Scope This Statement of Work (SOW) defines the effort required for the procurement and life cycle sustainment of an Air Traffic Control Voice Communication Switch (ATC VCS) to replace the current AN/FSC-127 Enhanced Terminal Voice Switch (ETVS) inventory. The replacement shall be a Commercial Non-Developmental Item (NDI) Voice Over Internet Protocol (VOIP) system. SOW requirements shall include equipment delivery, installation, and integration with existing ATC communication equipment. A comprehensive data package (configuration management, maintenance, interfaces, and life cycle logistics support) shall be delivered which will be verified and validated through functional and physical configuration audits. Approval of deliverables shall be supported by disciplined and comprehensive system engineering, program management, risk management, and integrated logistics support plans, reviews, reports, and analysis. The Contractor shall provide all necessary qualified personnel, management, technical services, materials, equipment, and Contractor facilities to support the requirements of the SOW. This system is considered Mission Essential.

Background The current ETVS systems are approaching 25 years of service and have exceeded their life expectancy. Maintaining these legacy systems is manpower-intensive and logistically unsustainable. Mandates from the Department of Defense (DoD) Chief Information Officer (CIO) require the conversion of all analog communications systems to digital Internet Protocol (IP) platforms. Failure to replace the legacy systems will hinder the ability to provide ATC services directly impacting operational availability to the Warfighter.
