This document provides submission guidelines for the Department of Defense Information Analysis Center (DoD IAC) Basic Center of Operations (BCO) contract. The DoD IAC collects, enriches, and preserves technical research, development, test and evaluation information in support of the warfighter. It accepts unclassified, controlled unclassified, and classified materials up to the Secret level from DoD sources for dissemination, along with corresponding metadata. Submissions should not include personally identifiable information, financial or contract documents, or public affairs/OPSEC forms. Security classifications of Unclassified, FOUO, and Confidential and Secret are accepted. Acceptable submission types include technical reports, studies, journal articles, conference papers, theses, and engineering drawings in electronic format. This solicitation is a 100% small business set-aside for the DoD IAC BCO contract to be awarded by the Department of the Air Force Materiel Command. Questions on the request for proposal were due by November 26, 2019, with proposals due on an unspecified date.

STI Submission Guidelines
1. Overview
The DoD Information Analysis Center (DoD IAC) collects, enriches, and preserves essential technical research, development, test and evaluation (RDT&E) information in support of the warfighter, both for further technical use and for historical study, to see what has been previously completed and learn from it.
Submit publically released, Controlled Unclassified, and classified materials up to Secret, from
DoD internal sources, contracts, grants, CRADAs, FFRDCs and other DoD-funded entities for which DTIC has rights to disseminate documents. DTIC accepts proprietary and copyrighted materials that meet the above criteria and limits access to those materials as appropriate. DTIC welcomes not only the documents themselves but also their corresponding metadata.
Do NOT submit documents such as financial or contract-related forms, Public Affairs or OPSEC review forms. Do NOT submit material that contains Personally Identifiable information (PII).
An SF 298 is required when submitting documents electronically.

3. Selection Content Criteria
In accordance with DoD Manual 3200.14, Principles and Operational Parameters of the DoD
Scientific and Technical Information Program (STIP): General Processes, submit documents that include, but are not limited to, the examples listed below. Exceptions may be made to items on these lists based on overall evaluation against the selection criteria and, if necessary, a review by committee.

c. Public Access Journal Articles
A 2013 Office of Science and Technology (OSTP) Public Access Memo requires all federal agencies with more than $100M in annual research and development expenditures, to support increased public access to research results funded by the federal government. This includes results published in peer-reviewed scholarly publications and the digitally formatted scientific data arising from unclassified unlimited research.
DTIC collects DoD-funded journal articles from authors and provides them to the public through a Public Access Search.
"Journal Articles: Managing Preprints, Reprints and Copyrights" [PDF] is an overview defining the different versions of a journal article, as well as which to submit to DTIC. It also discusses the different author copyright management categories.

Ensure that all journal articles include a funding acknowledgement when submitting to publishers:
Internal (In-House) example: “This material is based on work supported by the Air Force
Research Laboratory.”
External (Contract/Grant) example: “This material is based on work supported by the
U.S. Army Research Laboratory and the Army Research Office (W911NF-11-1-0071).”
Submit the Author’s Final Peer-reviewed Refereed Manuscript to DTIC at time of acceptance for publication
Include DOI and journal citation metadata
DTIC will embargo for 12-months from publication date before posting the manuscript on our public site.

Follow the ECMS Instructions as seen here. Pay particular attention to the Document Type and
SubType
Document Type: Choose “Journal Article” if the article was published more than 12 months ago;
choose “OSTP Journal Article” if the article was published within the last 12 months.
Document SubType: Choose “Author Manuscript” if the version you are submitting is the final author’s peer-reviewed refereed manuscript (preferred) or “Journal Article” if it is the publisher’s version.

IAC MAC Contractors have several ways to send Classified STI to the BCO or directly to DTIC o Via the US Postal Service o Via SIPR email address o Via classified drop directly to DTIC
a. Create Unclassified Metadata
Create and submit unclassified metadata in ECMS
Attach the unclassified SF 298 ONLY to the submission (do NOT attach classified STI in ECMS)
b. Classified STI
Insert the SF 298 to the front of the STI (as page 1)
Name the classified STI using the following naming convention: XXXXXXX_STI_Document.pdf where XXXXXXX = AD Number assigned by ECMS to the unclassified citation
Upload CLASSIFIED STI to the designated DTIC SIPR Techspace group
Create and submit unclassified metadata in ECMS
c. How to request access to SIPR Techspace
Request access to the IAC Group on SIPR DoDTechspace via an email to your COR. The COR will notify you once access is granted.
