Language Portal Solicitation Number FA7037-14-R-0003 Questions and Answers (2nd Set)

The following information represents the consolidation of the Questions and Answers in response to the previous answers for the follow-on Language Portal. An amendment will be issued within the next few days. The proposal due date will be extended through Friday, 25 Apr 2014.

Q: Q&A states “Unclass servers for back-up are located at the contractor facility. The servers are furnished by the Government.” How will these servers be transitioned from the incumbent facility to the new awardee?

A: The new awardee will be responsible for picking up and transporting the servers from the incumbent facility to the awardee facility. A Government representative will accompany the awardee to ensure all equipment is picked up from the incumbent facility and delivered to the awardee facility.

Q: Can the Unclass servers currently located at the contractor facility be located at Lackland AFB or Offutt AFB?

A: No

Q: May the contractor physicaly locate the 2 Unclass backup servers at a secure commercial co-location facility?

A: The contractor may physically locate the 2 Unclass backup servers at whichever one of their facilities they choose.

Q: What model are the Unclass servers currently located at the contractor facility?

A: Dell 2950

Q: What is the current storage utilization of the 2 Unclass servers? I.e. the total approximate disk space used to store data to support the current 3300 users.

A: 2.8Tb NAS (Storage Device); 620 Gb Combined Server Storage (a.k.a. local storage)

Q: What are the power and cooling requirements for the Unclass servers currently located at the contractor facility?

A: Standard A/C Power with associated UPS and incumbent has a dedicated Backup Generator for the DRS Server Room/Ambient Room temp and an Independent cooling unit

Q: Are the 2 Unclass backup servers used solely to store data backups, or do they provide any mission fail-over capability in the event primary Unclass servers fail?

A: The 2 Unclass backup servers store data backup for the commercial site and also serves as the disaster recovery site in the event of primary server failure for the commercial site.

Q: What is the current bandwidth requirement of the 2 Unclass servers? I.e the network bandwidth in Magabytes-per-Second (MBps) or Megabits-per-Second (Mbps) required to support current operations?

A: 25Mb Download and 10 Mb Upload

Q: Q&A states “The offeror should provide their approach to include labor categories/job descriptions to fulfill the requirements in the PWS.” Should this approach be described in conjunction with the innovative approach requirement of Section L (5.2.2)?

A: Yes

Q: The PWS tasks do not provide the specificity to determine the level of effort to accomplish the required tasks. Will the government provide the historical number of FTEs for each task or provide data to determine level of effort required for each task (e.g., number of help desk tickets per month, level of help tickets, number of courses modified each year, number of courses to be developed, number and types of systems maintained, number and size of web-based project or updates).

A: Clause 52.212-1, paragraph 8.2.1.2 represents historical information. The offeror’s approach will determine the numbe of full-time-equivalents (FTEs)/labor categories/job descriptions to fulfill requirements in the PWS. The FTE information referenced in the CLIN description will be removed in the forthcoming amendment.

Q: PWS Para 2.4 states, “maintain and expand Government provided storage, access, and delivery capabilities from the current 3,300 users to service up to 50,000 users.”

What is the anticipated rate of user expansion on an annual basis, what timeframe is expansion expected to begin?” Will expansion include additional courses/additional languages, if so, how many additional courses/languages are expected annually? Does the Government foresee additional hardware or only portal expansion to handle a larger number of users?

A: Rate of user expansion varies and is ongoing. The Government does not anticipate expansion to include additional courses/additional languages. If additional hardware is required for expansion, the Government will provide it.

Q: Section L, Para 5.1.1 References Appendix C and Task Order 0001; however these documents were not part of the solicitation package. Will the Government provide these documents or is this paragraph inaccurate?

A: All IDIQ language will be removed by amendment to the solicitation. Language appropriate for a firm fixed price (FFP) contract with a cost reimbursable travel CLIN will be reflected in the amendment. The proposal should reflect the Government’s predetermined not-to-exceed (NTE) amount of $20K in all travel CLINs.

Q: Is there a price document that the Government wishes us to use for calculating our cost/price?

A: The Government will not be using any specific price documents. The proposed price to complete this effort will be considered as part of the overall evaluation. The proposed cost/price shall include information sufficiently detailed to demonstrate price reasonableness. This may include labor categories, associated hours, and loaded labor rates for performance of the attached PWS. You are encouraged to offer your most advantageous pricing in your initial response.

Q: Under Websites, the Government states there are 50+ pages per website. How many websites are there? Is there one for each course? If so, how many courses currently exist? On average, how many courses are added annually? How many more are planned to support the 50,000 users.

A: There is one website per classification level and there are four classification levels.

No additional courses have been added and the Government does not anticipate the addition of any.
