AMENDMENT 04
RFP Questions Received Government Response
J-05 Past Performance Citation is missing
Section I (Page 02).
The alpha sequence on Page 02 has been updated. Previous past performance questionnaires that have been submitted with the incorrect alpha sequence are NOT required to be resubmitted.
Paragraphs L3.2.5 and L3.2.6 are missing from page 6 of Section L.
This administrative sequencing error has been corrected.
Both Section L and Section M indicate that the pages for various forms of content do not count against any page count limitations.
Teaming Agreements are included as pages not counting. Do these statements imply that
Teaming Agreements are required to be included in the proposal, and if so, what volume should include them?
Yes, applicable teaming agreements should be included in the proposal and included in Volume
IV (Contract Documentation).
If the customer wants the BOE to line up with the Grand Total Tab" in the cost price model, hours for ETIs and STOs should not be asked for in the BOE. The grand Total
Tab does not include hours for ETIs and
STOs. Suggest striking ETIs and STOs from the BOE.
As indicated in Section L1.10, "The
Government is providing this figure as an estimate only. The Special Task Orders (STO) and Extended Technical Inquiries (ETI) are not guaranteed or budgeted for, and will be provided on the contract as a ceiling of $60.1M over the total period of performance, which is a combination of historical information and future requirements." In addition, Section L7.0 "[t]he
Offeror shall propose a single fully burdened labor rate, based on the average rate proposed, that is automatically calculated in the IAC BCOs
Cost/Price Model, for each respective year/period, which will be used for ETIs in accordance with PWS paragraph 1.5.2.4. The
ETI rate(s) will be incorporated into the PWS at the time of contract award."
Not sure a WBS element is needed for
1.5.3.5 Awareness since all of the WBS
elements that make up and are subordinate to Awareness are included in the BOE,
1.5.3.6 Community of Practice (CoP);
1.5.3.7 Service Promotion; 1.5.3.8
Conferences, Symposia, Workshops, and other Meetings; and 1.5.3.9 IAC Websites.
In other words, after assigning hours to the subordinate elements, there will not be any hours to assign to the higher-level element of Awareness. Suggest eliminating 1.5.3.5.
The Government has taken this into consideration and determined that including this element grants offerors flexibility to allocate the requisite hours to address each element.
AMENDMENT 04
As currently structured, the BOE does not provide a WBS element in which to include the hours needed to perform overall IAC program management (over and above the hours needed to manage and oversee the
ISS). Suggest adding the element 1.5.4
Program Management to the BOE for hours for overall IAC BCO program management activities in addition to the hours needed to manage and oversee the ISS.
It is a business decision by the offeror to determine how they will account for Program
Management hours for the IAC BCO.
Don't think there will many hours needed for
ISS Database Details. Suggest combining
1.5.4.1 and 1.5.4.2 into a single WBS element.
The Government has considered this request, but the element will remain as-is.
