SUMMARY OF CHANGES
The purpose of this modification is to answer questions from potential offerors and update the solicitation accordingly.
QUESTIONS AND ANSWERS:
1. Question: Please clarify the delivery due date. Does 12 AM on the 18th refer to beginning or end of the day on the 18th? Or to noon on the 18th?
Answer: Due to confusion, the Government has changed the time to 1500 on January 18th 2011.
2. Question: Section L-7.f.section 1: what does the phrase referring to labor categories being "provided for information purposes only" mean? Can the offeror propose additional or alternative labor categories and if so how would these be handled in Attachments 4, 6 and 7?
Answer: The Government will delete the phrase in Section L-7, (f), Section 1, “…and are provided for information purposes only.” The Government has structured the cost model based on the labor categories identified in the RFP. Offerors should use these labor categories for proposal preparation without any additions.
3. Question: Attachment 3: There are no categories provided for project/program manager, project controller, among other roles. Can these be added into the list of categories and the related spreadsheets? If not, how do we propose these roles on task orders?
Answer: Attachment 3 – “Labor Category Descriptions” shall be the only labor categories used to propose.
The descriptions for each category are broad enough to cover every aspect of the work involved.
4. Question: Attachments 4, 6, 7: Attachment 6 calls for on and off-site rates. However, there is no accommodation for dual rates for each labor category in attachments 4 and 7.
Answer: Attachment 4 and 7 shall have one spreadsheet for offsite rates and one spreadsheet for onsite rates.
Each bidder shall title the spreadsheet appropriately, whether it is onsite or offsite rates.
5. Question: No guidance is given for how to handle subcontractor/teammate rates in Attachments 4, 6, and 7.
Can each teammate submit separate versions of attachments 4 and 7, and then the hours in Attachment 6 for each category be divided between the prime and teammates based on best estimated division of labor for the contract period? The contract is not definitive enough to make a single set of "blended rates" effective without unduly burdening lower cost prime rates with higher cost teammate rates.
Answer: Each proposal shall have one set of rates. It shall be up to the prime contractor and subcontractor(s) to negotiate one single rate for each labor category for the proposal.
6. Question: Attachment 3. Can additional years of experience be substituted for advanced academic degrees?
Answer: No, additional years of experience cannot be substituted for advanced academic degrees.
7. Question: Some subject matter experts in this field had significantly more than 21 years experience. Can another level of SME be added with perhaps 30+ years of experience?
Answer: No, another level of SME cannot be added. Use the available labor categories (experience, duties, and education) listed in attachment 3 to determine your rates.
8. Question: Section L-5 (d)(viii) first sentence: .....capability to develop a RF ground-based, global sensor prototype capability. This statement can be interpreted to mean the developing an RF sensor is a requirement.
It is also repeated in Section M-3, a.1.subfactor 5.
Answer: The first sentence in Section L-5, (d), (viii) continues with “…for the persistent monitoring of electromagnetic pulse to include the design, integration, and demonstration of a prototype system for evaluation/proof of concept as described in the task order.” For task order 1, the focus of the effort will be to evaluate existing commercial capabilities to determine if the capabilities can be used as an evaluation method.
The prototype system can be used to assist with proof of concept. Development of a RF sensor will not be a task under task order 1. For additional information see the ESAS Technical Library for supporting documents on previous work that has been completed in support of Task Order 1.
9. Question: The PWS for Task Order 1 says nothing about developing a sensor. We understand the task is survey sensors systems and develop a data center prototype to process RF sensor information. Please clarify if the task involves developing or modifying an RF sensor, and/or does it involved only the survey of systems and development of a processing/data center capability for existing data streams.
Answer: The Task Order 1 task is to survey systems that can detect electromagnetic pulses and the development of a processing/data center prototype for the existing data streams. Paragraph 1.5 of the Task Order PWS provides additional information about the tasks. For additional information/supporting documents on previous work that has been completed in support of Task Order 1, please see the ESAS Technical Library.
10. Question: Please advise if the RFP is requesting home and field rates for the individual Task Orders.
Answer: The individual Task Order shall have home and field rates. The government anticipates the majority of the work on Task Order 1 to be performed in the contractor’s facility. This includes the analysis, design, and development of the prototype. The government anticipates the contractor shall be at the Government facility for the installation and support of the proof of concept demonstration/testing of the prototype system.
11. Question: Past Performance requests an Organizational Structure Change History. Is this required of just the prime or should we include applicable subcontractors as well?
Answer: An organizational Structure Change History is required for the prime and any subcontractors who will perform fifteen percent or more on the contract effort.
12. Question: Subfactor 4 in Section M-2(a) is titled “Program management including Subcontracting Plan,” but in Section M-3(a)(1) it is titled “Program management,” it appears the title in Section M-2(a) is incorrect as the subcontracting plan requirement is part of the Administrative Volume and not the Mission Capability Factor.
Answer: The title in Section M-2(a) is incorrect and the solicitation will be corrected to read “Program management. ”
13. Question: Reference Section M (pg 77) Specific Criteria for Award, (b) Past Performance (Factor 2), (2) Evaluation Process, (ii) Relevancy Assessment:
The section states that “a relevancy assessment will be conducted on each recent past performance citation with a value of at least $1.0M.” This restriction severely limits the ability of SB, SDB and University teaming partners to provide relevant past performances, such as our teaming partner who performed an EMP analysis at the request of Congress. In order to provide the most relevant examples of a team’s capabilities, we request an amendment to the requirements that removes the $1.0M minimum requirement.
Answer: The relevancy assessment criteria will not be changed; however, in accordance with Section M (pg
77) Specific Criteria for Award, (b) Past Performance (Factor 2), (2) Evaluation Process, (ii) Relevancy Assessment, “consideration will be given to the effort, or portion of the effort, being proposed by the offeror and/or its teaming partner(s) whose contract is being reviewed and evaluated.”
14. Question: Will the government consider extending the proposal due date?
Answer: The proposal due date will not be extended at this time.

L-7. VOLUME IV – COST/PRICE (Factor 3)
(f) Volume Organization.
Section 1 – Offeror will complete the Labor Hour Cost Model provided in Attachment 6 by proposing labor rates to develop a Total Evaluated Price (TEP) based on the hours shown in the attachment. In Attachment 6, Offerors will provide fully burdened labor rates for each labor category that is proposed for Firm-Fixed Price (FFP), Time and Materials (T&M), and Cost-Plus-Fixed-Fee (CPFF). The labor categories included in Attachment 6 are those described in Attachment 3, Labor Category Descriptions. These labor categories represent the government’s currently known labor categories and experience/education.

M-2. EVALUATION FACTORS
(a) The following evaluation factors and subfactors will be used to evaluate each proposal. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below.
