About this file
This document provides submission guidelines and selection criteria for the DoD Information Analysis Center (DoD IAC) Basic Center of Operations (BCO) contract solicitation. The DoD IAC BCO solicitation seeks proposals to operate as a BCO supporting the DoD IAC program. Proposals are due by close of business on 26 November 2019, with the contract to be awarded as a 100% small business set-aside. Successful offerors will collect and disseminate scientific and technical information funded by the DoD or other federal agencies within defined subject areas. Submissions should come from sources including technical reports from contractors and grantees, in-house publications, information exchange agreements, and certain open source materials if properly attributed and the dissemination rights are clarified. Legacy information already in DoD systems also requires validation of federal sponsorship and scope of work.

2DISTRIBUTION STATEMENT A. Approved for public release.
• DoD Scientific and Technical Information Program (STIP):

Program (DTIP) [change 3, December 17, 2018]

DoD policy
3DISTRIBUTION STATEMENT A. Approved for public release.
Findings and technological innovations resulting from R&E efforts and science and technology work of scientists, researchers, and engineers, whether contractor, grantee, or federal staff. STI also conveys the results of demonstration and commercial application activities as well as experiments, observations, simulations, studies, and analyses. STI is found in many forms and formats including textual, graphical, numeric, multimedia, and digital data, technical reports, scientific and technical conference papers and presentations, theses and dissertations, scientific and technical computer software, journal articles, workshop reports, program documents, patents, and other forms or formats of technical data. STI may be classified, controlled unclassified information (including export controlled or personally identifiable information), or unclassified publicly releasable. DoD-funded STI originates primarily from research and other activities performed by direct DoD-executed prime procurements, DoD-operated research activities, and financial assistance recipients, as well as DoD employees. (from DoDI 3200.12)
What is STI?
4DISTRIBUTION STATEMENT A. Approved for public release.
Change in focus-
Primary consideration:
“…collection efforts shall be limited to STI that has been partially or wholly funded by the Department of Defense or other Federal Agency…” (Gillespie email, July 15, 2019)
-or has been produced/published by DoD employees or U.S.
military service members
Secondary consideration:
-within the scope of respective subject/research areas
What to collect?
5DISTRIBUTION STATEMENT A. Approved for public release.
Data rights- what do we have the right to disseminate?
• Want to be able to share the right information with the right audiences
• Issues with [open source] collection methods in the past
-documents that don’t fit selection criteria
-content that DoD doesn’t have any data rights to
Why the change?
6DISTRIBUTION STATEMENT A. Approved for public release.
• TATs/CATs- from contractors/subcontractors/grantees
• In-house publications
• Exchange agreements/MOUs with other organizations
• Open source (safer sources)*
– Federal government agency or U.S. military websites
– DoD sponsored FFRDCs
– U.S military schools
– DoD labs
*ideally items should be marked and should have gone through PAO review; may want to enter the URL of where the content was sourced to provide a means of tracking

7DISTRIBUTION STATEMENT A. Approved for public release.
• Open source- (proceed with caution…)
– Journal articles, conference papers, books, book chapters- Open access or otherwise…-primary criteria for selection should be DoD, U.S. military or other Federal funding
• Just because you can view and download the full text of an article or paper does not mean that it is Open Access and that DTIC/IACs are allowed to disseminate the item- there may be limits to reuse
– Other open source-e.g. from [private] organizations [not government/military] that produce/provide STI… think twice… because that content is not government funded or produced, and further dissemination may conflict with copyright law
• Content may be available for [personal] download, but not for DTIC/IACs to place on our website for further dissemination
*make sure to read terms and conditions of content to see if further dissemination is allowed

8DISTRIBUTION STATEMENT A. Approved for public release.
• Legacy STI- (including data warehouse materials)- review carefully, because content may not have been sponsored by DoD or U.S. government, or may not fit within types of documents which should be collected, or even within the scope of IAC subject area. Content may need to be held at a more limited level of access.
