HDIAC Draft RFP Q&A As of 5 March 2012

1CLIN 0003The requirement limits the CATs to “cost” type tasks; can they be expanded to include “CPFF”, “FFP” and “T&M” CATs?The extended CLIN description makes it clear it is for both CPFF and FFP CATs. CLIN 0003 will be utilized for issuing FFP and CPFF CATs.
2CLIN 0003The requirement limits the CATs to “R&D” tasks; can they be expanded to include other types of activities/funding?
Correction 5 Mar 2012: CATs are limited to the scope of work described in the PWS; the use of the term "R&D tasks"

does not limit CATs to only RDT&E funding.

3CLIN 0003The CATs are limited to $15M. Given the expansion of technical scope beyond the current CBRNIAC, can this limit be increased to more adequately cover the expansion of technical scope?The CATs ceiling of $15M in the RFP is the Government's best estimate of what will be required. All available data has been taken into account when formulating this estimate and will remain as a $15M ceiling.
4Section B. Minimum and Maximum ValuesDoes the $15M figure apply only to the basic/first 24 months or to the entire potential 66 month period of performance. In either case, if CAT activity is such that the $15M ceiling is reached before the end of the applicable period of performance does the government intend to halt further CAT funding for the remaining portion of the applicable period of performance or will the government consider an increase in the ceiling of CLIN 0003?As stated on page 103, para. L.5.4, the $15M applies to all five years combined.
5Section L 5.7 Cost Summary: d. Subcontracts.Must each CLIN or each deliverable under a CLIN comply with the “at least 50%” requirement?Correction 5 Mar 2012: The requirement applies to each CLIN.
6How will compliance with this requirement be measured and evaluated during contract performance?The contractor will report monthly on how much of its cost of personnel is subcontracted out of its total cost of personnel in the Cost Tracking Monthly Financial Report (Exhibit A, Data Item A015). The COR and CO will use this report to monitor the contractor's compliance with this requirement; as noted above, CPARs will also be performed on an annual basis.
7DFARS 252.215-7003 is a “Reserved” instruction according to FARSite.It is correct that DFARS 252.215-7003 is reserved. Final RFP will change reference to FAR 52.215-22.
8The embedded Excel file entitled “Cost Track_Mo Fin Report Template_CD” contained in Exhibit A Data Item A015 Cost Tracking Monthly Financial Report could not be opened. The error message says the file is corrupted.Will be included in the final RFP. Revised file is also included as a separate attachment.
9PWS 1.6 .2Does the term “Extended Technical Inquiry” as used above have the same meaning as “Extended User Inquiry” in PWS paragraph 1.6.2?The terms refer to the same thing. All references to "Extended User Inquiry" will be changed to “Extended Technical Inquiry" in the Final RFP release.
10PWS 1.6Reference: P WS 1.6 Categories of User Services: (5) Only one (1) extended technical inquiry, search and summary, or analysis per customer can be open at the same time. What is the definition of a customer in this context? Is it a person, an organization, an RA, other?The working definition is to define customer at the organizationally distinct level, meaning an organizational unit that has a distinct purpose and is separately identifiable from other units within the larger enterprise or organization. The application of the definition differs by customer. In questionable cases, the DTIC IAC PMO will assess the situation against the intent of the restriction.
11PWS 3.1PWS 3.1 General Information. … All equipment required for unclassified scanning will not transition to the HDIAC contractor; however equipment required for classified upload will transition.

Question: Will the replacement cost of equipment for unclassified scanning be an allowable direct expense under the contract?

The contractor must determine whether a cost is allowable and can properly be charged as a direct cost in accordance with its DCAA approved accounting system and the regulations at FAR 31.202. Some scanning activities could be considered within scope of the PWS.
12Regarding classified scanning, this PWS requirement seems to imply that the contractor will need access to a system such as SIPRNet to facilitate the “upload” of classified scanned documents. If SIPRNet or equivalent access is required, will DTIC facilitate or sponsor the acquisition of this capability at the contractor’s facility?SIPRNet access is not a requirement under the non-CAT portion of this contract. Classified scanning has historically been performed on a disconnected, classified system; copied to a CD/DVD; and securely mailed to DTIC for upload to DTIC databases.
13Section H.14Is this or a similar clause contained in the existing CBRNIAC contract? If not, how will the transition from the CBRNIAC prime contractor to the new HDIAC BCO contractor be contractually accomplished?Phase-out is currently incorporated into the existing CBRNIAC contract; the specific timeline and approach will be driven by the transition plan of the successful HDIAC offeror.
14PWS 1.4.4.2.2PWS 1.4.4.2.2 Newsletter. “… For historical background purposes the following information is provided: the CBRNIAC newsletter is disseminated via a listserve of 8,800 addressees (as of January, 2012). Access to the newsletter is provided electronically to addressees on the listserve. The HDIAC contractor may distribute the newsletter in hard copy but is not required to…”

The narrative description of CDRL Data Item A004 – Quarterly Newsletter contained in Exhibit A states “Currently, there are approximately 17,500 hardcopy and 53,400 electronic addressees on the quarterly mailing list.”

Please clarify the number of addresses that receive a copy of the newsletter and also clarify whether or not hardcopies of the newsletter are required to be disseminated.This is an error in Data Item A004 and this language will be removed in the final RFP. PWS para. 1.4.4.2.2. is correct. Hard copy newsletters are not required.
15CDRL Data Item A009The narrative description of CDRL Data Item A009 – Weekly Activity Report (WAR) in Exhibit A states “… Electronic submissions (MS Word compatible to DTIC) should be sent to iacwar@dtic.mil and to the specific IAC Program Analyst not later than noon every Thursday…”; whereas, the instruction in Block 10 of DD Form 1423 for this data item indicates the submission is due not later than noon every Tuesday.
Which submission date is correct?CDRL Data Item A009 is incorrect. The report is due on Tuesday. Data Item A009 will be corrected in the final RFP.
16Section J Attachment 5 Core Analysis Tasks Standard Operating Procedure; Section VI. Essential Requirements; paragraph EPlease clarify whether or not this means that the HDIAC prime contractor must provide substantial effort on each CAT.Yes, the IAC prime must perform substantial efforts on each CAT. Please also reference the FAR clause 52.215-23 "Limitations on Pass-Through Charges" included in the RFP Section I and its prescription at FAR 15.408(n). The related clause 52.215-22," Limitations on Pass-Through Charges-Identification of Subcontract Effort", was inadvertently left out of the solicitation and will be included in the final RFP. The prescription at FAR 15.408(n) provides additional details on restrictions applicable to subcontracting at the task order level.
17Reference: PWS 1.6.6 Education and Training.In the last sentence of this section the wording states “This does not include “how/to” classes/tutorials….on existing systems, applications, …” Is this restriction meant to apply to all how/to training, or only training that does not directly relate to the HDIAC technical user base? For example, if a user has need of training on a model that is used in support of the generation of STI relevant for HDIAC would that type of training be permitted?As stated at the PWS para. 1.6.6., training authorized on this contract shall serve to disseminate information to the HDIAC scientific and technical community that is relevant to the HDIAC research and development subject areas described herein. It is not intended to provide user-type training for specific existing systems, applications (including models), products or techniques, even if use of those technologies generates STI. As all training will be pre-approved by the Contracting Officer Representative (COR). The COR will make a scope determination on a case by case basis.
18Clause H13, Key Contractor PersonnelThe subject clause states the credentials and experience of Key Personnel "are factors" indicating that Key Personnel capabilities will be given active consideration in the source selection process yet none of the Section M evaluation criteria explicitly evaluate personnel qualifications. Please clarify if Key Personnel qualifications will be evaluated and whether or not resumes are required?Key Personnel will not have to be identified; nor will the specific qualifications of an individual be evaluated. H13 and Section L will be revised in the final RFP.
19Section J Attachment 7 HDIAC BCO Performance PlanThe PWS references contained in the Service Summary Table in subsection 5 on pages 8 and 9 do not match the PWS references contained in the Service Summary Table contained in Section C: Draft Performance Work Statement Section 2. Please clarify the PWS references contained in Section J Attachment 7 HDIAC BCO Performance Plan.The Service Summary Plan in Section C and Attachment 7 will be corrected to match.
20Attachment L-3 Sample Questionnaire Cover LetterThis sample letter indicates that R&D related advisory and assistance services will be in scope of the HDIAC BCO contract. However, referring to Section J Attachment 5 Standard Operating Procedures for Core Analysis Tasks; VII Procedures: A. Work Plan, it contains the following at sub heading “h.”:… Statement that the RA understands what constitutes A&AS as defined in FAR 2.1…and by his signature on the WP confirms that A&AS does not apply to this WP and that this WP will not be funded with A&AS funds.
Question: Is R&D related advisory and assistance services (A&AS) technical effort and/or A&AS funding within scope of the HDIAC BCO Core Analysis Task?The CAT standard operating procedure (SOP) included in the RFP is subject to revision before and after contract award. The finalized SOP that will be provided to the contractor at time of award will correct this error. R&D-related advisory and assistance services are within the scope of the HDIAC BCO contract. The intent of the term "R&D-related A&AS" is to cover studies and analysis tasks; this contract does not allow for staff augmentation type A&AS.
21Section J, Attachment 5, Standard Operating Procedures for Core Analysis Tasks subsection V Definitions: H: Core Analysis Task (CAT) (3)Where it states in the referenced attachment that "PMO analysis will also examine whether a requirement may result in TAT or TAT modification under an IAC multiple award contract", please clarify the criteria that the PMO will use to determine that a prospective CAT should result in a TAT or a TAT modification under an IAC multiple award contract?The CAT standard operating procedure (SOP) included in the RFP is subject to revision before and after contract award. The finalized SOP will be updated to remove this language.
22Para. L.4.2, Executive SummaryThe referenced provision states: "Material presented in the Executive Summary will not be considered towards meeting the requirements for any portions of other volumes of the proposal." Please clarify the meaning of the statement: “will not be considered towards meeting the requirements for any portions of other volumes of the proposal.” Will the content of the Executive Summary be evaluated per Section M criteria or does the content of the executive summary need to be repeated in the other parts of the proposal? If the content of the Executive Summary must be repeated in other parts of the proposal will the government remove the Executive Summary from the page count from Volume II?The Executive Summary will be evaluated as part of Volume II, Technical Capability. This statement is indicating that information provided in the Executive Summary will not be evaluated as part of the Past Performance, Cost/Price, and/or Contract Documentation Volumes (Volumes I, III, and IV).
23PWS paras. 1.3, 1.4.1.2 and 1.4.2In the referenced paragraphs, please identify which, if any, will require the contractor to provide new or updated technology and tools, or, which may be supported with government provided technology and tools (GFP).All Governments requirements are as stated in the PWS. It is left to the contractor's discretion as to which tools and technologies it will use to meet these requirements and developing or procuring those systems/applications. All Government property the Government intends to furnish is listed in the RFP Section J, Attachment 3.
24PWS para. 1.8.2Will there be a future requirement for IT systems that support TS and SCI level data? What will be the systems certification/facility requirements?
Will the government require a plan to make this capability available to support future requirement? Will security clearance/classifications from other government organizations (example. DOE Q clearance) be acceptable?All known requirements for Personnel & Facility Security Qualifications are as stated in the RFP. All proposal and deliverable requirements that require a contractor plan are as stated in the RFP. Other agency clearances are not acceptable.
25PWS para. 5.0 Appendix 5.2 CBRNIAC Historical Workload EstimateCan/will the government provide any additional information regarding size and scope of the different categories? Specifically, more information on the size and complexity of the Technical Inquiries, the size, length, and locations of the meetings?No, more detailed information is not available.
26PWS para. 1.4.3.3 and Section L, para. L.4.5Please clarify the following regarding the PWS vs Section L references to the BCO ISS requirement: What is the expectation for vendor software development vs. COTS systems bring adapted for use in the system?The Government has no particular expectation or preferred solution. All ISS requirements are as stated in the PWS. It is left to the contractor's discretion as to how best to meet these requirements.
27Section L.1.10 Budget Profile.Given the expanded/additional scope of HDIAC technical area requirements, can/will the government provide any additional information regarding appropriate labor categories comprising the projected 14 Full Time Equivalents (FTE) profile for HDIAC?No, It is left to the offeror's discretion as to the optimal labor categories/labor mix to propose to meet the RFP requirements. No additional data is available.
28Section H.13.c., Key Contractor PersonnelCan/will the government provide any additional information regarding appropriate labor categories considered “key” categories based upon the DACS program experience?See response to question #18.
