MEMORANDUM FOR: RESPONDENTS TO SOLICITATION FA706022R0031

SUBJECT: AMENDMENT 01 is issued to add revised Attachment 9- Wage Determination, and issue responses for Q&As Fair Opportunity Proposal Request (FOPR) to Replace Flooring Hangar 1 at Joint
Base Anacostia-Bolling
1. This is a FOPR for subject project to be awarded on a fair opportunity basis pursuant to Federal
Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the Flooring
MACC Contracts, and the specific requirements outlined in this request with attachments. This project consists of the all work associated with Replace Flooring Hangar 1 on Joint Base Anacostia-Bolling.
2. The selection methodology for award of this Task Order will be made to the responsive Awardee proposal with the overall lowest price (competition consisting only of those offers awarded an initial contract). The Government may determine that an offer is unacceptable if the construction cost is unreasonable. The Government intends to award a single FFP Task Order for the subject project. The
Government reserves the right to conduct interchanges (see Attachment 2 – MACC Provisions).
3. A site visit will be held Monday, 11 July 2022, at 1:00 PM EDT. We will initially meet in the 11
CONS Conference Room, Bldg 20 Room 150, Joint Base Anacostia-Bolling, DC, and then after sign in of all attendees and an overview of the project all attendees will view the project site. Please provide all requests for base access no later than Tuesday, 7 July 2022 at 2:00 PM EDT (see Attachment 11- CUI
JBAB Base Access Registration Form).
4. Wage Determination: Use contract Attachment 9 – WD# DC20220002, in performance of this Task
Order.
5. The following clauses, in addition to the IDIQ clauses, will be included in this Task Order:

6. Questions and Answers/Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Administrator, Mrs. Dee Figueroa, via e-mail at demetria.figueroa.2@us.af.mil by 14 July
2022, at 2:00 PM EDT. Questions will be consolidated and responses will be forwarded to all contractors through an amendment to solicitation FA706022R0031. No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the
Contracting Officer in their proposal.
7. This FOPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award an order in response to this FOPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or a contractual document signed by the Contracting Officer with appropriate consideration established.

8. All proposals must be received by the 11th Contracting Squadron in response to solicitation
FA706022R0031.
9. Payment and Performance Bonds:
a. Payment and Performance Bonds are required for construction contracts greater than $150,000.
b. For construction contracts greater than $35,000 but not greater than $150,000, a payment bond or an irrevocable letter of credit (ILC) are required.
c. The FOPR awardee must submit the appropriate bonding within 10 days after TO Award.
10. Project Magnitude: Between $25,000 and $100,000.
11. Liquidated Damages for this project in accordance with contract clause 52.211-12 in the amount of
$387.53 for the first day and $313.67 for each additional day _X_ are applicable ______ are not applicable.
12. Performance Period: The performance period for this Task Order will be 60 days after issuance of the
Notice to Proceed.
13. For either the site visit or submission of proposals all personnel requesting access to Joint Base
Anacostia-Bolling must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. 14. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
