a prime contract. We therefore feel that a Small Business Goal of 15% of Total Contract Value is not reasonably attainable for a Large Business Prime offerorDue to the large percentage of total contract value (TCV) that is attributable to parts and materials (most of which is only available through large business OEMs who will claim “commerciality,” and therefore be exempt from providing Small Business plans or reporting, will the Government consider lowering the Small Business Goal from 15% TCV to 7% of Total Planned Subcontracting Dollars (per clause 52.219-9), which is more attainable on this contract? No, the government's requirement is 15%. Market research via Request for Information (RFI) in May 2016 to industry indicated the amount of 15% was attainable.
FRFP - 3ITOITO paragraph 3.2.4.f, EFfA paragraph 2.2.2.f, and PWS paragraph 2.1.14 identify the requirement to meet and maintain a 15% annual Small Business requirement. In PWS paragraph 6.3 it identifies that the contractor will be required to provide a Quarterly Small Business Report that must meet 15%, 95% of the time. In the RFP documentation there is not an exact schedule or timeframe at which point the contractor is required to achieve the 15%. In order to mitigate risk a contractor may propose an improvement schedule allowing an approach whereas an offeror may mature their small business subcontracting opportunities over multiple performance periods to reach the ultimate goal of 15%. An example would be that a contractor may propose a schedule with 7% by end of year 1, 10% by end of year 2, 15% by end of year 3 with sustained 15% through the end of contract. This would allow for implementation of strategies and improvements to the approach to ensure not only meeting the 15% requirement but increasing the likelihood of maintaining the 15% Small Business requirement. If a Contractor presented staggered approach to achieving 15% Small Business Requirement over time would this be considered compliant and acceptable for passing the technical evaluation?

Also, if the contractors approach/plan for achieving the 15% Small Business requirement is a multi-year schedule would the Performance Evaluation (PWS 6.3) be measured against the contractors proposed plan?

No, the requirement is to obtain 15% of the total contract value. If the contractor cannot reach the requirement a get well plan is required per the PWS. If the requirement is still not obtained at the time of government's written assessment of the contractor through the Contractor Performance Assessment Report (CPAR), the assessment for the small business requirement may be reflected negatively towards the contractor's ability to meet the requirement.
FRFP - 4ITOITO paragraph 2.1.8, states: “Proposals and modifications to proposals shall be submitted in sealed envelopes or packages in paper media and electronic media addressed to the CO at the address shown in block 9 of the SF 1449 solicitation, and showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror.”The SF 1449 is not included in the solicitation. Is page 2 of the solicitation to replace and supersedes the SF 1449?A combined synopsis/solicitation was issued in lieu of a SF 1449. An amendment to clarify is forthcoming. Page 1 & 2 of the RFP identifies the time and date specified for receipt. Page 10 of the ITO, para 2.6, identifies the POC and address. Page 4 of the ITO, Para 2.2.1, requires the title page of each volume show the solicitation number, name, address, and telephone and facsimile numbers of the Offeror and electronic e-mail address if available.
FRFP - 5RFPIn order to provide the USG with the best proposal pricing, will you please define the period of performance including the month and year for the 3 month transition / phase in period and the following 9 month full scale performance? No, the period of performance start date is currently unknown and will depend on the award date of the contract. The Government's estimated effective date of this contract is 4th quarter calendar year 2017. This estimated award date is for informational purposes only and in no way binding to the Government.
FRFP - 6ITOITO 2.3.1, Page, states: “A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Page line spacing shall be 1.15 lines. Except for the reproduced sections of the solicitation document, the text size shall be no less than Times New Roman 12-pt. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1 inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to responses to ENs. These limitations shall apply to both electronic and hard copy proposalsDoes the Government intend for offeror’s proposal volumes to incorporate 1.15 line spacing for text, or was 1.5 line spacing intended? The posted ITO contained an error in section 2.3.1 in reference to the page line spacing at 1.15. The intention of the USG is for the page line spacing to be 1.5. An updated ITO will be posted at a later date.
FRFP - 7ITO
PWSITO paragraph 2.1.3 identifies a requirement to notify the CO of any potential errors in this solicitation, ITO paragraph 5.2.3 illustrates the requirement to adequately understand the contractual requirements for Price Realism and PWS paragraph 1.2 states that the T-1A is equivalent to a Beechcraft 400. To ensure that the USG receives the appropriate overhaul and properly evaluates for Price Realism, would the USG consider revising the PWS to include the specific aircraft model?Although the specific aircraft model is not identified in the PWS, the term "equivalent to a Beechcraft 400" was provided; however, for clarification purposes, the T-1A is the Beechcraft 400T. The bidders library includes the 1T-1A-6 Tech Order that clearly defines the overhaul/replacement requirements for engines and landing gear.
FRFP - 8PWSReference PWS Attachment E-Reports: In the first paragraph it states “The Contractor shall deliver reports in accordance with Exhibit A, Reporting Requirements.” There is no Exhibit A provided with the RFP. Please provide the Exhibit. The Government will provide Exhibit A at time of award. All information included in Exhibit A has already been provided in the PWS with the exception of the distribution requirements and has no affect on proposal planning.
FRFP - 9RFPReference RFP page 3, Supplies or Services and Prices/Costs: The Table on page 3 shows the Basic Period (Transition) is 3 months and the Base Period, Full Scale is 9 months. CLIN X002 shows it is 12 months in all years without a distinction of the Basic Period.a. Please confirm the Basic Period “Full Scale” is 9 months

b. At Industry Day, and in the draft RFP, the award was shown at 1 Nov. This would lead offerors to assume the Transition Period is 1 November through 30 January. With the Basic Period Full Scale being 1 February through 31 October. Is this the planned period as it affects the CBA rates to be bid and the planned Transition Period? a. Yes, during the basic period, the first three months are transition and the remaining nine months are full scale performance.

b. No, the period of performance start date is currently unknown and will depend on the award date of the contract. The Government's estimated effective date of this contract is 4th quarter calendar year 2017. This estimated award date is for informational purposes only and in no way binding to the Government.

FRFP - 10 RFP Attachment 6 The Final Solicitation documents include Attachment 6, Spare Parts Usage and RSS Report. However, the Over & Above Determination criteria in PWS paragraph 5.1 and the $5,000 per event criteria are revisions to the RSS process for this solicitation, as compared to the previous solicitation and current contract. Can the Government provide the specific criteria that was used as the basis for over and above determination for the Requests for Supplies and Services (RSS) in the Attachment 6 report? The Government used historical data to indicate which parts had an RSS submitted and is broken down by fiscal year.

FRFP - 11At Industry Day, the Government stated that the Over & Above usage would be posted along with the associated cost so bidders would be able to evaluate the events less than $5,000 and greater than $5,000.Will the Government post historical Over & Above events and associated costs? After consideration, the government has determined that the cost information is proprietary and cannot be released.
FRFP - 12Bidders LibraryIn the Bidders Library, the Government provided a file named “Overhaul and Replacement Parts” that contains Hawker Engineering Report 400E541 that lists the Main and Nose Landing Gear and Assemblies as Overhaul Items (Table 5.1) with a reference to Hawker Engineering Specification BS25177 and BS25178.Can the Government provide current versions of these two specifications so bidders can determine the overhaul requirements and/or subassembly service life limitations for the landing gear?Hawker Engineering Specifications BS25177 and BS25178 are proprietary to the OEM. The Government does not have a copy of either document. For planning purposes, an offeror can contact the OEM for specific parts that may be included in an overhaul.
FRFP - 13Misc InfoCan the Government provide the current Total Time Since Overhaul on the Nose and both Main Landing Gear Assembly’s for the fleet? The Government has posted additional information on main and nose landing gear to FBO for planning purposes only.
FRFP - 14Misc InfoCan the Government provide a listing of the Airworthiness Directives (AD) and Service Bulletins (SBs) that have been that have been complied with on the aircraft and add a copy of them in the Bidders Library? The Government has complied with Airworthiness Directive (FAA-2014-0187). The Government adheres to Services Bulletins upon direction of the OEM, Hawker Beechcraft. For planning purposes, an offeror will need to conduct their own research to obtain all Services Bulletins posted for Beechcraft 400 series.
FRFP - 15RFP Attachment 9In Attachment 9, Wage Determinations and Collective Bargaining Agreements, the Collective Bargaining Agreement for Vance AFB is incomplete. In Article 21, Successorship, subparagraph (b) states that the successor “shall be financially obligated to pay to or for the direct benefit of each employee covered under this collective bargaining agreement an amount specified in Article 24 of this Agreement…” Article 24 has been omitted from Attachment 9.Can the Government provide a complete scanned copy of the Collective Bargaining Agreement? The CBAs attached to the RFP were the latest versions as provided by the contractor on the current T-1A COMBS effort. The contractor on the current effort indicated that they believe the reference to Article 24 to be a typo.
FRFP - 16CBACan the Government confirm that there is no Collective Bargaining Agreement in effect for the COMBS personnel assigned at Randolph AFB?Confirmed, there is no CBA for COMBS personnel at Randolph AFB. The area wage determination applies to these personnel.
FRFP - 17PWSPWS paragraph 4.1.14 Engines & Landing Gear Maintenance states, “The Contractor shall accomplish scheduled engine HSI, engine overhauls, and landing gear overhauls using a Federal Aviation Administration Federal Aviation Regulation (FAA FAR) Part 145 repair station facility. The Contractor shall ensure engines meet serviceability and functional test requirements applicable to OEM specifications.”Since PWS 4.1.14 and CLIN x006 covers and funds all scheduled engine and landing gear maintenance activity, will all unscheduled engine and landing gear maintenance actions be applicable to PWS Section V –Over and Above requirements and funded under CLIN x007 Over and Above?Yes, upon approval of the Procurement Contracting Officer
FRFP - 18PWSPWS paragraph 5.1 O&A Determination states, “Items such as seized bearings, corroded/wore fasteners or components that require replacement due to age or frequent removal and install actions, brittleness due to age/sun exposure, or other similar events, are examples of events that will not be considered justifiable for an O&A.”A: Why would components in need of repair or replacement due to brittleness due to sun exposure not fall under the “acts of God” and be deemed an O&A?

B: O&A determination also lists “other similar events” as an O&A that will not be justifiable as an O&A. This appears to require the contractor to price unknown or unforeseen events in our fixed pricing which increases risk and associated contract pricing. Will the USG consider removing this ambiguous language or provide a firm definition for the term “other similar events”? (a) The Government provided usage information in Attachment 6 reflecting how many times a part was ordered and how many RSS' were submitted on the part. Operation in the sun is part of the typical T-1A operating environment. Any items rendered unservicable due to operation in the typical operating environment shall be considered fair wear and tear.

(b) The PWS will not be changed to reflect deletion of "other similar events". The information provided in the PWS was provided as examples.

FRFP - 19PWSPWS paragraph 5.1.1.b Request for Supplies and Services (RSS)-Parts for Flying ops/support states, “O&A discrepancies directly related to flying hour maintenance which are less than $5000 per event are considered to be a part of the flying hour program cost and will not qualify for O&A consideration.”Without incumbent knowledge or historical over and above cost data, how does the USG anticipate this $5000 O&A threshold to be quantified in the MCPFH calculation? The Government does not expect the parts under $5000 to be broken out an the Offeror's proposal. The Government does not view the cost of the part under $5000 differently from any other component associated with the cost within the flying hour rate.
FRFP - 20PWSPWS paragraph 7.1.1 Financial improvement and Audit Readiness (FIAR) states, “The Contractor shall provide support during this contract and will encompass tasks to transition and maintain compliance with DoD Financial Improvement and Audit Readiness (FIAR) requirements associated with all reportable T-1A GFP. The Contractor shall participate with inventory verification, validation, reconciliation and provide audit assistance, cataloging of parts, material, Support Equipment (SE), tools and test equipment, National Stock Number (NSN) cross reference research, database entry, Air Force Equipment Management System (AFEMS) or successor system data entry/management, and production of all FIAR mandated reports.”Can the USG provide any historical information or anticipated volume of supporting requirements to allow for proper estimating of the labor hours or FTE’s required to support? This is a new requirement for the Government and the Government has attempted to cover all known FIAR requirements under reports.
FRFP - 21PWSPWS, Attachment E – Reports #13 Small Business Participation Report is due on a quarterly basis on the 5th day following the end of the quarter. Will the USG consider extending the due date of the report to the 30th day following the end of the quarter to be more in alignment with the small business participation reporting requirement outlined in FAR 52-219-9 and confirm this report format is acceptable for this requirement? At this time, the delivery day will stay the same as indicated in the PWS.
FRFP - 22PWSPWS, Attachment H – Incentives – Flying hour incentive “Performance Measurements” - Discussion: The earned incentive value calculation includes both NMCB and MC time in the performance measurements, and the contractor will not have total management and execution control in these areas, which could adversely impact contractor performance in these areas, resulting in lower earned incentive due to actions beyond the contractor’s control. Will the USG consider revising the performance measurements to only include areas within the total control of the contractor? Also, would the USG consider allowing the contractor to earn positive incentives during the first six months of full performance while being exempt from disincentives? The Government has fully considered incentives and believes they are appropriate for the requirement; therefore, there will be no amendment to the PWS.

No, the Government will not consider positive or negative incentives during the first six months of performance.

FRFP - 23PricingSolicitation, Section B, CLIN X006AB and CLIN X006AF – Scheduled Engine Overhaul - 5000 hoursQuestion: CLINS X006AB and X006AF account for a 3rd run engine overhaul at 5000 hours, however is the USG does not address a CLIN for the 2nd run engine overhauls that have yet to be conducted will those be considered over and above? The Government provided the CLIN for the scheduled engine overhaul at 5000 hours. Information of component time changes was provided in the bidders library and it will be up to the Offeror how they will plan for the 2nd run engine overhauls. No, the Government will not consider the 2nd run engine overhauls as over and above.
FRFP - 24PWSPWS paragraph 4.1.11, Cost Reduction – The Contractor shall support the Government in reducing cost and increasing readiness of the T-1A Program. Contractor shall:

a) Review/monitor existing supply support processes, procedures providing cost and/or readiness improvements recommendations

b) Provide recommendations to improve the design of GRP parts, equipment, tooling, etc., may be submitted to the PCO for review and considerationBased on historical OEM controlled material would the USG consider addressing a clause that allows the contractor to disclose OEM price escalations for consideration? The Government will not consider a reopener clause for this firm fixed price effort.
FRFP - 25Bidders LibraryResponse to question RFRP-7. In your response you stated, “The Bidders Library includes the 1T-1A-6 Tech Order that clearly defines the overhaul/replacement requirements for engines and landing gear.

The 1T-1A-6, in Chapter 3, Section 1, page 3-2, Change 8 – identifies the replacement requirements for the main landing gear strut. This Technical Order does not provide Overhaul requirements for the landing gear.

Reference: In PWS paragraph 4.1.14, Engines & Landing Gear Maintenance states, “the Contractor shall accomplish scheduled engine HIS, engine overhauls, and landing gear overhauls using a Federal Aviation Administration Federal Aviation Regulation (FAA FAR) Part 145 repair station facility. The Contractor shall ensure engines meet serviceability and functional test requirements applicable to OEM specifications.

Discussion: Per the 1T-1A-6 Tech Order we know that the Main Landing Gear Strut will be replaced between every 3400 and 3600 flight hours and based on PWS 4.1.14 the contractors are directed to utilize an FAA FAR Part 145 Repair Station facility which operates to commercial specifications and requirements which consistently is not in accordance with the Beechcraft 400T specifications. How is the Government ensuring that bidders are pricing and will be performing Landing Gear Overhauls in accordance with the OEM specification?Offerors are expected to overhaul landing gear at an FAA FAR Part 145 repair station to be compliant with the PWS paragraph 4.1.14, Engines & Landing Gear Maintenance states, “the Contractor shall accomplish scheduled engine HSI, engine overhauls, and landing gear overhauls using a Federal Aviation Administration Federal Aviation Regulation (FAA FAR) Part 145 repair station facility".
FRFP - 26PWSPWS 4.1.14, Engines & Landing Gear Maintenance states: “The Contractor shall accomplish scheduled engine HSI, engine overhauls, and landing gear overhauls using a Federal Aviation Administration Federal Aviation Regulation (FAA FAR) Part 145 repair station facility. The Contractor shall ensure engines meet serviceability and functional test requirements applicable to OEM specifications.”

The OEM (Pratt & Whitney) makes available overhaul/parts catalogue technical manuals for the JT15D engine series, except for the JT15D-5B model engine, which is specific to the T-1A Jayhawk. The engine OEM (Pratt & Whitney) restricts the manuals for the JT15D-5B from commercial sale/distribution. Per Pratt & Whitney specifications, while other engine maintenance providers are authorized to perform overhaul and repair of the commercial versions of the engine, only Pratt & Whitney Engine Services is OEM-authorized to accomplish overhaul and repair of the JT15D-5B model engine. Would the USG allow the offeror to acquire engine overhauls from commercial engine overhaul service providers that are not the OEM (Pratt & Whitney)? To maintain the FAA airworthiness certification the Government cannot authorize a deviation.

374SRDBased on SRD 4.2.2 and 4.2.3 requirements we are confused on the audio requirements since the CSO and SUPT have different audio systems/requirements. Is there an AMU-50 Digital Audio DACS in the current CSO PTT? It appears that currently there is only a picture, not an actual system/component.There is no AMU-50 in the current CSO PTT, only a photographic representation.

The current PTT has a picture to represent the interphone panel. In addition, numerous other components are represented as pictures. Refer to 4.2.2 of the SRD, "The PTT shall be a representation of the cockpit to include pilot displays, multi-function display(s), auto-pilot controls, audio controls, navigation, and communication controls (MANDATORY)." There is no mention of one PTT to satisfy both CSO and SUPT/PIT. If there are different components in the aircraft, there should be different components (or representations) in the PTT.)

375 SRD Based on SRD 4.2.2 and 4.2.3 requirements we are confused on the audio requirements since the CSO and SUPT have different audio systems/requirements.
