The PWS provides some information, but does not itemize all ODC, materials and travel needed. Since much of this effort is

FFP, the lack of detail does not lend itself to a firm offer.

While Travel COST CLINs clearly identify that there is “no fee allowed”, Material and

HIGH INTEREST PANEL SUPPORT

CLINs simply indicate “COST” without defining whether or not fee is allowable. Is fee allowable on these CLINS? If so, are these CLINs fixed fee?

No, fee is not allowable on

CLINs X005, X006, and

X008. An amendment will be issued to clearly identify that there is “no fee allowed.”

18 Section-L L-II 72 252.215-7009 Proposal Adequacy

Checklist, it states “offerors may elect to have their prospective Subcontractors use the same or similar checklist as appropriate”.

Is there a requirements for our major subcontractors (subcontracts performing over a certain % of work share), to submit sanitized cost or pricing information directly to the Government? If so, what is required?

Adequacy Checklist will be deleted with the issuance of an amendment to the solicitation.

If in Volume III, does it count towards the page limit?

Adequacy Checklist will be deleted with the issuance of an amendment to the solicitation.

20 H.3 47 How are proposing companies able to enter into an ACA on a contract that has not yet been awarded and until an award, determine which portions of the contract require joint participation in the accomplishment of the Government’s requirement? Is it the Government’s intent that these ACAs are completed and submitted with proposal, or are these completed after contract award?

ACAs are completed after award.

Cost/Price Proposal and Contracts

Documentation volumes. Part of the

Technical Volume (page 86) states instructions for Sample Problem Scenarios, including cost estimate for work performed. Are we correct in assuming the cost estimate portions of the Sample

Problem Scenarios should be included in

Volume III Cost/Price?

No. The estimates requested as part of the sample problems in the technical volume (page 86) should be submitted with the technical volume. The pricing provided is used to assess technical capability only;

selecting the right materials, quantities and generally relevant costs.

Section L is amended to include details about the

Software Change Process issue, and the Software

Change Process requires “re-defining” by the bidder.

Please confirm the page limit for Volume

II, Technical Proposal.

We read that the total page limit for this volume is 50 pages and of that, up to 10 pages of this limit may be used for the sample problem scenarios. Confirm that the

10 pages are for “all of the scenarios combined” and “not” 10 pages per scenario

(30 pages).

The requirement is for 10 pages for all of the scenarios combined.
