Performance Ratings Matrix Exceptional Performance meets/met contractual requirements with many exceeded to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with no more than a few minor problems for which corrective actions taken by the contractor were highly effective.
Good Performance meets/met contractual requirements with some exceeded to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with no more than some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory Performance meets/met contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor were satisfactory.
Marginal Performance does not meet/did not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory Performance does not meet/did not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
Neutral Performance was not observed or not applicable to the current effort being reported against.

1. Provided experienced managers and supervisors with the technical and administrative abilities needed to perform all management services as directed and in accordance with (IAW) applicable Technical Order’s (TOs) and Air Force Instructions (AFIs).
2. Provided an adequate number of qualified employees to receive, park, service, and launch all transient aircraft as required by the contract.
3. Coordinated parking locations, fuel delivery requests, and service or maintenance requirements to ensure timely arrival of government maintenance specialists/materials when required.
4. Submitted AF Form 861 (Base/Transient Job Control Number Register) for transient aircraft to COR on time.
5. Followed approved quality control plan.
The contractor in regards to arrivals:
6. Dispatched personnel to prepare for aircraft arrival in a timely manner.
7. Prepositioned and inspected all required equipment such as fire extinguishers, ladders, chocks, ground wires, powered and non-powered AGE (Air Ground Equipment), and any other items required for aircraft recovery, prior to aircraft arrival.
8. Met transient aircraft upon arrival in “Follow Me” vehicle at the designated taxiways and lead into assigned parking spot.
9. Provided signals to taxiing aircraft and remained in full view of pilot until engines were shutdown.
10. Performed grounding of aircraft, hot brake inspections, and installation of landing gear and arresting pins as required.

11. Performed preflight, post-flight, and thru-flight inspections IAW applicable aircraft TOs, local checklists and instructions.
12. Performed overall visual inspections of airframes and accessible components to determine airworthiness.
13. Checked for and identified fluid leaks, structural damage, and safety of flight discrepancies.
14. Ensured the aircraft AFTO Form 781 series are properly documented IAW 00-20 series TOs for all maintenance and inspections performed as well as all servicing.
15. Refueled or defueled transient alert aircraft as required.
The contractor in regards to departures:
16. Briefed the aircraft commander/crewmembers on the aircraft status and fuel load, as well as any actions or maintenance performed.
17. Removed snow from aircraft and under aircraft when required, as well as applied de-icing fluid to wings, control surfaces, and fuselage during cold weather to alleviate or prevent ice buildup.
18. Removed all chocks, ground wires, ground covers, pilot/inlet/intake/duct covers, gear down-lock/safety pins, and cockpit/weapons safeing devices.
19. Ensured aircraft parking spot is clear of obstructions and FO prior to aircraft taxi.
20. Returned AGE and support equipment to designated parking and/or storage area when not in use.
