PERFORMANCE WORK STATEMENT FOR
Air Force Intelligence, Surveillance and Reconnaissance Agency
COMMAND LANGUAGE PROGRAM MANAGER
DATABASE/LANGUAGE PORTAL
03 Mar 2014
1.0. General
1.1. Background: The Headquarters Air Force Intelligence, Surveillance and Reconnaissance (ISR) Agency, Intelligence and Force Development and Training Division (AF ISR Agency/A2F) trains and maintains the linguistic capabilities of over 6,000 Air Force military and Government linguists each year in four modalities (listening, reading, speaking, and writing) in a variety of foreign languages. AF ISR Agency/A2F established the Command Language Program Manager Database/Language Portal to track the capabilities and training status of Air Force linguists. The Language Portal is a commercial site intended to deliver online maintenance and enhancement training materials in foreign languages and cultures. AF ISR Agency has levied ongoing requirements for the maintenance, enhancement, and expansion of all aspects of the Portal.
1.2. Scope: The commercial Language Portal site delivers language and cultural learning in video, audio, and text formats, as well as links, discussion forums, and other materials associated with language and cultural learning to registered users around the world. The .mil Command Language Program Manager Portal enables the AF, AF ISR Agency, and organizational Command Language Program Managers to track the capabilities, training history, and language testing results of assigned linguists and provide program metrics for leadership action. This Performance Work Statement (PWS) addresses the continued maintenance, enhancement, and expansion of the Command Language Program Manager Database/Language Portal utilizing a Learning Management System (LMS) and Content Management System (CMS) compatible with Department of Defense (DoD) standards as the front-end, web interface.
The system shall interface with the entire DoD database infrastructure. The long-term goal is to support national language assets with a two-pronged function; one providing language and culture materials on Unclassified, Secret, and Top Secret networks and one providing the tracking, metrics, and program management tools. This action will be accomplished as a partnership between AF ISR Agency, other Service Cryptologic Elements (SCE) and national agencies. The final number of supported linguists between the SCEs and national agencies is expected to be approximately fifty thousand (50,000).
1.3. Place of Performance: Four (4) separate high-availability systems shall be located at different locations. The primary unclassified system shall reside at the Offutt AFB Language Learning Center, Offutt AFB, NE. The back-up unclassified system shall be located at the contractor facility. The classified (Top Secret/SCI) system and the classified (Secret and NSANet) systems shall reside at Offutt AFB NE. Day-to-day management and system configuration for the Command Language Program Manager Database/Language Portal shall be conducted at Offutt AFB, NE. The systems shall be maintained and updated by a mixture of Government and Contractor personnel in multiple locations including, but not limited to, San Antonio, TX; Offutt AFB, NE and Contractor’s geographically separated location. The Government may require additional work locations to be added based on emerging requirements.

2.0. GENERAL REQUIREMENTS
2.1. Command Language Program Manager Database/Language Portal: The Contractor shall maintain and enhance all system hardware for all systems (unclassified, Top Secret/SCI, Secret, and NSANet) and enhance the baseline website configuration of the Command Language Program Manager Database/Language Portal according to AFISR Agency/A2F written requirements. Upon award, the Contractor shall begin the NIPRNet accreditation process.
Thereafter, the Contractor shall perform all necessary accreditation actions and documentation in accordance with (IAW) Air Force Network Information Center (AFNIC) requirements. The Contractor shall have the capability to author code using ORACLE. Any additional computer languages consistent with AF accreditation policy and standards is highly desirable. As the capability of the Command Language Program Manager Database/Language Portal is expanded to additional user communities, requirements will be prioritized by A2F to utilize existing capacity.
2.1.1. If the Government identifies deficiencies, the contractor shall take corrective action within five (5) work days.
2.1.2. The Contractor shall evaluate and recommend the latest technology tools to assist AF ISR Agency/A2F and designated organizations with accomplishing language training via white paper at least twice per year (A001).
2.1.3. 24/7 Support: The Command Language Program Manager Database/Language Portal shall be available for access 24/7/365 at each classification level (Unclassified, Top Secret, Secret and NSANet). The Contractor shall maintain an unclassified server at Offutt AFB, NE, a back-up unclassified server at the Contractor’s location, and classified servers (Top Secret, Secret and NSANet) at Offutt AFB, NE. The Contractor shall provide on-call service 24/7/365 for all four classification levels. The Contractor shall respond to help requests within four (4) hours and propose a solution the next business day to customer and Government Contracting Officer Representative (COR) (A002). Maintenance of all servers shall include, but not be limited to, updating databases, creating queries and reports, Automated Data-Processing Equipment (ADPE) accountability and uploading and updating language and cultural resources. The Contractor shall make recommended maintenance updates and changes according to timelines determined by the amount of updates required and agreed upon by the Government COR and Contractor and IAW with AFNIC accreditation standards.
2.2. Content Catalog: The Contractor shall maintain a content catalog to include all DoD-procured language and cultural materials and technologies. The Contractor shall incorporate only those materials that are approved by the Government COR. The Contractor shall backup the system monthly IAW AFNIC accreditation policy and standards and provide documentation in the monthly status report (A003). The Contractor shall update the content catalog monthly and submit the catalog with the monthly status report (A003).
2.2.1. The Contractor shall integrate and maintain Air Force-provided Cryptologic Skill Proficiency Testing (CSPT) and training materials on the Language Portal. Additionally, the contractor shall develop and integrate software applications compatible with mobile devices such as the Apple iPod Touch or iPhone and provide compatible functions with operating systems such as iOS and Android.
2.3. Analysis Reports: The Contractor shall provide AF ISR Agency/A2F Language Training Managers, Command Language Program Manager (CLPM) and the Government COR with analysis data and reports pertaining to users and materials accessed within five (5) days of request. (A004). The Contractor
- 3 -Page 3 of 8 shall also provide multiple customer access levels so managers at all levels can access and build organizationally tailored reports.
2.4. Storage/Access/Delivery Capabilities: The Contractor shall maintain and expand Government provided storage, access, and delivery capabilities from the current 3,300 users to service up to 50,000 users. The Contractor shall ensure these capabilities are scalable to allow for future growth to include access and tracking across all participating organizations.
2.5. Help Desk: The Contractor shall provide a help desk for the Command Language Program Manager Database/Language Portal (both classified and unclassified environments) to provide users with technical solutions to difficulties.
2.6. Kick-Off and Wrap-Up Meetings: The Contractor shall conduct a Kick-Off Meeting with the Government within ten (10) work days after award to present the Draft Management Plan (A005). The Contractor shall deliver Kick-Off Meeting Minutes (A006) and the Final Management Plan (A005), no later than (NLT) ten (10) work days after the meeting. The Management Plan shall include staffing and problem resolution plans and include all revisions noted during the Kick-Off Meeting. The Contractor shall conduct a wrap-up meeting with the Government to present the results and conclusions of work performed under this PWS ten (10) business days prior to contract conclusion. The Contractor shall submit the wrap-up minutes NLT five (5) business days prior to contract conclusion (A003).
2.7. Program Review Meetings: Meetings shall be held monthly for the first six (6) months and quarterly thereafter to review Contractor performance and resolve reported deficiencies in performance. The Government COR will attend and the Contractor Representative shall attend. The Contractor shall prepare the written minutes of the meetings, signed by those in attendance within five (5) work days after meeting (A006). Minutes shall be forwarded to AF ISR Agency/A2F and copy to AF ISR Agency/A7KB.
2.8. Monthly Status Reports: A monthly status report shall be provided and shall document activities accomplished and agreements reached. The Contractor shall submit a monthly progress report that summarizes the results of all work performed, work in progress, updated list of materials in the content catalog, training status report, problems encountered, recommended solutions and work planned during the next reporting period. The report shall be prepared using standard office software and shall be provided via email to the Government COR by the 15th of each month or first workday after if the 15th falls on a weekend or Federal Holiday ( A003).
2.9. Maintenance and Reports: The Contractor shall provide and document maintenance of the Language Portal to include, but not limited to, server maintenance, security updates, Government requested software updates, user management, accreditation actions and documentation and content management.
Maintenance reports shall be delivered NLT ten (10) work days after Government request (A007).
3.0. CONTRACTOR PERSONNEL
3.1. General: The Contractor shall provide a work force possessing the skills, knowledge and training to satisfactorily perform the services required by this contract.
3.2. Personnel. Contractor personnel shall be information technology (IT) qualified and experienced in the deployment of Language and Culture on-line training materials. The Contractor shall possess the necessary training, qualifications, and clearances to accomplish all tasks identified in this PWS. The
- 4 -Page 4 of 8 Contractor shall provide at least one person with prior military Cryptologic Language Analyst experience.
The Contractor shall acquire required training for its personnel to accomplish tasks under this PWS.
3.2.1. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract.
3.3. Work Hours. Contractor shall conform to the client’s normal working hours, normally 0700 until 1700, Monday through Friday unless otherwise coordinated and mutually agreeable between the AF ISR Agency/A2F and the Contractor.
4.0. GOVERNMENT PERSONNEL
4.1. Contracting Officer Representative: COR(s) shall be the primary interface between the Government and Contractor’s program management personnel. The COR shall act as the primary interface between organizations and users and on-site Contractor personnel.
5.0. TRAVEL
5.1. Travel shall be required in support of this effort. Historically, travel is required approximately 10 times over the course of the contract; additional travel may be required if requested by the government.
Letters of Identification (LOI) shall be completed and provided to AFISR Agency/A2F CORs at least ten
(10) work days prior to travel and in accordance with travel guidance. Trip reports shall be provided within five (5) days after end of travel. (A006).
6.0. SECURITY
6.1. Personnel: All candidates for a position during this contract may be required to have a final U.S.
Government issued TOP SECRET security clearance and be DCID 6/4 eligible with a current SSBI. In rare cases and only when approved by the COR and Contracting Officer, the contractor may be required to hold a SECRET clearance. The actual clearance level required for each position anticipated under this requirement shall be defined by the Government, and this requirement shall be communicated, in writing, to the Contractor prior to the person assuming duties in performance of this requirement. The Contractor shall follow the security requirements outlined in the contract DD Form 254, DoD Security Classification Specification. The contract company shall have a TS facility clearance – this is non-negotiable.
6.2. Materials and Information: The Contractor shall not divulge any information about files, data, processing activities or functions, user IDs, passwords or other knowledge that may be gained to anyone who is not authorized to have access to such information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable AF ISR Agency rules and regulations. The Contractor shall acknowledge that failure to ensure proper control of classified and restricted distribution information shall be sufficient cause for termination. Further, such conduct may be cause for criminal prosecution and imposition of severe criminal and civil penalties.
7.0. GOVERNMENT FURNISHED PROPERTY
7.1. The Government will provide access to relevant Government organizations, information, documentation, manuals, text briefs, and associated materials as required and available. Access will be granted to classified networks as directed by the designated security authority.

7.2. The Government will provide access to facilities, office space, supplies and services, to include workstations, computers and phones. Access will be granted to classified and unclassified military local area network (LAN) services, LAN support, telephones, and reproduction facilities. If the Contractor determines additional equipment is required, the Contractor shall notify the Government, in writing, of the applicable information/equipment required to accomplish the required task(s). The Government will provide the computing infrastructure and site for the unclassified and classified environments. The Government is responsible for the procurement and maintenance of all supporting hardware, software and networking for the unclassified and classified environments.
8.0. DELIVERABLES

8.2 Data Rights and Classified Materials: The Contractor will be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
8.2.1. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
8.2.2. Non-Disclosure Agreements. Contractor employees who work on this task order shall have a signed “non-disclosure” agreement on file with the COR. Contract employees shall be provided with this non-disclosure agreement within five (5) work days of award and shall return signed non-disclosure agreement within two days of presentation.
8.2.3. The Government shall have unlimited use rights to all deliverables developed under this contract to include all language training materials developed and uploaded to the language side of the Language Portal and any technical applications developed. The Government shall retain custody of all records associated with Contractor deliverables and shall have exclusive control in the distribution of all written deliverables. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.
8.2.4. The Contractor shall ensure that all Electronic and Information Technology is compliant with DoD policy and section 508 of the Rehabilitation Act.
8.2.5. Release of reports, data, materials, or other information obtained or generated under this contract shall not occur prior to approval of the COR.
8.3. Contractor Manpower Reporting.
8.3.1. IAW 10 US Code 2330a, the Contractor shall report annually, the number of contractor employees performing services on DoD installations in support of this contract. The contractor shall also report ALL
- 7 -Page 7 of 8 contractor labor hours (including subcontractor labor hours) required for performance of services provided under this AF ISR Agency Linguist/Analyst Services Support contract for the via a secure data collection site. The contractor shall completely fill in all required data fields in the eCRMA (electronic Contractor Manpower Reporting Application) located at http://www.ecmra.mil.
8.3.2. Reporting inputs will be for the labor executed during the period of performance for each Government FY, which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
8.3.3. Reporting Period: Contractors shall input data by 31 October of each calendar year.
8.3.4. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time shall any data be released to the public with the contractor name and contract number associated with the data.
8.3.5. User Manuals: Data for AF service requirements shall be input at the Air Force CMRA link.
