F. General Clarification

Revisions/Additional Questions are annotated in red font

A. Process Clarification

1. Please clarify what WD should we use – several WD have been superseded (i.e. Curry County, NM) or the ones included in the RFP?

A: RFP FA8059-16-R-0001 Amendments 0001 and 0002 updated all Wage Determinations

2. How will the contracts be packaged/grouped, i.e. geographically, MAJCOM, Numbered

AF, MDS, etc.?

A: It is anticipated that all bases will initially be awarded individually. There is the potential MAJCOMs could choose to consolidate their bases into single task orders.

3. Appendix G answered my question with regards to MAJCOM grouping of the solicitation. In our proposal, do we gear our submission towards MAJCOM or individual TA’s allocated to SDVOSBs? In other words, do we pick and choose bases, or are bidding on MAJCOM packages?

A: There are no MAJCOM groupings at this time. It is anticipated that all bases will initially be awarded individually.

4. Will contractor have the opportunity to interview local employees of incumbent contractor?

A: There is no incumbent contractor at Dover AFB. For the purpose of base-level competitions, The Air Force will comply with all relevant labor laws, including the requirements of EO 13495, (Nondisplacement of Qualified Workers Under Federal Service Contracts) as implemented in FAR Part 22.12.

5. We currently have a bid in for Selfridge as a SDVOSB team for the bridge contract. If we’re fortunate to be awarded that, could we convert that into a base per this solicitation, or would we have to bid on that over again?

A: No, the award of a bridge contract cannot be converted into a base contract per this solicitation. At the expiration of that contract, the requirement will be re-competed as a task order under this effort.

6. Reference RFP Addendum to 52.212-1, Paragraph 3.7: The paragraph calls for a

CD/DVD submittal with each proposal. Are Offerors to submit a CD for each volume or a single CD that contains the entire proposal?

A: As identified in Addendum to 52.212-1, Para. 3.7, “Each CD or DVD will contain only one (1) proposal Volume”

7. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph

3.2: The paragraph states that radio contact is to be maintained with the MOC during hours of operation. Please confirm the MOC is a contracted control function.

A: Per AFI 21-101 (Para 5.2.2) the MOC is part of the Maintenance Group and is performed by the Government.

8. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph 13: The paragraph states that CFE will be provided based on the base-issued task orders.

Are Contractors allowed to perform on-site maintenance of their equipment that is used in direct support of the awarded task order?

A: The Air Force will accommodate all reasonable requests that do not impact the Air Force mission.

9. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph

16.1: The paragraph states that the Contractor will assume the cost of said investigation(s). Our understanding is that reinvestigations (as well as initial investigations for uncleared employees) are paid for by OPM. Please confirm the costs referenced are for fingerprints for new hires who do not have a current clearance.

A: The statement indicating the Contractor is responsible for costs has been removed in Amendment 0002

10. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph investigation(s). Our understanding is that reinvestigations (as well as initial investigations for uncleared employees) are paid for by OPM. Please provide an estimate on the cost of a reinvestigation if the Government is to be reimbursed for Periodic Reinvestigations.

11. Reference RFP Attachment 5, Sample Task Order PWS for Transient Alert Services, Paragraph 1.1 and Paragraph 13.2: Paragraph 1.1 states that the Offeror is to “Provide an adequate number of qualified employees to receive, park, service, and launch all transient aircraft”. Paragraph 13.2 that there are a minimum of two personnel on shift. Please confirm this two-person requirement is for personnel working on the ramp.

A: At a minimum there will be two personnel on shift. Work on individual airframes may require more than two people to receive, park, service, and launch an aircraft and must always be IAW the applicable aircraft technical data.

12. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph

13.1: The paragraph references the CFE that is to be provided for assigned tasks. Will the Contractor be allowed to perform on-site maintenance of assets provided on these items?

13. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph

21.1: The contractors Quality Management System (QMS) must be approved by the contracting officer before the contract start date. Please provide a required due date for this deliverable.

A: The contractor is required to submit their Quality Control Plan which adequately as part of their proposal, in accordance with paragraph 5.3.7 in Section L of the solicitation. The contracting officer awarding each Task Order will establish a date for receipt of the Quality Management System.

14. Reference RFP Attachment 5, Sample Task Order PWS for Transient Alert Services, Paragraph 16.2: The paragraph states that contractor uniforms are to be standardized and bear the company name. Please confirm this would include cold weather gear such as insulated coveralls used by employees during the winter months.

A: The requirement for standardized uniforms which bear the company name also applies to cold weather gear such as insulated coveralls.

15. Reference RFP Attachment 5, Sample Task Order PWS for Transient Alert Services, Paragraph 16.6: The paragraph for drug testing requirements is marked as “N/A”. Please confirm that FAR 52.223-6, Drug Free Workplace, is not considered as applicable to this effort.

A: The sample task order does not state any specific requirements for drug testing given the fact that no one will actually be performing the requirements; any requirements for drug testing or similar requirements will be identified in the subsequent task order PWS. FAR 52.223-6 has been added to the solicitation via Amendment 0002.

16. Reference RFP Attachment 5, Standardized PWS for Transient Alert Services, Paragraph

11.1: The paragraph references Appendix F for CFE listing of equipment to be provided to the contractor for assigned tasks. Will the Contractor be allowed to perform on-site maintenance of assets provided on these items?

17. Reference RFP Attachment 5, Standardized PWS for Transient Alert Services, Paragraph

12.1: The paragraph is marked as “N/A”. Please clarify.

A: The sample task order PWS (and all subsequent Task Order PWSs) reflects the formatting of the standardized IDIQ PWS. In this instance, paragraph 12.1 is marked "N/A" as the paragraph does not apply to the work to be performed.

18. Reference RFP Attachment 5, Standardized PWS for Transient Alert Services, Paragraph

19.1: The contractors Quality Management System (QMS) must be approved by the contracting officer before the contract start date. Please provide a required due date for this deliverable.

A: The contractor is required to submit their Quality Control Plan as part of their proposal, in accordance with paragraph 5.3.7 in Section L of the solicitation. A QMS submission will not be required for the sample task order and has been removed from Attachment 5 via Amendment 0002.

19. Reference RFP Attachment 5, Appendix A, Regulations and Guidance lists Air Force instructions which can be retrieved via internet. It also lists base specific local instructions which historically cannot be retrieved via the internet. Will these local instructions be provided?

A: As the task orders for each base are solicited, the local instructions will be provided.

20. Instructions say to provide the quantities and pieces of CFE proposed in order to perform services in accordance with Section J, Attachment 5, Sample Task Order PWS. The sample task order provides workload history but does not indicate a location where the work is to be performed, i.e. Alaska or Florida. Appendix F states how much CFE the contractor "SHALL" provide. Will the Government clarify if the offeror is to propose the equipment needed or use the information as provided in Appendix F?

A: Amendment 0001 of the solicitation identifies on the cover page of Attachment 5 that the performance location of the sample task order is Dover AFB. The sample task order identifies which equipment the contractor shall provide; any additional equipment (among those listed in the price worksheet) which the contractor would need to provide technically acceptable performance would also be included as part of their proposal.

21. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 5.3.7.1: The paragraph states Offerors shall “provide a quality control plan that addresses the requirements of Section J, Attachment 5, Sample Task Order PWS, paragraphs 3.14 and 21”. Attachment 5 does not contain a Service Delivery Summary for the Contractor to use in the construction of their plan. Please provide a Service Delivery Summary for consideration in the development of the Quality Control Plan.

A: For the purpose of this Sample Task Order, a Quality Control Plan should be developed using Attachment 5, paras. 19.1. and 19.2. Paragraph 19.3 and references to performance objectives have been removed via Amendment 0004, Attachment 5 v3.

22. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 5.3.7.1(a), and Attachment 5: As ‘Scheduling of services’ is not directly addressed in the sample Task Order, are offers to use Section 1. Management, as a guideline to show how services will be pre-coordinated in order to provide the TA support directly to the customer?

A: For the purpose of this Sample Task Order, use sections 1-7 of Attachment 5.

23. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 5.3.7.1(e), and Attachment 5: Is ‘equipment/facility management’ referring to Section 9 through 12, to include Government facilities used by the TA Contractor (as no facilities are Contractor designated)? Please clarify.

A: Yes, equipment/facility management includes both using contractor-provided equipment and facilities (as applicable) as well as the contractor’s use of government-provided equipment and facilities. Attachment 5, Paragraph 12.1 has been added to identify that the Government will provide a furnished facility and storage space.

24. Reference Attachment 5, Sample Task Order, Paragraph 20.1 and Section B: The references do not define the length of the transition periods for Phase-In and Phase-Out that can be expected by the Contractor. What is the length of the Transition Periods?

A: As indicated in paragraph 20.1 of the Sample Task Order PWS, the transition is only for Phase-Out. The phase out time is 30 days.

25. Reference Attachment 5, Sample Task Order, Appendix B: The list of Government-furnished property does not include facilities provided for the Contractor to operate from.

Please provide a listing of space(s) provided for the Contractor to use in the performance of services.

A: For the purpose of this Sample Task Order, the government will provide a furnished office as indicated in Amendment 0004, Attachment 5, Para. 12.1. Future Task Order competitions will specify whether Government facilities are available.

26. Reference Attachment 5, Sample Task Order, Appendix B: The list of Government-furnished property does not include basic items, such as office furniture, for use by the Contractor. Is this intentional?

A: For the purpose of this Sample Task Order, the government will provide a furnished office as indicated in Amendment 0004, Attachment 5, Para. 12.1. Future Task Order competitions will specify what GFP is available.

27. Reference Attachment 5, Sample Task Order, Appendix B: The list of Government-furnished property does not include basic items (such as shop stock cabinets/storage bins, tool storage cabinets, HAZMAT lockers, maintenance platforms, jacks, generators, fuel bowsers, load banks, compressors, and utility trailers) for use by the Contractor. Is this intentional?

A: For the purpose of this Sample Task Order, the Government will provide all equipment that is not listed in the CFE in Attachment 6. Future Task Order competitions will specify what GFP is available.

28. For Subfactor 4: Staffing/Equipment Plan (Sample Task Order) it is not clear to us the circumstance of the transition. Are we transitioning a military/civil service workforce or are we transitioning from one contractor to another? There are distinctions as to the methodology we would use to recruit and retain. Please clarify which circumstance we are responding to in the Dover Sample Task Order.

A: As indicated in responses to questions 4, 94, and 97, there is not an incumbent Contractor performing at Dover AFB. The services are currently performed organically.

B. Scope Clarification

29. Please clarify per the RFP proposal instructions: 5.5.3 The Government has provided a Sample Task Order project located in Section J, Attachment 5, Sample Task Order PWS.

Offerors shall populate Attachment 6, TA Services Pricing Worksheet with labor categories as established in Volume II of the offeror’s proposal. For each labor category, offerors are responsible for populating the minimum wage as established for the location IAW FAR 52.222-41, Service Contract Labor Standards. This minimum wage rate will be incorporated with the markup rate percentage to establish a fully burdened labor rate.

However Attachment 5, Sample TO PWS does not designate a location on which to base our wages on? Please confirm what location we are to use to complete this submission?

A: Amendment 0001 of the solicitation identifies on the cover page of Attachment 5 that the performance location of the sample task order is Dover AFB.

30. Under 11. Other Services-11.1- Snow Removal/Sweeping on Taxiways, Runways and Parking Areas, Passenger Screening, AGE MX-minor and major: is there any historical data, or manpower document available to derive the magnitude of these services? AGE, would TA be expected to handle its own AGE, or assume base wide mx responsibility?

Will Government provide sweepers, snow removal equipment or would contractor assume procurement responsibility for that as well?

A: Other services to be provided will be identified on each base-issued task order proposal request in their Performance Work Statement. Individual bases will be responsible for identifying the other services that are required, any historical data related to magnitude, and overall AGE requirements. Also, individual bases will identify Government Furnished Equipment/Property to be provided under Section 12 and Appendix B of their Performance Work Statement.

31. Do you have any data to support a finer tuned manpower document? MDS of aircraft and how many per year are washed-fighter/trainer vs. heavy/cargo?

A: Estimated workload for the sample task order is identified in Attachment 5, Sample Task Order PWS, Appendix C. Any workload outside of what is stipulated in Appendix C will be identified in individual base-level Task Order competitions.

32. Painting: Are bases going away from having base paint shops? If so, what does that work load look like annually? Do you have a sample schedule?

A: This is determined by each base. Any workload would be identified in the performance work statement for the base-level competition. We do not have a sample schedule.

33. Would Crash Recovery Equipment such as airbags, crane, flat beds, slings and PPE be provided by the base?

A: Items to be provided as Government Furnished Equipment will be identified in Task Order Proposal Requests, Appendix B of the individual base Performance Work Statement, if applicable.

34. Are TA contractors currently providing crash recovery, paint shop and wash rack services?

A: Yes, TA contractors are providing these services at some, but not all locations.

35. Will the Government provide glycol recovery equipment, storage tank and disposal?

A: Yes, for the purpose of the Sample Task Order glycol recovery equipment, storage tank and disposal equipment will be considered provided by the government as indicated in Amendment 0004, Attachment 5, Table B-1. Future Task Order competitions will specify what GFP is available.

36. Is de-cing and glycol recovery only provided by the contractor for transient aircraft?

A: Yes, for the purpose of the Sample Task Order, the offerors are only to propose to support de-icing and glycol recovery for transient aircraft.

37. Reference Attachment 5, Sample Task Order, Appendix F, Paragraph F.1.3: The paragraph specifies that the Contractor is to provide two tow vehicles. It is not clear if it is two for each of the specified weight capacities (10,000 – 150,000 & 100,000 – 500,000) or two total. Please clarify.

A: One vehicle with 10,000 to 150,000 towing capacity and one vehicle with 100,000 to 500,000 towing capacity.

38. Reference Attachment 5, Sample Task Order, Appendix F, Paragraph F.2: The paragraph specifies tow bars that are to be provided as CFE. There are some common aircraft that appear to be missing from the list (ex. T-38, C-12, C-20, C-32, C-40, C-21). Is this intentional?

A: The offeror’s technical proposal should not specify the use of any equipment not identified in the CFE Pricelist in Attachment 6. The T-38, C-12, C-20, C-32, C-40, and C-21 towbars will be considered provided by the government as indicated in Amendment 0004, Attachment 5, Table B-1. Future Task Order competitions will specify what GFP is available.

39. Reference Attachment 5, Sample Task Order, Appendix F, Paragraph F.2: The paragraph specifies tow bars that are to be provided as CFE. There are some common aircraft tow bars that appear to be missing from the list (ex. T-38, C-12, C-20, C-32, C-40, C-21). As the source selection is Performance Price Tradeoff, are additional items such as these considered as a “better value” to the Government if identified as Contractor Furnished Equipment?

A: No, the best-value tradeoff is not based on whether the proposal features CFE that the Government would normally provide. The T-38, C-12, C-20, C-32, C-40, and C-21 towbars will be considered provided by the government as indicated in Amendment 0004, Attachment 5, Table B-1. Future Task Order competitions will specify what GFP is available.

40. Reference Attachment 9, Questions and Answers, Answer 11: The answer provided confirms that work is to be accomplished by at least two personnel. Please confirm that manning sections, to include individual task orders, will be evaluated by the Government to confirm compliance with at least two personnel being available for work on the ramp at all times that the facility is to be open.

A: At a minimum there will be two personnel on shift. Work on individual airframes may require more than two people to receive, park, service, and launch an aircraft and must always be IAW the applicable aircraft technical data.

41. The Sample Task Order PWS for Transient Alert (TA) Services paragraph states:

Section 13. Hours of Operation, Paragraph 13.1. Duty Hours, “The contractor shall perform services during the following hours of operations: 24 hours a day, 7 days a week, including holidays”. Chart C.1 provides the “Average Annual Estimated Workload based on 24 Hour Clock”. Since the requirement is to provide TA Services is 24 hours a day, 7 days a week, including holidays, are the percentages provided by Chart C.1 also applicable to weekends and holidays and is the volume of TA services activity the same for weekends and holidays as it is for the other normal week days?

A: Yes, estimated workload is constant across the week and holidays.

C. Small Business

42. Also, if there are no 8(a)s bid on those set-asides, will those be opened to SDVOSBs?

A: In order for those bases to be opened to the SDVOSBs, the SBA would have to make a determination to release those bases from the 8(a) program per 13 CFR 124.504(d). In the case that there were not enough awardees to satisfy the 8(a) set-aside for those bases and the SBA does not release those bases from the 8(a) program, those bases would then be removed from this effort.

43. If a SDVOSB company bids with an 8a as a sub will the companies be able to bid on both

SDVOSB and 8a set asides?

A: There would be no restriction of this arrangement on the SDVOSB set-aside.

However, this arrangement must be pursuant to a formal Joint Venture Arrangement for consideration under the 8(a) set-aside. Also please see RFP, page 86, paragraph 1.4, which states, in relevant part, “An 8(a) Offeror who is also a SDVOSB could submit a proposal as a SDVOSB and/or an 8(a). If this Offeror decided to propose to both SDVOSB and 8(a), they will be required to submit two

(2) technical proposals, covering technical subfactors 1 and 2 for SDVOSB and for 8(a).”

44. Is it required for a SDVOSB have an 8a team mate for the company to submit a proposal?

A: No, an 8(a) teammate is not required to submit a proposal under the SDVOSB set-aside.

45. If you are submitting an SDVOSB proposal as a prime can you be a subcontractor to another prime submitting a proposal?

A: There is no prohibition on submitting an SDVOSB proposal as a prime and being identified as a subcontractor to another prime submitting a proposal.

D. Past Performance

46. Please clarify: Attachment 3 & Attachment 4 are identical with different titles – is this in error?

A: No, this is not an error. Attachment 3 & Attachment 4 are not identical with different titles. Attachment 3 is specifically for Contract Management History and Attachment 4 is specifically for Performance of TA Services.

47. Please clarify Attachment 3 & 4 – “your name; your title; your organization” who are you referring to the contractor or the agency that fills out the PP – Shall we leave it blank for the government to fill in?

A: In accordance with Addendum to 52.212-1, Instructions to Offeror, Sections

5.4.4.3 and 5.4.5.3, “The offeror shall complete Section A” for both Attachment 3 & 4.

48. Ref. 3.3.4 Relevancy Assessment - “Relevancy in regards to magnitude is based on the similarities between a given past performance effort and this TA requirement in terms of overall contract value with a minimum value of $100K annually. Past performance references in excess of the given limit will not be evaluated.” The RFP is confusing with regard to past performance relevance. As most TA contracts exceed 100K annually, the second sentence suggests that a higher value reference will not be evaluated.

- Please clarify the required threshold value.

A1: There is no Ref. 3.3.4; however, Relevancy Assessment is located in Addendum to 52.212-2, Evaluation of Offerors, Section 3.4.5.1(a) which states “the individual contract must be a minimum value of $100K annually”. This section will be used to respond to the overall value with a minimum value of $100K annually. There is no maximum dollar value threshold for Contract Management History past performance relevancy.

A2: In accordance with Addendum to 52.212-2, Evaluation of Offerors, Section

3.4.1 “The Government will review up to twelve (12) total contract’s past performance submitted by the Offeror, up to six (6) contracts for Contract Management History, and up to six (6) contracts for Performance of TA Services.

The Offeror may submit the same information for both elements if that information satisfies recent and relevant past performance for both elements. Any submission in excess of the limit will not be considered and only the first twelve (12) contracts listed in Volume III will be evaluated.”

49. How do we submit past performance questionnaires as a sub to an 8(a)

A: To submit past performance questionnaires as a sub to an 8(a), the offeror must fill in the appropriate box in Attachment 3 & 4 where the questionnaire states “Contractor performed as the Prime Contractor, Sub-Contractor, or Key Personnel”.

50. Can an 8(a) company with no TA past performance use a subcontractor's past performance for this solicitation and be included in the selection process.

A: In accordance with Addendum 52.212-1 Instructions to Offerors, Section 5.4.2 “8(a) offerors may rely on past performance of its Joint Venture partners only if the Joint Venture partner is identified in the offeror’s response in accordance with Paragraph 5.2.6 of this addendum. If the 8(a) offeror is a formal Joint Venture, the Government will consider the past performance of all firms that comprise the Joint Venture. Please note, if the offeror is a formal Joint Venture, the offeror shall provide a copy of the SBA Joint Venture certificate documentation. The SBA must receive the certification documentation prior to the proposal due date and must approve the documentation prior to contract award. The Government will not consider past performance of subcontractors submitted that are not pursuant to a formal Joint Venture.

51. Can an offeror use an international commercial contract for management or performance history?

A: Yes. In accordance with Addendum to 52.212-1, Instructions to Offeror, Section

5.4 and its subparts the offeror may use “relevant contracts performed for Government Agencies and/or commercial customers.”

52. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 5.4.4 Contract Management History: As many BOSS contracts have a NAICS code of 561210, please confirm that NAICS 561210 is accepted as a similar NAICS to those listed in Table 4.

A: Yes, NAICS 561210 - Base facilities operation support services is accepted.

Amendment 0004 of the solicitation adds this NAICS to Table 4, located in Addendum to 52.212-1 Instruction to Offerors, Para. 5.4.4.1(b).

53. Reference Attachment 9, Questions and Answers, Answer 29: The answer provided states that 8(a) past performance of subcontractors submitted will not be considered that are not pursuant to a formal Joint Venture. To confirm, a Prime Contractor, Subcontractor relationship is not considered as “allowable” for consideration for an 8(a) contract award.

A: This relationship is allowable, but in this instance, only past performance for the Prime contractor will be considered.

54. Can an 8a company with no past performance have a Teaming Agreement (TA) with a non 8a company as a subcontractor for this effort and use their past performance?

The Government will not consider past performance of subcontractors submitted that are not pursuant to a formal Joint Venture.” A Teaming Arrangement is not the same as a formal Joint Venture.

E. Pricing

55. Please clarify what WD should we use – several WD have been superseded (i.e. Curry

County, NM) or the ones included in the RFP?

A: RFP FA8059-16-R-0001 Amendments 0001 and 0002 updated all Wage Determinations

56. Attachment_4_-_Sample_Task_Order_PWS: Appendix F, states "The contractor shall provide all parts, maintenance, materials, oil, fuel, licensing, registrations, inspection, insurance, applicable taxes and associated fees for both current and replacement contractor provided vehicles." Are all of the cost associated with the above included in Attachment_5_-_TA_Services_Pricing_Worksheet? If not are we to ignore those requirements for the sample task order?

A: All associated costs are included in the pricelist of CFE for the sample task order.

57. Attachment_4_-_Sample_Task_Order_PWS: Appearance and Grooming Standards: states "Uniforms shall be standardized and bear the company name or logo and the words Transient Alert." Are the uniform requirements, as stated in the sample task order, to be included in the contractor's fully-burdened labor rate?

A: Yes and it should be covered under the NTE markup rate proposal.

58. Reference RFP Attachment 1, Standardized PWS for Transient Alert Services, Paragraph 16.1: The paragraph states that the Contractor will assume the cost of said investigation(s). Our understanding is that reinvestigations (as well as initial investigations for uncleared employees) are paid for by OPM. Please confirm the costs referenced are for fingerprints for new hires who do not have a current clearance.

60. Will the Government provide the cost elements that are applicable and included in the

"Mark Up" rate for this solicitation? Possible cost elements are: FICA, SUI, FUTA, work mans compensation insurance, G&A and Fee and possibly fringe benefits.

Providing a "standardized definition" of cost elements in the markup rate will ensure the accuracy of markup rates between offerors.

A: The Government will not be identifying the individual elements of the markup rate.

61. We are unable to find reference to FAR 52.222-43 -Price Adjustment and Option Contracts in the solicitation. Is FAR 52.222-43 included in this solicitation?

A: Amendment 0002 adds this clause to the solicitation.

62. In the RFP, it states that the initial maximum "Mark Up" cannot be exceeded for any subsequent task order. However, several of these elements are normally adjusted yearly and price adjustments are authorized by FAR52.222-43. SUI, H&W and work mans compensation insurance change annually and are unpredictable 5 years out. The factors that go into those rates are not known by the Government or Contractor. How will authorized unknown price adjustments be recognized in the out years? The risk is that the amount of the adjustments are not known by the Government or the Contractor and may result in exceeding the maximum Mark Up rate.

A: Potential offerors are responsible for proposing NTE markup rates representing all potential markup increases.

63. If the employees at a specific location petition for union representation through the DoL, the results are possible for increased cost elements in the Contractors Mark Up rate. How will these authorized and legal unknown price adjustments be recognized in the out years? The risk is that the amount of the adjustments are not known by the Government or the Contractor and may result in exceeding the maximum Mark Up rate.

A: Potential offerors are responsible for proposing NTE markup rates representing potential increases. In the event that an unknown CBA is negotiated for a location not previously identified, both the Government and the Contractor will be responsible for enacting all corrective measures necessary.

64. Current TA contracts are normally 1 base year and 4 option years. Some contracts are extended an additional 6 months. Some have shorter life spans. What is the Government plan for pricing if the task order extends beyond the date of the MATOC?

A: Task Orders will be bound to the NTE markup rates during the period with which they are placed. FAR 52.217-8 Option to Extend Services states, in relevant part, “The Government may require continued performance of any services within the limits and at the rates specified in the contract.”

65. In regards to the proposed binding NTE Markup Rates for the Base and Option Years in the Sample Task Order, Attachment 6 – TA Services Pricing Worksheet, Tab 1: Confirm that the proposed binding NTE Markup Rates for SDVOSB set-aside will be based on all the 38 geographic locations as shown in the RFP Amendment 0001, ADDENDUM TO

52.212-1, Instructions to Offerors, Section 2, Coverage, Table 1 – Mandatory Use Bases and not only the Dover AFB, Delaware location.

A: This is correct.

66. Additionally, provide guidance regarding the proposed binding NTE Markup Rates as it relates to the ten (10) locations for SDVOSB set-aside as shown in Section 2, Coverage, Table 2 – Potential Bases for Inclusion.

A: While the bases listed in Table 2 are within scope and may come on board this effort, they should not be included in the computation of the markup rate.

67. Specifically, should the potential base locations be included in developing the proposed binding NTE Markup Rates for the Sample Task Order?

A: No.

68. Does the contractor have to bid materials; supplies; tools; and other ancillary support expenses in the Sample Task Order? If so, where in the Attachment 5 – TA Services Pricing Worksheet should these expenses be included?

A: Not in the Sample Task Order, but you should anticipate these costs at the individual base level competitions and they should be included in your proposed NTE markup rate.

69. Is pricing required for Clins x004, Other Services (wash rack, lavatory services, etc.) in

Section B of the RFP? Request clarification as Clin x004 is blacked out in the Attachment 6 - TA Services Pricing Worksheet.

A: No. CLIN 0004, Other Services, is not required for the sample task order.

However, proposed NTE markup rates will apply to all CLINs during subsequent task order competitions. Subsequent task orders may require these services.

70. The Government is requiring that the contractor provide training for employees however, there is no mechanism to price training in the Attachment 6 TA Services Pricing Worksheet. Will the Government provide a CLIN for pricing training or provide a plug number for the Sample TO to cover these costs?

A: Not in the Sample Task Order, but you should anticipate these costs at the individual base level competitions and they should be included in your proposed NTE markup rate.

71. The Government is requiring that the contractor provide uniforms for employees however, there is no mechanism to price ODCs in the Attachment 6 TA Services Pricing

Worksheet. Will the Government provide a CLIN for pricing ODC's or provide a plug number for the Sample TO to cover the cost of Uniforms, PPE, etc.?

A: Uniforms should be included in the proposed NTE markup rate.

72. Follow-up to Question 67: 3.5.2.1 Section J, Attachment 6, … “ The markup rate percentages will be binding as maximum rates on all task orders proposed in the corresponding ordering period of the IDIQ.” Does this mean that the sample task order NTE MR is binding to individual base level competitions?

A: The proposed sample task order NTE markup rate is binding to the individual base level competitions, as identified in Addendum to 52.212-1, Para. 5.5.2.

73. Follow-up to Question 68: Where do we submit our proposed binding markup rates for the individual base level competitions? The Q&A implies that we are to submit a binding NTE markup percentage rate and a separate NTE markup rate for the sample task order pricing worksheet.

A: The proposed NTE markup rate for the sample task order will be binding to individual base level competitions and should include the required elements for those base level competitions, and will be used on all labor categories on all CLINs as identified in Addendum to 52.212-1, Section 5.5. A separate NTE markup rate is not necessary.

74. Follow-up to Question 69: Where do we submit our proposed binding markup rates for

A: See response to Question 73.

75. Follow-up to Question 70: Where do we submit our proposed binding markup rates for

A: See response to Question 73.

76. Should offerors add their Other Direct Costs (ODCs) such as vehicle maintenance, vehicle insurance, office supplies, safety equipment, fuel, etc. to the equipment list under CLINs x002 or should that all be included in the offeror's mark-up rate? By allowing these costs to be included in CLINs x0002, which will vary dramatically from TO to TO, the Government would reduce unnecessary risk to the contractor and therefore reduce the contractor's NTE mark-up rate across all TO proposals/pricing.

A: The proposed NTE markup rate should only reflect labor related costs. CLINs X002 consist of both a labor and equipment portion, as identified in Attachment 6, TA Services Pricing Worksheet, tabs 4 – 9. For proposal of the Sample Task Order, these costs are included in the CFE Price List. When base –level competitions occur, Contractors will be responsible for including these in the equipment portion of CLINs X002.

77. Will the Government clarify the location for pricing of de-icing and recovery labor, pricing for glycol recovery equipment, glycol recovery storage tank and the disposal costs?

A: All Glycol recovery equipment is to be considered as provided as GFE on the Sample Task Order (See response to Question 35). De-icing and recovery labor should be included in CLINs X002.

78. Is glycol recovery considered a CLIN x0004-Other Services cost or CLIN x0002- Transient Alert Services?

A: See response to question 77.

79. Will the Government confirm that pricing is not to be submitted for CLIN x 0004?

A: This is correct as identified in Addendum to 52.212-1, Para. 5.5.1.

80. Will the Government provide an updated Wage Determination with the CBA information for Lackland AFB Transient Alert?

A: Yes, this is now included in Attachment 8 via Amendment 0004 of the solicitation.

81. Will the Government clarify the unit of issue and the estimated quantities for CLINs x0003, x0005 and x0006 in Schedule B and the TA-Pricing Worksheet?

A: The unit of issue for these CLINs is hours. Estimated quantities will not be provided. Contractors are responsible for proposing quantities as identified in Addendum to 52.212-1, Paras. 5.5.1 and 5.5.4.

82. Will the Government clarify that cost elements contained in the NTE Mark Up rate, that are eligible to FAR Clause 52.222-43, Price Adjustments need not reflect all potential mark up increases and only those cost elements not subject to FAR Clause 52.222-43 Price Adjustments must represent all potential price increases?

A: See response to question 63. Potential offerors are responsible for proposing NTE markup rates representing potential increases. Price adjustments pursuant to Clause 52.222-43 will only be executed at the Task Order level.

83. Since the CFE pricelist includes all parts, maintenance, materials, oil, fuel, licensing, registrations, inspection, inspection, insurance, applicable taxes and associated fee for both current and replacement contractor provided vehicle, how will these costs be included and recognized in future IDIQ Task Orders?

A: See response to Question 76.

84. Will the Government clarify where any additional equipment costs, besides the equipment listed as GFE and the TA-Pricing Worksheet, is to be presented in Volume IV-Price.

A: There will be no additional equipment costs other than the equipment listed in the CFE price list.

85. Reference RFP, Section B and Attachment 5, Appendix F: The CLINs reference that the prices listed are to “provide all personnel, transportation, equipment, and services in accordance with the Performance Work Statement in order to operate and support transient aircraft”. It appears that this would include all Contractor-Provided Equipment, such as that listed in Appendix F, in the Markup Rate. This equipment is a significant expense, relative to the labor required to perform the services and will vary greatly from installation to installation. Please confirm the costs for Contractor-furnished equipment, such as those listed in Appendix F, is to be accounted for as part of the Markup Rate.

A: This CLIN description provided is in reference to Section B, CLINs X002. The NTE markup rate is only applicable to the labor portion of this effort. This is the reasoning for the separate equipment breakout under CLINs X002 in Attachment 6, TA Services Pricing Worksheet. Therefore, the cost of the CFE identified in Appendix F should not be accounted for in the NTE markup rate.

86. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 5.5.5, Attachment 6, CFE Price List Tab, and Attachment 5, Appendix B, Government Furnished Property:

The RFP paragraph implies that the CFE tab in Attachment 6 is inclusive of all Contractor-Furnished Property that is necessary for the task order pricing. There are obvious items that are not listed as Government-Furnished Property, such as general purpose tools and furniture. Are Offerors to assume these items are actually furnished for use by the Government?

A: See responses to Questions 25, 26, and 27.

87. Reference Attachment 5, Sample Task Order, Appendix B: The list of Government-furnished property does not include basic items, such as office furniture, for use by the Contractor. If this is intentional, how is the Contractor to recoup the costs of these items as our understanding, at this point, is that the values placed in Section B is limited to labor only for the CLINs provided?

A: See response to Question 26.

88. Reference Attachment 5, Sample Task Order, Appendix B: The list of Government-furnished property does not include basic items (such as shop stock cabinets/storage bins, tool storage cabinets, HAZMAT lockers, maintenance platforms, jacks, generators, fuel bowsers, load banks, compressors, and utility trailers) for use by the Contractor. If this is intentional, how is the Contractor to recoup the costs of these items as our understanding, at this point, is that the values placed in Section B is limited to labor only for the CLINs provided?

A: See response to Question 27.

89. Reference Attachment 8, Multi-Site Wage Determinations: The referenced attachment includes the Wage Determinations for each site but does not include the Collective Bargaining Agreements for the bases that are subject to the Collective Bargaining Agreement. Does the Government intend to provide the Collective Bargaining Agreements before proposal submission?

A: Attachment 8 includes current H&W and PTO for all CBA locations. During Task Order competitions, when locations that have a CBA in effect, the Air Force will comply with FAR Part 22. We will not be providing copies of individual negotiated CBAs per location for purposes of the award of the IDIQ contract.

90. We are aware that Executive Order 13706, Establishing Paid Sick Leave for Federal Contractors is being proposed. Once this Executive Order is approved, will the Contractor be afforded the opportunity for an equitable adjustment?

A: The Air Force will comply with all relevant labor laws, including the requirements of EO 13706, if approved.

91. Reference Attachment 9, Questions and Answers, Answer 71: The answer provided confirms that uniforms are to be considered as part of the Markup Rate for the prices proposed for the CLINs associated with the ordering period. Does the Government want Offerors to include vacation/holiday/sick leave benefits included in the Markup Rate or the amount included on Section B?

A: Section B should represent CLIN totals proposed in Attachment 6, TA Services Pricing Worksheet. Outside of uniforms, the Government will not identify the individual elements of the markup rate.

92. Please provide the Collective Bargaining Agreements (CBA) labor rate information for aircraft servicers for all locations involving CBA / Unions and or the link to the actual CBAs.

A: See response to question 89. All necessary elements of the CBAs are included in Attachment 8.

F. General Clarification

93. My company was recently awarded this TA contract 6 months ago, and it is a 1 year plus

4 option years. Our questions was is the plan to replace services at this base for TA services. Is the intention to replace this contract with an IDIQ Task Order after only one year under contract award to ONVOI or is the intent to replace this contract following a 5 year award?

A: It is anticipated that at the expiration of the current contract, the requirement will be re-competed as a task order under this effort.

94. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

A: There is no incumbent contractor at Dover AFB. The services are currently performed organically.

95. What are the start/phase-in dates for each of the bases?

A: We anticipate 7 bases to come on during FY17, 9 during FY18, 9 [4 8(a)] during FY19, 9 [2 8(a)] during FY20, and 10 during FY21. These numbers are subject to change based on the Air Force’s requirements or a base’s choice to not exercise an option on an existing TA contract.

96. Has funding been allocated for this effort and will AFICA be open to initial/start-up funding contractors?

A: Funding has been allocated to satisfy minimum orders identified in Addendum to 52.212-1, Instructions to Offerors, Para. 1.3. The Government is not considering initial/start-up funding for Contractors.

97. Will the Government provide demographics (years of service) for current Transient Alert personnel at Dover AFB, Delaware?

performed organically.

98. Confirm that the anticipated start date for the Transient Alert Services at the Dover, DE location will be 01-Dec-2016.

A: A Task Order will not be awarded for actual performance at Dover AFB because it is only for use in the Sample Task order. It is anticipated that the start date for the awarded MATOC IDIQs will be 1 Dec 2016.

99. Will the Dover TA solicitation be released as a Task Order under this contract at prior to the start date and this sample pricing will not apply?

performed organically. There is no plan to contract the TA services at Dover AFB.

100. Will a second round of questions be provided following the responses to these and other offerors' questions?

A: Yes. We will amend the posting notice to allow further questions submittal until 1400, 8 April 2016.

101. Is the posted response date the final response date or is there a chance the date may change?

A: Amendment 0003 changed the final response date to 22 April 2016.

102. Reference Amendment 0002, RFP Addendum to 52.212-1, Paragraph 3.7: The paragraph states the proposals are due 22 Feb 2016. Please clarify the correct due date of proposals.

A: Amendment 0003 changed this to read 22 April 2016.
