Appendix A – Additional Geophysical R&D Guidance

1.0 DESCRIPTION OF SERVICES

1.1. SCOPE

The scope of this effort is to provide Advisory and Assistance (A&AS) support to the Air Force Technical Applications Center (AFTAC) Directorate of Nuclear Treaty Monitoring (AFTAC/TT) United States Atomic Energy Detection System (USAEDS) in the following six (6) areas: (1) performing research, studies and analyses in the disciplines of geophysics and seismology (Research and Development (R&D)), (2) performing research, studies, analyses, and support to the center’s United States National Data Center (US NDC), (3) providing engineering services related to all aspects of acquisition, maintenance, and sustainment for existing fielded and new systems, (4) providing program/project management and acquisition support, (5) providing key research and operational support to the National Technical Nuclear Forensics (NTNF) Program, the United States International Monitoring System (USIMS), and additional missions related to the discipline of geophysics as required, and (6) providing limited procurement support for the purchase of Operations and Maintenance (O&M) and R&D mission related equipment. This work may also include minor administrative duties in relation to the Air and Space missions.

1.2 CONTRACTOR TASKS (R&D)

1.2.1 Transition Period

During the first 30 days, the government will waive all contract reporting requirements for CDRL A001.

For the few contractor employees without a Top Secret clearance or SCI eligibility, a seat will be provided in a collateral area within Building 10989. Though the individual shall not be able to sit with their assigned work group, the contractor shall provide full performance. Because this seating arrangement will reduce efficiency, the contractor shall strive to hire as many fully qualified and cleared personnel as possible.

1.2.2 Support to the United States National Data Center (US NDC) Program The contractor shall provide support to the AFTAC/TT US NDC Research Branch (TTGN) as detailed in the five (5) subparagraphs below; System Analysis - Configuration Management Board (CMB) Manager; System Analysis – Configuration Manager/Change Request Manager; Systems Engineering; Database Administration; and Geophysical Data Analyst – US NDC. The US NDC is an advanced geophysical data acquisition and processing system, which provides the capability to receive, process, archive and report events of interest to meet nuclear treaty monitoring requirements. It acquires waveform data from a global network of seismic, hydro acoustic and infrasonic stations. Data is stored, distributed to researchers both internal and external to AFTAC, and reliably forwarded to a classified processing system. The US NDC receives data from the AFTAC United States Atomic Energy Detection System (USAEDS) network, the International Data Center (IDC) originating from International Monitoring System (IMS) sensors, from the United States Geological Survey, and from other countries. Data is automatically processed and users interactively display, review, refine, correct, and report currently available results. (CDRL A001, A002, A003, A004, A005)

1.2.2.1 System Analysis - Configuration Management Board (CMB) Manager

1.2.2.1.1 The contractor shall perform CMB manager duties. These duties shall include the following six (6) tasks: (1) developing CMB meetings; (2) creating CMB agendas; (3) writing CMB minutes; (4) closing completed Change Requests (CRs); (5) developing and updating the CMB guide; and (6) general duties related to the CMB management function. (CDRL A001)

1.2.2.1.2 The contractor shall support the government in developing US NDC requirements and manage those requirements using configuration management (CM) tools. To perform these functions the contractor shall use the IBM® Rational® Dynamic Object Oriented Requirements System (DOORS) and IBM® Rational® Requirements Composer (RRC) tools and maintain and update the US NDC and TT DOCs web sites using Dreamweaver. 1.2.2.1.3 The contractor shall provide security reviews of software codes that are related to software changes requiring transfer from SIPRnet (the government’s SECRET classified mission system) to NIPRnet (the government’s unclassified network). The contractor shall provide security related advice to the government to include updating the security classification guide, reviewing presentations for correct classification markings, and answering questions on AFTAC classification methods. 1.2.2.1.4 The contractor shall provide technical advice and recommendations to the US NDC Program and acquisition team. Provide support in the drafting and staffing of official documentation, and perform US NDC CR manager duties when the primary CM manager is not available. (CDRL A001, A004)

1.2.2.2 System Analysis – Configuration Manager / Change Request Manager

1.2.2.2.1 The contractor shall manage and track all US NDC CR actions using the CM tool (IBM® Rational® Team Concert (RTC)), researching and reviewing all new CRs for completeness, relevance, professionalism, checking for redundancy, entering data into RTC, and providing RTC support and training to developers. (CDRL A001)

1.2.2.2.2 The contractor shall provide security reviews of software code related to software changes requiring transfer from SIPRnet to NIPRnet. The contractor shall coordinate all changes with the Government Contracting Officer’s Representative (COR) before transfer. (CDRL A001)

1.2.2.2.3 The contractor shall validate CR statistical data for quarterly US NDC Program Management Reviews (PMRs), provide CR statistics for the AFTAC Configuration Management Working Group and Configuration Change Board quarterly meetings, provide technical advice and recommendations to the US NDC modernization and acquisition team, and perform US NDC CMB manager duties when the primary CMB manager is not available. (CDRL A001)

1.2.2.3 Systems Engineering

The contractor shall perform the following nineteen (19) technical and acquisition tasks in support of the US NDC Program Management Office (PMO): (1) identify process improvement areas; (2) ensure compliance with all applicable Air Force policies; (3) apply and interpret formal Systems Engineering processes; (4) maintain an overall view of all technical activities in the PMO; (5) ensure internal process compliance; (6) conduct a detailed review of Program schedule and progress; (7) monitor and update station/data changes to the Network Definition Document (NDDOC); (8) ensure compliance with entry and exit criteria for technical reviews; (9) provide recommendation of pass/fail for design reviews; (10) conduct functional configuration audits; (11) review all testing procedures and plans to ensure requirements traceability; (12) participate in software testing and review associated test reports; (13) evaluate waiver and deviations requests; (14) review Document Change Notice (DCN) inputs for accuracy and coordinate any necessary additional technical reviews and closures; (15) review Engineering Change Proposals (ECPs) and Configuration Change Proposals (CCPs) for technical justification; (16) review US NDC contractors’ Monthly Status Reports (MSRs) for anomalies and concerns; (17) perform technical evaluations, analyze Rough Order of Magnitudes (ROMs), Source Lines of Code (SLOC) estimates and proposed schedules; (18) participate with preparation of Performance Work Statement , Statement of Objectives (SOO), and sources sought; (19) perform other routine systems engineering tasks in support of the US NDC. (CDRL A001, A004)

1.2.2.4 Database Administration

The contractor shall maintain the AFTAC/TT Oracle databases; NIPRnet, SIPRnet, and JWICS (government’s Top Secret network). Database administration support shall include the following fourteen (14) tasks: (1) install new database software; (2) apply security and upgrade patches; (3) troubleshoot issues with AFTAC/TT databases; (4) monitor and tune the database; (5) monitor user access to identify high resource processes; (6) perform backup and recovery of database objects; (7) add, delete, and modify user accounts; (8) design new database objects; (9) upgrade database versions; (10) coordinate with the International Data Center (IDC) when retrieving data, updating database objects, and updating database versions; (11) coordinate with Sandia and Lawrence Livermore National Laboratories (SNL & LLNL) database administrators to ensure they are in sync with the data they are authorized to receive; (12) ensure AFTAC/TT in testing in-house and third party software that interacts with the databases; (13) develop and maintain all web based applications written in Oracle’s PLISQL programming language and Application Express for AFTAC/TT; and (14) maintain the US NDC’s Portal MySQL databases on all three (3) systems (NIPRnet, SIPRnet, and JWICS) for external customer access to the US NDC. (CDRL A001, A004)

1.2.2.5 Geophysical Data Analyst – US NDC

The contractor shall perform the following four (4) tasks: (1) provide expert testing of the US NDC analysis tools after modification of software; (2) provide detailed testing results to the US NDC Program team; (3) provide expert seismic analysis of data for US NDC station tuning studies to serve as “ground truth” for automated processing measurement; and (4) provide general analyst support to the US NDC mission. (CDRL A001, A004)

1.2.3 Support to the AFTAC/TT Geophysical Research Group

The contractor shall provide support to the AFTAC/TT Geophysical Research Branch (TTGR) as outlined in the sub-paragraphs below. TTGR conducts basic and applied scientific research to demonstrate the effectiveness of analytical techniques in seismology, hydro acoustic, and infrasonic methods to achieve more accurate and efficient data evaluation. The contractor shall develop prototype algorithms and demonstrate their efficacy to scientific peer review. Additionally, Contractor shall support TTGR in the following five (5) functions: (1) budget estimations and technical support for approved projects; (2) development, testing, and evaluation of improvements to operational systems and equipment in support of the mission; (3) management of Department of Defense (DoD) research programs in seismic, hydro acoustic, and infrasonic phenomenology; (4) drafting and maintenance of earthquake and explosion seismology related technical reports and scientific journals; and (5) assessment of current and new techniques for nuclear treaty monitoring purposes. (CDRL A001, A002, A003, A004, A005)

1.2.3.1 Geophysical Data Analyst – Research

The contractor shall provide seismic and infrasound analysis of data for TT research projects, providing seismic research analysis of special data sets for incorporation into AFTAC/TT databases for use in TT research initiatives. Analysis work shall include the following five (5) tasks: (1) reading arrival times of seismic phases; (2) measuring amplitudes; (3) locating epicenters; (4) applying discriminates to signals; and (5) providing generalized support for the seismic and infrasonic mission areas. (CDRL A001, A004)

1.2.3.2 Event Discrimination Methodologies

The contractor shall provide research into, and calibration for, event discrimination methodologies in the following seven (7) areas: (1) discriminant investigation; (2) determination of data corrections; (3) compilation of reference data sets; (4) calibration of discriminants; (5) examination of data/model biases; (6) incorporation of new discriminants into an operational discriminant model; (7) generalized event discrimination methodologies support to the AFATC/TT geophysical mission. This task requires interfacing with the National Nuclear Security Administration (NNSA) labs in support of a cooperative agreement between AFTAC/TT and the NNSA. (CDRL A001, A004)

1.2.3.3 NNSA Office of Nonproliferation and Verification Research and Development (NA-22) – Lab Interface The contractor shall interface with NNSA-NA22 labs for NNSA-NA22 to accomplish data product deliveries, visiting scientists (to include incorporation of forwarded data and software), and knowledgebase database maintenance. The contractor shall support the design, implementation, and population of new research databases for a variety of geophysical and geological data. The contractor shall conduct research into the application of digital imagery and cartographic products Geographic Information System (GIS) into TTGR research and development efforts. 1.2.3.4 Infrasonic Research

The contractor shall conduct research into the use of infrasound data for treaty monitoring purposes. This effort shall include the following four (4) areas: (1) modeling signal propagation through realistic atmospheres; (2) investigation of signal-source scaling for a variety of source conditions; (3) evaluation of techniques for wind noise suppression with existing and experimental sensor technologies; and (4) general infrasound research in support of the AFTAC/TT geophysical mission. (CDRL A001, A004)

1.2.3.5 Additional Geophysical R&D Guidance

The contractor shall review Appendix A attached to this PWS. Appendix A is included to support the contractor in understanding the tasks that historically have been performed in support of the Geophysical Research Branch (TTGR) and that are considered to be within scope of the subparagraphs under 1.2.3 and may or may not be performed during the performance period of the contract. The contractor shall not propose separately on these tasks, however, individual contractor personnel selected to perform on the tasks in this section should have a working familiarity with the items contained in Appendix A.

1.2.4 National Technical Nuclear Forensics (NTNF) Program Support The contractor shall support research and development components of the National Technical Nuclear Forensics (NTNF) Program. Support shall consist of following six (6) areas: (1) support for the research development of the Integrated Yield Determination Tool (IYDT) and models; (2) seismic and air pressure signal processing of the Humming series of DISCREET OCULUS field experiments, including sensitivity studies and investigation of additional signal features for incorporation into the IYDT; (3) observation, evaluation and documentation of field experiments; (4) determining noise characteristics of the Defense Threat Reduction Agency (DTRA) city-emplaced seismic and air pressure stations, (5) function as the point of contact with various national agencies; and (6) performing general NTNF research. (CDRL A001, A002, A003, A004, A005)

1.2.4.1 NTNF Related Travel

The contractor shall travel as required to support this task. Travel is estimated at 12 trips per year and an appropriate amount of travel funding will be government provided. All requirements for travel and reporting shall be accomplished per paragraphs 1.4.1 and 1.4.3. (CDRL A001, A003)

1.2.5 Necessary Expertise

The contractor shall support the various Directorate Programs by subcontracting with specific individuals (consultants) for their required services or specialized expertise. The government will provide the names of the required individual consultants, and the contractor shall handle administrative actions to include payment of the individual experts. The contractor shall coordinate on security clearances with the expert’s parent organization. (The expert and their parent organizations shall assume responsibility for maintaining their own current security clearances.) The contractor shall also coordinate on travel and lodging obtained by the consultants. (CDRL A001, A002, A003, A004 A005)

1.2.6 Integrated Product Team Support Services

The contractor shall participate in AFTAC/TT Integrated Product Teams (IPT) to support implementation of developing mission programs; to support engineering, development and operation of the US NDC; and to support development, installation, integration, testing, and sustainment of new and existing AFTAC/TT systems. The contractor shall prepare and distribute IPT meeting agendas and minutes. (CDRL A001, A002, A003, A004, A005)

1.2.7 Procurement Support

The contractor shall procure all necessary equipment and materials to support R&D geophysical mission activities outlined in PWS paragraphs 1.2.1 through 1.2.7 inclusive. Additionally, the contractor shall procure R&D equipment and materials to support all elements of the AFTAC/TT mission. Funding for this task will be government provided and the contractor shall not bid on this area directly; however the contractor shall be responsible for any direct labor involved in purchasing the necessary equipment. This area requires Contracting Officer Representative (COR) and Contracting Officer (CO) approval prior to execution. (CDRL A001, A002, A003, A004, A005)

1.2.7.1 Purchasing System

Contractor shall maintain a procurement system to ensure that all purchases are made in a cost effective manner. For any Bill of Materials (BOM) where the aggregate of all items is expected to exceed (or actually exceeds) $3,000, the contractor shall obtain 3 competitive bids for each item. The contractor’s procurement system shall be subject to inspection by the government at all times.

The COR will submit purchase requests to the contractor. The contractor shall research all items on the BOM and present this consolidated information to the government COR. This area requires COR and CO approval prior to any commitments being made by the contractor. (CDRL A001, A004)

1.3 CONTRACTOR TASKS (O&M)

1.3.1 Transition Period

See paragraph 1.2.1. (CDRL A001, A004)

1.3.2 Geophysical Engineering Support Services

1.3.2.1 Operational Engineering Services

The contractor shall support AFTAC/TT in operational-engineering tasks in support of the mission. The contractor shall support the government in the evaluation, modification, and configuration control of existing systems; the development and review of sustainment-related documentation; and provide support to the upgrading, phase out, and disposal of existing systems. (CDRL A001, A002, A003, A005)

1.3.2.2 Engineering & Technical Support Services/AFTAC Monitoring Requirements The contractor shall provide AFTAC/TT systems engineering support for the siting, preparation, installation, upgrade, operation and maintenance of new and existing systems required for meeting AFTAC mission requirements. The contractor shall support preparation of documentation required for siting, preparation, installation, upgrade, operation, and maintenance of seismic, hydro acoustic and infrasonic sensors. The contractor shall attend meetings and shall report findings, progress, and recommended corrective actions to the government. (CDRL A001, A002, A003, A005)

1.3.2.3 Integration and Installation Support Services

The contractor shall support the installation of new systems and the engineering integration and installation of upgrades to existing systems to ensure interoperability and to meet AFTAC mission requirements. The contractor shall evaluate and recommend revisions to interface control and functional requirements documents. The contractor shall support related meetings and activities. The contractor shall report on integration and installation support issues and recommended corrective actions to AFTAC/TT. (CDRL A001, A002, A003, A005)

1.3.3 Geophysical Drafting and Technical Writing Services

1.3.3.1 Geophysical Drafting Services

The contractor shall provide drafting support for AFTAC/TT engineering drawings. The contractor shall work directly with TT engineers, technicians, and the configuration manager (CM) to perform the following seven (7) tasks: (1) develop, modify, and manage engineering drawings to ensure compliance with established standards; (2) build new items from the item master for drawing parts lists ensuring naming conventions and standard units are followed; (3) develop drawing processes and procedures; (4) provide technical advice and recommendations; (5) develop and maintain Standard Operating Procedures (SOP) and continuity handbooks; (6) provide training to engineers and technicians on drawing standards and procedures; and (7) perform general drafting services. The contractor may require government funded recurring and specialized training as identified and documented by the CM. (CDRL A001, A002, A003, A005)

1.3.3.2 Geophysical Technical Writing Services

The contractor shall provide technical writing support for the AFTAC/TT technical documents to include technical manuals and operating procedures. The contractor shall work directly with TT engineers, technicians, and the CM to perform the following six (6) functions: (1) develop, modify, and manage technical documentation assuring technical documents meet established standards and advising and working with the CM to identify and correct document discrepancies and deficiencies; (2) reference and utilize engineering drawings and parts management databases to ensure naming conventions and standard units are applied to technical documents; (3) develop technical document processes and procedures, providing technical advice and recommendations; (4) develop and maintains SOPs and continuity handbooks; (5) provide training to engineers and technicians on technical document standard and procedures; and (6) perform general technical writing services. The contractor may require government funded recurring and specialized training as identified and documented by the CM (CDRL A001, A005)

1.3.4 Geophysical Data Management Services

1.3.4.1 Data Management

The contractor shall perform the following six (6) tasks in support of the AFTAC/TT lead engineer and CM: (1) support in parts qualification of new items and management of legacy items to ensure parts information is fully identified and documented; (2) ensure parts data meet established standards and consistency exists between parts management and drawing management databases, advising the CM on data discrepancies/deficiencies and working with the CM to implement corrections; (3) build new items into the item master for engineering projects’ bill of materials while ensuring that naming conventions and standard units are followed; (4) develop parts processes and procedures providing technical advice and recommendations to the CM; (5) develop and maintain SOPs and continuity handbooks and provide training to engineers and technicians on parts standards and procedures; (6) perform general data management services. (CDRL A001, A002, A003, A005)

1.3.4.1.1 Database Security

The contractor shall support maintenance of the security and integrity of AFTAC/TT databases. The contractor shall provide and periodically review access procedures to database structures according to approved mission requirements. The contractor shall train new users on proper database usage, brief users on significant database changes, respond to user data requests, and support users in addressing database problems. (CDRL A001, A002, A005)

1.3.4.1.2 Database Training

The contractor shall attend training to maintain proficiency on AFTAC/TT-related database applications. The contractor shall attend training on government-furnished Computer-Assisted Software Engineering (CASE) database tools. (CDRL A001, A002, A005)

1.3.4.1.3 Database Meetings

The contractor shall attend AFTAC/TT Configuration Control Board (CCB) and other database- related meetings to report on the current and projected status of databases. The contractor shall support the development and presentation of information briefings on AFTAC/TT databases. (CDRL A001, A002, A005)

1.3.4.2 Configuration Management and Control

The contractor shall support development and evaluation of specifications, drawings, data, and other documentation for compliance with appropriate configuration control requirements and standards. The contractor shall support configuration item change control/status accounting and physical/functional configuration audits as required. The contractor shall provide advice on configuration management-related issues and recommend corrective actions to AFTAC/TT. (CDRL A001, A002, A003, A005)

1.3.5 Geophysical Engineering Management Services

1.3.5.1 Integrated Logistics Support (ILS) Services

The contractor shall support AFTAC/TT in the development of a disciplined, unified logistics support concept to influence the design of new AFTAC systems. The contractor shall support the development and assessment of maintenance planning concepts. The contractor shall provide analysis and advice to AFTAC/TT on the following requirements: spares, forward supply point, test/support equipment, and transportation and handling. The contractor shall support identification of logistics personnel requirements and evaluation or development of logistics- related training programs. The contractor shall support the development, review, and validation of operations and maintenance manuals and any other documentation necessary for system operations and maintenance. It should be noted that this task covers only development and modification of plans that are in the span of control of AFTAC/TT. Implementation of logistics and maintenance concepts and plans is the responsibility of AFTAC/LS and is outside of the scope of this task. This task shall include support in the form of technical interchange meetings with the international customer in Vienna, Austria. The contractor shall support the government in establishing the alignment of the government customer with the international customer (United Nations) in the implementation of a Logistics Support Analysis (LSA) Program. (CDRL A001, A002, A003, A005)

1.3.5.2 Systems Engineering

The contractor shall implement systems engineering principles to effectively plan initiatives in all phases of the project life cycle impacting cost, schedule, and technical performance. (CDRL A001, A004)

1.3.5.2.1 Repair Level Analysis

The contractor shall support validation of the accuracy of Repair Level Analysis data, provide recommendations to improve effectiveness, and identify factors that impact costs. (CDRL A001, A002, A003, A005)

1.3.5.2.2 Engineering Analysis

The contractor shall collect and analyze data availability statistics from all geophysical stations, to include seismic, hydro acoustic and infrasonic methods; developing statistically sound quantitative sparing methodologies to identify infrastructure/design improvements that need to be implemented to increase system availability and reduce maintenance costs for the government customer. The contractor shall work to reduce station maintenance to the maximum extent possible, working towards the goal of no system maintenance being necessary. (CDRL A001, A004)

1.3.6 Geophysical IMS Interface/liaison

1.3.6.1 Engineering Support Services/International Monitoring System (IMS) Requirements The contractor shall provide systems engineering support for the siting, installation, upgrade, operation and maintenance of new and existing monitoring stations necessary for US compliance with IMS requirements. The contractor shall support preparation of documentation required for siting, preparation, installation, operation, and maintenance of seismic, hydro acoustic, and infrasonic sensors. The contractor shall attend meetings and interface with the IMS. The contractor shall report findings, progress, and recommended corrective actions to the government. (CDRL A001, A002, A003 A005)

1.3.6.2 US Military Advisory

The contractor shall engage in fact-finding and assimilate data. This data shall support the government, with other government agencies, to support AFTAC/TT with military advisory services. The contractor shall support Joint Scientific Commission meetings and Technical Interchange Meetings (TIM) with host nationals and other US academic, contractor, and government institutions. The contractor shall engage in fact-finding and assimilate data for to support the government in preparing and negotiating bilateral agreements between AFTAC and other US organizations. The contractor shall review and provide recommendations to the government for revision of current bilateral agreements. (CDRL A001, A002, A005)

1.3.6.3 IMS Reporting and Documentation

The contractor shall oversee and support the government with reporting requirements for all IMS stations, to include joint USAEDS/IMS stations and other IMS stations of interest to AFATC/TT. The contractor shall develop and provide the following five (5) documents: (1) Summary Annual Reports; (2) outage requests; (3) Configuration Change Requests; (4) Configuration Change Notices; and (5) monthly reports. The contractor, on a daily basis, shall monitor station performance and ensure reports are completed; reconcile field inventories for IMS field reportable equipment; and ensure notifications are coordinated prior to and after completion of actions for proposed field activities. (CDRL A001, A002, A003, A005)

1.3.7 Geophysical Acquisition Management and Scheduling Support Services

1.3.7.1 Program Control—Geophysical Mission

The contractor shall support control functions for existing AFTAC/TT systems. Tasks shall include providing support in conducting specialized analysis to enhance cost analyses; providing information to support the estimating costs for all AFTAC/TT systems; using software tools to support scheduling activities, including maintaining the currency of program schedules; providing independent schedule assessments, and providing inputs to program documentation. This work may also include minor administrative duties in relation to the Air and Space missions. (CDRL A001, A002, A003, A005)

1.3.7.2. Acquisition Planning & Scheduling

The contractor shall coordinate with individual government project task managers to develop, maintain and manage resource-loaded schedules and monitor costs for multiple assignments and projects, support the project managers in keeping those schedules current. Specific tasks shall include: (1) coordinating with program management to integrate multiple project schedules into an overall Master Program Schedule; (2) maintaining the overall Master Program Schedule; providing recommendations to project management on establishing project structures to include Work Breakdown Structure (WBS), resource allocation, resource leveling, task relationships and project inter-dependencies; (3) performing analysis of project schedules and provide recommendations to government project staff to resolve budgeting and scheduling issues; (4) producing standard and ad hoc reports and; (5) preparing and participating in project status reviews. This work may also include minor administrative duties in relation to the Air and Space missions. (CDRL A001, A002, A003, A005)

1.3.8 High Interest Panel Support

The contractor shall provide professional services in support of up to three (3) seismic review panel events per year. These services shall include providing the necessary expertise to provide meaningful contributions to the seismic review panel and payment of associated travel and per diem expenses. The government estimates that each event shall be two (2) days in duration with one (1) event per year being held at the Pinedale Wyoming location and the remaining events held at the AFTAC facility. All requirements for travel and reporting shall be accomplished per paragraphs 1.4.1 and 1.4.3. (CDRL A001, A002, A005).

1.3.9 Integrated Product Team (IPT) Support Services (Overall) The contractor shall participate in AFTAC/TT IPTs and other mission related meetings to support implementation of developing mission programs; to support development and operation of the US NDC; and to support development, installation, integration, testing, and sustainment of new and existing AFTAC/TT systems. The contractor shall prepare and distribute IPT meeting agendas and minutes. (CDRL A001, A002, A005)

1.3.10 Consultant Support (Based on availability of funds)

The contractor shall provide support with the various AFTAC/TT systems by engaging with specific individuals identified by the government to ensure they are available for consultation when requested by the government. (Up to five (5) trips) The contractor shall handle administrative actions to include payment of the consultants and coordination on security clearances with the consultant’s parent organization. The consultant and the parent organization shall assume responsibility for maintaining current security clearances. Travel arrangements shall be the responsibility of the contractor in coordination with the consultant. Consultants shall coordinate travel with the contractor and may utilize contractor travel resources when more expedient or cost effective. All requirements for travel and reporting shall be accomplished per paragraphs 1.4.1 and 1.4.3. (CDRL A001, A002, A003, A005)

1.3.11 Procurement Support

The contractor shall procure all necessary equipment and materials to support O&M geophysical mission activities outlined in PWS paragraphs 1.3.2 through 1.3.7 inclusive; additionally, the contractor shall procure O&M equipment and materials to support all elements of the AFTAC/TT mission. The contractor shall procure all items listed on government provided Bills of Materials (BOM) as needed. Funding for this task will be government provided and the contractor shall not bid on this area directly; however the contractor shall be responsible for any direct labor involved in purchasing the necessary equipment. This work may also include minor administrative duties in relation to the Air and Space missions.This area requires COR and CO approval prior to execution. (CDRL A001, A002, A003, A005)

1.3.11.1 Purchasing System

The contractor shall maintain a procurement system to ensure that all purchases are made in a cost effective manner. For any BOM where the aggregate of all items is expected to exceed (or actually exceeds) $3,000, the contractor shall obtain 3 competitive bids for each item.

The contractor’s procurement system shall be subject to inspection by the government at all times.

The COR will submit purchase requests to the contractor. The contractor shall research all items on the BOM and present this consolidated information to the government COR. This area requires COR and CO approval prior to any commitments being made by the contractor. (CDRL A001, A004)

1.3.12 Hydroacoustic Engineering Management

The contractor shall perform detailed scientific evaluation of the quality of geophysical data (seismic and hydroacoustic) collected by worldwide monitoring networks to detect and identify foreign nuclear explosions; brief conclusions and results of quality control efforts; and prepare and coordinate the quality control evaluation reports. (CDRL A001, A004)

1.3.12.1 Ensure the Monitoring Network is Providing Quality Data The contractor shall provide recommendations to the worldwide station command and control function to ensure the monitoring network is providing quality data to meet mission requirements. Based upon observations or identified deficiencies, recommends maintenance policies or innovative procedures to enhance data quality. (CDRL A001, A004)

1.3.12.2 Maintain Knowledge of Current Research

The contractor shall maintain knowledge of current research in seismic and hydroacoustic processing techniques; identify state-of-the-art developments which may have application to improving the Center's capability for worldwide monitoring on nuclear explosions; propose mission-enhancing and cost-saving alternates; and recommend initiation of their exploitation by division personnel. (CDRL A001, A004)

1.3.12.3 Verifies Technical Feasibility

The contractor shall verify technical feasibility and suitability of computer data processing and evaluation methodology proposed by AFTAC for use in seismic and hydroacoustic monitoring. (CDRL A001, A004)

1.3.12.4 Knowledge of Geophysics and Explosion Seismology

The contractor shall maintain substantial knowledge of geophysics, and especially explosion seismology; understand and assimilate highly complex technical information relating to nuclear explosion seismology; apply this information to ensure the quality of geophysical information in all databases; and expand and defend results of data quality evaluations.

The contractor shall maintain expertise in nuclear explosion seismology since errors in judgment can have significant costs in terms of time, funds, and international relationships. The contractor shall review quality data collected by real-time, 24-hour-a-day, operation centers; the data are those associated with underground and underwater earthquakes and man-made explosions. The contractor shall update and maintain extensive databases. (CDRL A001, A004)

1.3.12.5 Foreign Nuclear Testing Programs

The contractor shall keep abreast of foreign nuclear testing programs and recognize or anticipate subtle changes that may affect AFTAC monitoring capabilities. (CDRL A001, A004)

1.4 CONTRACT MANAGEMENT AND ADMINISTRATION

The contractor shall provide, organize, manage, and control the contractor work force and other essential resources to ensure timely and accurate completion of all tasks within contractual constraints and in accordance with (IAW) all CDRL and Services Summary items meeting all metrics contained therein. The contractor shall take no action that affects or has the potential to affect site, system, subsystem, communications or component operation, performance or specifications without prior coordination with and written approval from the government. The contractor shall not represent or present the appearance of representing the government’s position in any instance which involves obligation of government resources.

Normal office hours will run between 0600 and 1700 hours Monday through Friday. (CDRL A001, A002, A005)

1.4.1 Status Reporting

The contractor shall submit a planned activities report for each PWS paragraph on a quarterly basis in accordance with CDRL A005. The first report will be due on the first work day of month four of the PoP. Upon completion of each month within the quarter (i.e. month 1, 2 or 3), the contractor shall submit a monthly status report in accordance with CDRL A001. This status report shall include, at a minimum, a synopsis of the work performed during that month. Each activity performed on a planned work area called out in quarterly CDRL A005 shall be discussed and a percent complete for each task assigned. The contractor shall report on the following tasks: (1) schedule for completion of other assigned projects; (2) man-hour expenditures; (3) cost-reimbursable contract elements; (4) calendar of contractor-supported travel; (5) reviews; (6) meetings and; (7) briefings. (CDRL A001, A002, A005)

1.4.2 Supervision Requirements

The contractor shall not, under any circumstances, supervise or otherwise direct government employees or employees of other government contractors. The government shall not directly supervise contractor employees. The government shall reserve the right to manage contractor priorities, within the scope of the contract, as necessary, commensurate with changing mission requirements. All formal direction of a more substantive nature shall be through the government CO. (CDRL A001, A002, and A005)

1.4.3 Travel

The contractor shall perform periodic travel commensurate with mission requirements. Historically, the number of trips per annum has not exceeded thirty-four (34) and averaged twenty-five (25). The contractor shall prepare trip reports at the conclusion of each trip, within ten (10) working days of trip completion. The contractor shall obtain all contractor personnel passenger transportation, lodging, and subsistence for both domestic and international travel. The contractor shall travel using the lowest cost mode of transportation. When using air travel, the contractor shall use coach, tourist, or economy class unless exceptional circumstances warrant otherwise. Any deviation from the above shall be coordinated in advance by the government COR and CO. All travel shall be accomplished in accordance with government JTR guidelines and shall be coordinated with the COR and CO prior to commencement of travel. Travel estimates shall be coordinated with the COR and CO at least ten (10) working days prior to any travel. (CDRL A001, A002, A003, A005).

1.4.4 Training

Costs of training and education related to the specific field in which the employee is working, or may reasonably be expected to work, are allowable, except as follows. All requests for specialized training shall be provided to and approved, in writing, by the government COR and CO in advance of the commencement of any training activities. Training is not considered approved and no costs shall be considered for reimbursement until the aforementioned government approval has been obtained. Training which might fit into this category includes training which the contractor would not reasonably been expected to have prior to contract initiation, for example new mission specific equipment. Allowable costs incurred shall be paid on a cost-reimbursable basis. (CDRL A001, A002, A005)

1.4.5 Quality Control Plan

The contractor shall develop, maintain, enforce, and document a Quality Control Plan (QCP). The QCP shall ensure the government receives the level of quality that is consistent with the requirements specified in the PWS. The QCP shall be made available to the government by day thirty one (31) of contract performance. (CDRL A001, A002, A005)

1.4.6 Contractor Manpower Reporting Clause

Section 8108 of Public Law 112-10 requires an annual count of contractors performing services for the Department of Defense. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract and any subsequent task orders, if applicable, for the AF ISR Agency via a secure data collection site. The contractor shall completely fill in all required data fields at http://www.ecmra.mil/.

Reporting inputs shall be for the labor executed during the period of performance for each government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.

Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time shall any data be released to the public with the contractor name and contract number associated with the data.

As contractors have an inherent responsibility to track personnel on contracts, the government does not expect additional costs will be required to satisfy this reporting requirement. If it is determined that additional costs will be incurred, the contractor shall NOT implement this action. The CO shall be notified prior to the stated effective date and provided with an estimate of the additional costs required. No further action shall be taken until direction is received from the CO. (CDRL A001, A004)

1.4.7 Skill set Demonstration

The contractor shall maintain sufficient personnel with the required skill sets for the duration of the contract performance period.. A determination of the skill levels required for this capability shall be made by the contractor with the government maintaining the right to establish level of expertise and skills required for each position. (CDRL A001, A004)

1.4.8 Additional Reach back Capability

The contractor shall draw on additional personnel resources to fulfill short-term, short-notice requirements, and to add additional personnel as required during the contract period. This requirement may be fulfilled in one or more of the following ways: other company employees, partnership agreements, or other methods which demonstrate the contractor can fulfill other personnel requirements without extended delays. (CDRL A001, A004)

1.4.9 Security Requirements

The contractor supports a classified DoD Program. Program-specific instructions will be provided in the Security Classification Guide that will be provided to the contractor. All contractor personnel will require a final adjudicated current security clearance at the Top Secret, DCID 6/4. Contractor will be cleared to work on day one of the PoP. Additional details on security requirements associated with this contract are contained on the DD Form 254 (and attachments).

Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent in this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of the six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

1.4.9.1 Facility Clearance

The contractor shall maintain a Top Secret Facility Clearance.

1.4.9.2 DoD 5220.11 National Industrial Security Program operating Manual (NISPOM) The contractor shall maintain compliance with the NISPOM.

1.4.9.3 Personnel Clearances

On day one of the Period of Performance (PoP) the contractor shall have 70% of their personnel with active Top Secret Security Clearances (not an interim) and SCI eligibility. (See para 1.4.9)

No later than day 181 of the Period of Performance (PoP) the contractor shall have 80% of their personnel with active Top Secret Security Clearances (not an interim) and SCI eligibility. (See para 1.4.9)

No later than day 366 of the Period of Performance (PoP) the contractor shall have 100% of their personnel with active Top Secret Security Clearances (not an interim) and SCI eligibility. (See para 1.4.9)

Allowances will be made for contractor attrition and waivers to this paragraph will be approved, on a case by case basis by the CO, through the COR, provided that the contractor can show strong, diligent efforts in recruiting, background checking, hiring, and clearing well-qualified personnel. (CDRL A001, A005)

1.5 CONTRACT DATA

1.5.1 Data Deliverables Requirements

All deliverables generated in support of AFTAC programs shall be submitted to the government in accordance with requirements specified in the DD Form 1423s, Contract Data Requirements Lists. (CDRL A001, A002, A003, A004, A005)

1.5.2 Data Preparation

Data preparation instructions are identified on individual DD Form 1664s authorized by the Department of Defense (DoD) Acquisition Management System and the Data Requirements Control List (DoD 5000.19L, Vol. II).

1.5.3 Data Distribution

The contractor shall indicate distribution made to all addressees in the letter of transmittal. The transmittal letter shall state if a partial delivery is submitted.
