Attachment 7 Statement of Work Hangar 1 – Install Flooring in Offices Joint Base Anacostia-Bolling (JBAB) Washington, D.C. 20032
1. SCOPE OF WORK: The work consists of all labor, equipment, and materials to install carpet tiles in the selected offices, briefing room, and processing area/s for the Passenger Deployment Function (PDF) in the Installation Deployment Reception/Processing Center (IDRC). Work includes: move furniture & equipment necessary to complete the work and move back into position when work is completed; patch/level floor as necessary; install carpet square in accordance with manufacturer’s instructions; and install transition strips as needed. The carpet grade selected should be in accordance with the IDIQ SOW and purchased through the listed suppliers and their POCs.
1.a Submittals – the contractor shall submit the following information to the Contracting Officer for approval prior to installation:

2. Overall Project Management 2.a Program Manager – The contractor shall provide a fully qualified on-site manager who shall be responsible for the performance of the work. The name of the person and all alternates shall be designated in writing to the Contracting Officer. The project manager shall have full authority to act for the contractor. The project manager shall be on-site during normal work hours and for contingencies requiring work beyond normal work hours.
2.b SCHEDULE: The contractor shall furnish a moving schedule for approval 3 calendar days in advance to Contracting Officer/Representative. Contractor shall notify the contracting officer of changes to the schedule 2 days in advance of the scheduled day concerned.
2.c Period of Performance: The contractors shall completed all task within this project during the period of performance of 60 days from the issuance of the Notice to Proceed.
2.d Timeliness is a priority for this project. Upon receipt of Notice to Proceed, the contractor will notify the Project Manager within three working days so the government can move non-relevant existing equipment so that it will not interfere with the contractor’s work.
2.d.1. The contractor shall commence all specified work starting from the notice to Proceed.
2.d.2. The contractor shall provide the Project Manager with a schedule of work within 3 working days of the Notice to Proceed. The schedule is subject to the approval of the government.
2.c.3. Normal daytime business working hours will be 0700 to 1600 Monday through Friday. If the contractor wishes to work at nighttime or during other unscheduled times, contractor must obtain permission from the Contracting Officer/Representative. If access to the facility/job site is closed due to authority instructions or due to inclement weather the contractor will be given recovery days to complete the job at the JBAB.
