ADDENDUM TO 52.212-1

1. OBJECTIVE

The Government will award one (1) contract as a result of solicitation FA8052-20-R- 0001. This requirement will facilitate competition by using an 8(a) competitive set-aside in accordance with FAR Subpart 19.805, Competitive 8(a) under North American Industry Classification System (NAICS) number 541990, All Other Professional, Scientific, and Technical Services using Product Service Code R499, Support - Professional: Other.

2. GENERAL INSTRUCTIONS

a. A firm-fixed-price contract will be awarded on the basis of a best value trade-off based upon an integrated assessment of Factor 1 - Technical; Factor 2 - Past Performance; and Factor 3 - Price. A contract may be awarded to the Offeror who is deemed responsible in accordance with FAR 9.1, and is determined, based on the evaluation factors, to represent the best value to the Government. Best Value Means: the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The Government seeks to award to the Offeror that will best meet, or exceed, the requirements. This may result in an award to other than the lowest priced Offeror, or other than the highest technically rated Offeror, where the decision is consistent with the evaluation factors and the Contracting Officer reasonably determines that the technical and/or overall business approach and/or past performance of the higher priced Offeror outweighs the cost difference. The Government team will base the integrated assessment of proposals against all criteria. While the Government evaluation team will strive for maximum objectivity, the process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process. The Government reserves the right to reject any or all proposals. As stated previously, all evaluation factors other than price, when combined, are significantly more important than price. This process permits trade-offs among price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for trade-offs will be documented in the file.

b. If an Offeror (1) fails or refuses to assent to any of the terms and conditions of this solicitation, (2) proposes additional terms or conditions, or (3) fails to submit any of the information required by this solicitation and in the manner specified within this document, then the proposal may be rejected without further evaluation.

c. The Contracting Officer and Contract Specialist are the sole points of contact for this acquisition. The Contracting Officer and Contract Specialist for this acquisition are as follows:

Contracting Officer: David N. Warner Phone: (210) 395-9850 Email: david.warner.27@us.af.mil

Contract Specialist: Nathaniel W. Trulove Phone: (210) 395-9548 Email: nathaniel.trulove.3@us.af.mil mailto:david.warner.27@us.af.mil mailto:nathaniel.trulove.3@us.af.mil

(1) The Contracting Officer will control exchanges between the Government and Offerors via email. Emails must be encrypted and include “Source Selection Information

- See FAR 2.101 & 3.104.” in the Subject line along with the solicitation number.

(2) Offerors shall submit solicitation package questions to the Contracting Officer and Contract Specialist only. All questions should be submitted via email no later than 4:00 PM (Central Standard Time) on 22 January 2020. The Government will publish the answers to questions received and amend the solicitation (if required) via Contract Opportunities (Beta.SAM.gov).

(3) The Contracting Officer may award without discussions, but may engage in discussions. If discussions are held, the Contracting Officer will promptly notify Offerors of any decision to exclude them from the competitive range; whereupon, Offerors may request and receive a debriefing in accordance with FAR 15.506. Offerors excluded from the competitive range may request a pre-award debriefing or may choose to wait until after the source selection decision to request a post-award debriefing. However, Offerors excluded from the competitive range are entitled to no more than one (1) debriefing. The Contracting Officer will notify unsuccessful Offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful Offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.506.

e. Oral presentations will not be considered for this competition.

In the event where the Government cannot access the electronic version to complete the evaluation, the Government will consider the offer invalid and the proposal will be deemed ineligible for award.
